Dear Mr. Ballbe:
This letter is in response to January 7th letter, received on January
17, 2007, on the above noted subject. In reviewing your letter, you
are asking that the City be the applicant to the FDOT for the permit to
allow parallel parking on South Federal Highway for the residents of
the above noted development (Estancia). Please be advised that while
the City will have no objection to you and your client in applying for
such a permit, the city will not be the applicant for your permit. The
City's Planning & Zoning Division encourages off-street parking
facilities for all residential developments.

This memorandum confirms my review and approval of the Homeowner Association
documents submitted on the above referenced project. The HOA document contains sufficient
provisions regarding uniform control by the HOA of the improvements under common ownership.

Response to City of Boynton Beach plan review comments:
In response to PLANNING AND ZONING, Karen Main February 3, 2006 City of
Boynton Beach review comments shown on the attached revised drawings:
I. The site data table on the approved site plan showed 8 parking spaces. We have
revised the site data table to add the new parking space added at the northeast
comer of the property for a total of 9 guest parking spaces.
2. Parking tabular data has been revised to show 69 parking spaces. Refer to the
attached plans.
3. There is no reference to compact parking spaces in our plans. Please have city
clarify.
4. Site Plan Note no. 3 on Sheet GNI of I has been revised to show potable water as
the irrigation source.
5. There is no on-street parking shown on the plans; there was not parking shown on
the approved site plan. A letter of approval will be submitted once FDOT allows
the parking. Since parking on US I is not a condition of approval, letter should
not be required at this time.
6. No improvements along USI are proposed at this time. Improvements not shown;
see comments above.
7. Attached is letter of approval from School Board.
8. Garbage will be curb side pick up.
9. The proposed mail kiosk is shown on the Architect site plan Al.O and detailed on
sheet A2.12.
10. Photometric plans have been revised as requested. Note has been added to the
plans.
II. The building locations exceed the required setback as shown in the Site Data
Table. Since the setbacks vary per building, we have revised the site plan to show
the "minimum setback" and "actual setback" dimensions.
12. Condition of approval # 32 was from the previous project. During site plan
approval we submitted a settlement letter for all of the neighbors and is attached.
All neighbors were connected to City water except for Steve Gallagher whom

acknowledged the agreement at the site plan approval meeting and has was paid
in December 2005 for water service. Moreover, per the letter we have reimbursed
the Bruce Jarvis in the amount of$2,873.80 and agreed to reimburse Christina
Fried in the amount of $2,707.00.
Condition of approval #33 pertains to agreements with the existing homeowners
that use the Estancia Canal for dockage. This condition with the previous project
mainly concerned Kristen Conti and the house to the east whose lots are now part
of this development. HHC provided agreements (attached to this letter) to the two
remaining neighbors in September; they did not want to sign the agreement.
13. Dock permitting will be done by separate permit.
In response to BUILDING DIVISION Don Johnson March 1,2006 City of Boynton
Beach review comments is as follows and shown on the attached revised drawings:
I. The architect has revised his plans to reference the 2004 FBC.
2. The handicap space has been relocated as requested.
In response to PLUMBING I MECHANICAL Bill Erskine March 24, 2006 City of
Boynton Beach review comments is as follows and shown on the attached revised
drawings:
I. We have requested written approval from the Utilities Department for the use of
potable water for the irrigation system.
In response to ELECTRICAL James Priest February 7,2006 City of Boynton Beach

We are glad to know that you and the surrounding neighbors are in favor of
our project and look forward to your support.
Per our conversation, we will agree to pay the costs associated with the hook
up of water to your home at this time. We will also reimburse Bruce Jarvis
and Christina Fried for the actual cost of the work and meter fees up to $4,000
each.
We will agree at a minimum to add awnings to the second floor square
windows that face Bamboo Lane, which will complete your request.
Additionally, we will review other options with our Architect today to see if
other decorative feature items can be added on the Bamboo elevation. We
have added several additional items to the facades including shutters, stucco
bands, arches, etc.
With regards to Bamboo Lane, we have already agreed to pave (top coat) up
to our property line and landscape the island all outside of our property line.
We feel that our landscape architect has created a great design with respect to
the surrounding streets. We will be happy to review our landscape plan with
you.

Weare currently soliciting pricing from Marine Contractors to improve the seawall
along the new project canal frontage and dredging portions of the canal. If

ESTANCIA CANAL AGREEMENT
This Agreement is made and executed this _ day of ,2005, by and betwe~
IllIC Boynton, LLC, d/b/a Estancia with its office at 1000 East Atlantic Avenue, Delray Beach, Flonda
33483 ("Licensor" or "HHC") and 3 Virginia Gardens. Delrav Beach. FL 33483, ("Licensee" or
"Marguerite and Ronald Dingle").
WITNESSETH:
WHEREAS, HHC owns and is developing townhomes on vacant land located on the east side of
Federal Highway in the City of Boynton Beach, Palm Beach County, Florida (the "Land"); and
and
WHEREAS, the east end of this Land includes a canal that flows into the Intracoastal Waterway;
WHEREAS, the Land and Canal are shown on the map (the "Site Plan") attached hereto and
made a part hereof as Exhibit A; and
WHEREAS, Marguerite and Ronald Dingle owns real property and improvements located at J
Virginia Gardens. Delrav Beach. FL 33483 (the "Home") and the south boundary of the Home abuts on
the Canal; and
WHEREAS, IllIC and Marguerite and Ronald Dingle desire to enter into a written agreement
setting forth the rights and responsibilities of each party regarding use of the Canal property.
NOW THEREFORE in consideration ofTen Dollars and 00/100 ($10.00) and the mutual
promises and terms, covenants and conditions contained herein, it is agreed as follows:
I. Grant of License. Licensor hereby grants to Licensee, for the term hereof, the right to maintain the
seawall, pilings and dock in Licensor's Canal for its personal use only and not for commercial
purposes. The dock, boat and piling extension into the Canal shall be limited to the lesser of25% of
the Canal width at that point or 12.5 feet.
Notwithstanding anything to the contrary herein contained, this Agreement shall not be construed to
grant to Licensee any license or right in law or equity to own or maintain its seawall, dock and pilings
on lands owned or controlled by the State of Florida or any local, state or federal government, agency
or authority.
Licensee shall keep the Canal area and, the dock, the pilings, and the seawall, clean and in fIrst-class
condition and repair.
2. Use and Maintenance. The Licensee shall use the Premises in a marine reasonable manner for
dockage of its personal watercraft. Dockage may not be expanded without the written consent of
Licensor, which consent may be withheld or denied in its unfettered discretion.
3. Rules of Operation. The Licensee shall use the Premises in a commercially reasonable manner and
adhere to the following minimum Rules of Operations:
1) Licensee shall keep the Premises free of trash and garbage and avoid any spill of fuel, motor oil
and other such environmental contaminants within the Canal.
2) The Licensor and Licensee shall not act or fail to act to keep the Canal open and free for ingress
and egress the Licensor and for other property and boat owners along the Canal.
3) The Licensee shall, at all times, operate its marine vehicles within the canal in a safe and marine
reasonable manner.
4. Term. The term of this License shall commence on October 1,2005, and terminate September 31,
2006. Either party may renew this License for an additional one (1) year term by providing the other
party with a sixty (60) day prior written notice of said renewal at the end of the initial or the renewal
term. Following receipt of such renewal notice, however, the other party may elect to disavow the
renewal and terminate the License by giving written notice of such disavowal within ten (10) days of
receipt of the renewal notice.
5. Utilities. Licensor will provide no utilities to the Licensee with respect to this License.
6. Compliance. Licensee, at its own cost and expense, shall comply with all applicable federal, state,
county and city statutes, ordinances and regulations, and to obtain and maintain all necessary permits
and shall be liable for any consequences arising from the failure to do so. Licensee shall not act or
fail to act in any manner that would jeopardize or impair the Licensor's ability to maintain its won
seawall, pilings and boat docks along the Canal.
7. Indemnification. Licensee will indemnify, defend, and hold Licensor, its members, manager, parent,
subsidiary, successor and assigns, harmless from and against any and all loss, liability, cost, expense,
action, claims, demands, proceeding or judgement, including reasonable attorney's fees and expenses,
incurred in defending and/or negotiating the same, resulting from or arising out of Licensee's acts and
the Services rendered by it and the acts of its agents, employees and invitees under this License.
8. Events of Default/Termination. Any of the following shall constitute a default under this License: (i)
failure to pay any sums when due and such failure continues for a period of fifteen (15) days after
receipt of written notice; and (ii) failure to comply with any of the terms of this License and such
failure continues for a period of thirty (30) days after receipt of written notice specifying the nature of
such failure. In the event of a default which remains uncured beyond the time period, the non-
defaulting party may (i) demand payment of all amounts due pursuant to this License and demand the
payment of all amounts, damages, expenses, and reasonable attorneys fees arising due to the default,
and (ii) terminate this License effective as of the date written notice is sent. Licensor's failure to act
on any default herein shall not be deemed a waiver of any continuous or subsequent default under the
terms of this License.
9. Notices. All notices under this License shall be provided to Licensor and Licensee at the address as
set forth below:

IO. Entity Responsibilities. HHC is developing townhomes on the Land and at such time as all the units
are sold, control of the Canal will be hrrned over to the Homeowner's Association. At that time and
thereafter, Licensee will look solely to the Homeowner's Association for the liabilities, obligations
and responsibilities of the Licensor under this License. The individual townhome owners will have
no personal obligation, liability or responsibility under this License and Licensee will look solely to
the Homeowner's Association, which shall be responsible for the obligations and liabilities of
Licensor recited herein, arising hereunder, or in any manner related to the transactions contemplated
hereby. Licensee further recognizes and acknowledges that no other entity including (i) HHC, or its
manager or members, or (ii) any individual, or (iii) any entity affiliated with Licensor is in any
manner liable or responsible for the obligations and liabilities of Licensor, whether recited herein,
arising hereunder, or in any manner related to the transactions contemplated hereby. Licensee is,
therefore, relying solely on the fmancial ability of the Inn for performance of Licensor's obligations
under the terms of this License.
11. Assignment. This License may not be assigned or sublicensed by the Licensee except to a bona fide
purchaser of their home. This License may be assigned by the Licensor to a purchaser of the Land or
pursuant to its development obligations to the Homeowner's Association.
12. Miscellaneous. In case anyone or more of the provisions contained in this License shall for any
reason be held invalid, illegal, or unenforceable in any respect, such invalidity, illegal or
unenforceability shall not affect any other provision, and this License shall be construed as if such
invalid, illegal, or unenforceable provision had never been contained herein. Neither Licensor nor
Licensee shall be required to perform any term, condition, or covenant in this License so long as such
performance is delayed or prevented by force majeure, which shall mean acts of God, strikes,
lockouts, material or labor restrictions by an governmental authority, or any other cause not
reasonably within the control of Licensor or Licensee and which by the exercise of due diligence of
Licensor or Licensee is unable, wholly or in part, to prevent or overcome. This License and
attachments embody the entire License and understanding of the parties relating to the subject
matter hereof and may not be amended except in writing signed by both parties, and supersedes all
prior representations, agreements, and understandings, oral or written, relating to such subject matter.
13. Choice of Law Venue. This License shall be interpreted and governed by the laws of the State of
Florida. Any legal action taken to enforce the provisions of this License shall be in Palm Beach
County, Florida.
14. Attorney's Fees. If either party shall bring an action against the other by reason of the breach of any
covenant or condition of this Agreement or otherwise arising out of this Agreement, the unsuccessful
party shall pay to the prevailing party reasonable attorney's fees and costs, which shall be payable
whether or not such action is prosecuted to judgment.

adhere to the following minimum Rules of Operations:
1) Licensee shall keep the Premises free of trash and garbage and avoid any spill of fuel, motor oil
and other such environmental contaminants within the Canal.
2) The Licensor and Licensee shall not act or fail to act to keep the Canal open and free for ingress
and egress the Licensor and for other property and boat owners along the Canal.
3) The Licensee shall, at all times, operate its marine vehicles within the canal in a safe and marine
reasonable manner.
4. Term. The term of this License shall commence on October 1,2005, and terminate September 31,
2006. Either party may renew this License for an additional one (1) year term by providing the other
party with a sixty (60) day prior written notice of said renewal at the end of the initial or the renewal
term. Following receipt of such renewal notice, however, the other party may elect to disavow the
renewal and terminate the License by giving written notice of such disavowal within ten (10) days of
receipt of the renewal notice.
5. Utilities. Licensor will provide no utilities to the Licensee with respect to this License.
6. Com?liance. Licensee, at its own cost and expense, shall comply with all applicable federal, state,
county and city statutes, ordinances and regulations, and to obtain and maintain all necessary permits
and shall be liable for any consequences arising from the failure to do so. Licensee shall not act or
fail to act in any manner that would jeopardize or impair the Licensor's ability to maintain its won
seawall, pilings and boat docks along the Canal.
7. Indemnification. Licensee will indemnify, defend, and hold Licensor, its members, manager, parent,
subsidiary, successor and assigns, harmless from and against any and all loss, liability, cost, expense,
action, claims, demands, proceeding or judgement, including reasonable attorney's fees and expenses,
incurred in defending and/or negotiating the same, resulting from or arising out of Licensee's acts and
the Services rendered by it and the acts of its agents, employees and invitees under this License.
8. Events of Default/Termination. Any of the following shall constitute a default under this License: (i)
failure to pay any sums when due and such failure continues for a period of fIfteen (15) days after
receipt of written notice; and (ii) failure to comply with any of the terms of this License and such
failure continues for a period of thirty (30) days after receipt of written notice specifying the nature of
such failure. In the event of a default which remains uncured beyond the time period, the non-
defaulting party may (i) demand payment of all amounts due pursuant to this License and demand the
payment of all amounts, damages, expenses, and reasonable attorneys fees arising due to the default,
and (ii) terminate this License effective as of the date written notice is sent. Licensor's failure to act
on any default herein shall not be deemed a waiver of any continuous or subsequent default under the
terms of this License.
9. Notices. All notices under this License shall be provided to Licensor and Licensee at the address as
set forth below:

10. Entity Responsibilities. ffiIC is developing townhomes on the Land and at such time as all the units
are sold, control of the Canal will be turned over to the Homeowner's Association. At that time and
thereafter, Licensee will look solely to the Homeowner's Association for the liabilities, obligations
and responsibilities of the Licensor under this License. The individual townhome owners will have
no personal obligation, liability or responsibility under this License and Licensee will look solely to
the Homeowner's Association, which shall be responsible for the obligations and liabilities of
Licensor recited herein, arising hereunder, or in any manner related to the transactions contemplated
hereby. Licensee further recognizes and acknowledges that no other entity including (i) IlliC, or its
manager or members, or (ii) any individual, or (iii) any entity affiliated with Licensor is in any
manner liable or responsible for the obligations and liabilities of Licensor, whether recited herein,
arising hereunder, or in any manner related to the transactions contemplated hereby. Licensee is,
therefore, relying solely on the fmancial ability of the Inn for performance of Licensor's obligations
under the terms of this License.
11. Assignment. This License may not be assigned or sublicensed by the Licensee except to a bona fide
purchaser of their home. This License may be assigned by the Licensor to a purchaser of the Land or
pursuant to its development obligations to the Homeowner's Association.
12. Miscellaneous. In case anyone or more of the provisions contained in this License shall for any
reason be held invalid, illegal, or unenforceable 'in any respect, such invalidity, illegal or
unenforceability shall not affect any other provision, and this License shall be construed as if such
invalid, illegal, or unenforceable provision had never been contained herein. Neither Licensor nor
Licensee shall be required to perform any term, condition, or covenant in this License so long as such
performance is delayed or prevented by force majeure, which shall mean acts of God, strikes,
lockouts, material or labor restrictions by an governmental authority, or any other cause not
reasonably within the control of Licensor or Licensee and which by the exercise of due diligence of
Licensor or Licensee is unable, wholly or in part, to prevent or overcome. This License and
attachments embody the entire License and understanding of the parties relating to the subject
matter hereof and may not be amended except in writing signed by both parties, and supersedes all
prior representations, agreements, and understandings, oral or written, relating to such subject matter.
13. Choice of Law Venue. This License shall be interpreted and governed by the laws of the State of
Florida. Any legal action taken to enforce the provisions of this License shall be in Palm Beach
County, Florida.
14. Attorney's Fees. If either party shall bring an action against the other by reason of the breach of any
covenant or condition of this Agreement or otherwise arising out of this Agreement, the unsuccessful
party shall pay to the prevailing party reasonable attorney's fees and costs, which shall be payable
whether or not such action is prosecuted to judgment.

Dear Christina:
I would like to take this opportunity to introduce myself and HHC Boynton. We are
the Developers of the site located along Federal Highway between Bamboo Lane and
Virginia Gardens. We anticipate great improvement to the dilapidated land, which
will be a new first class community and entrance to your home. Our project will
enhance the neighborhood.
In acquiring the parcel of land, HHC Boynton owns the canal from our property east
to the Intracoastal Waterway where you currently have boat dockage. We would like
to enter into an agreement to allow you the continued use of the canal. Attached is a
copy of the agreement for your review.
We are currently soliciting pricing from Marine Contractors to improve the seawall
along the new project canal frontage and dredging portions of the canal. If
interested, you are welcome to take advantage of our discounted pricing for the
seawall along your property while we are making our improvements. Some of the
seawalls are older and this improvement could prevent future failure of the seawall
along your property.

ESTANCIA CANAL AGREEMENT
This Agreement is made and executed this _ day of , 2005, by and between
IDlC Boynton, LLC, d/b/a Estancia with its office at 1000 East Atlantic Avenue, Delray Beach, Florida
33483 ("Licensor" or "IDlC") and 821 Bamboo Lane, Delray Beach, Florida 33483, ("Licensee" or
"Christina Fried").
WITNESSETH:
WHEREAS, HHC owns and is developing townhomes on vacant land located on the east side of
Federal Highway in the City of Boynton Beach, Palm Beach County, Florida (the "Land"); and
WHEREAS, the east end of this Land includes a canal that flows into the Intracoastal Waterway;
and
WHEREAS, the Land and Canal are shown on the map (the "Site Plan") attached hereto and
made a part hereof as Exhibit A; and
WHEREAS, Christina Fried owns real property and improvements located at 821 Bamboo Lane,
Delray Beach. FL 33483 (the "Home") and the south boundary of the Home abuts on the Canal; and
WHEREAS, HHC and Christina Fried desire to enter into a written agreement setting forth the
rights and responsibilities of each party regarding use of the Canal property.
NOW THEREFORE in consideration ofTen Dollars and 001100 ($10.00) and the mutual
promises and terms, covenants and conditions contained herein, it is agreed as follows:
1. Grant of License. Licensor hereby grants to Licensee, for the term hereof, the right to maintain the
seawall, pilings and dock in Licensor's Canal for its personal use only and not for commercial
purposes. The dock, boat and piling extension into the Canal shall be limited to the lesser of 25% of
the Canal width at that point or 12.5 feet.
Notwithstanding anything to the contrary herein contained, this Agreement shall not be construed to
grant to Licensee any license or right in law or equity to own or maintain its seawall, dock and pilings
on lands owned or controlled by the State of Florida or any local, state or federal government, agency
or authority.
Licensee shall keep the Canal area and, the dock, the pilings, and the seawall, clean and in first-class
condition and repair.
2. Use and Maintenance. The Licensee shall use the Premises in a marine reasonable manner for
dockage of its personal watercraft. Dockage may not be expanded without the written consent of
Licensor, which consent may be withheld or denied in its unfettered discretion.
3. Rules of Operation. The Licensee shall use the Premises in a commercially reasonable manner and
adhere to the following minimum Rules of Operations:
I) Licensee shall keep the Premises free of trash and garbage and avoid any spill of fuel, motor oil
and other such environmental contaminants within the Canal.
2) The Licensor and Licensee shall not act or fail to act to keep the Canal open and free for ingress
and egress the Licensor and for other property and boat owners along the Canal.
3) The Licensee shall, at all times, operate its marine vehicles within the canal in a safe and marine
reasonable manner.

4. Term. The term ofthi; License shall commence on October 1,2005, and terminate September 31,
2006. Either party may renew this License for an additional one (1) year term by providing the other
party with a sixty (60) day prior written notice of said renewal at the end of the initial or the renewal
term. Following receipt of such renewal notice, however, the other party may elect to disavow the
renewal and terminate the License by giving written notice of such disavowal within ten (10) days of
receipt of the renewal notice.
5. Utilities. Licensor will provide no utilities to the Licensee with respect to this License.
6. Compliance. Licensee, at its own cost and expense, shall comply with all applicable federal, state,
county and city statutes, ordinances and regulations, and to obtain and maintain all necessary permits
and shall be liable for any consequences arising from the failure to do so. Licensee shall not act or
fail to act in any manner that would jeopardize or impair the Licensor's ability to maintain its won
seawall, pilings and boat docks along the Canal.
7. Indemnification. Licensee will indemnify, defend, and hold Licensor, its members, manager, parent,
subsidiary, successor and assigns, harmless from and against any and all loss, liability, cost, expense,
action, claims, demands, proceeding or judgement, including reasonable attorney's fees and expenses,
incurred in defending and/or negotiating the same, resulting from or arising out of Licensee's acts and
the Services rendered by it and the acts of its agents, employees and invitees under this License.
8. Events of Default/Termination. Any of the following shall constitute a default under this License: (i)
failure to pay any sums when due and such failure continues for a period of fifteen (15) days after
receipt of written notice; and (ii) failure to comply with any of the terms of this License and such
failure continues for a period of thirty (30) days after receipt of written notice specifying the nature of
such failure. In the event of a default which remains uncured beyond the time period, the non-
defaulting party may (i) demand payment of all amounts due pursuant to this License and demand the
payment of all amounts, damages, expenses, and reasonable attorneys fees arising due to the default,
and (ii) terminate this License effective as of the date written notice is sent. Licensor's failure to act
on any default herein shall not be deemed a waiver of any continuous or subsequent default under the
terms of this License.
9. Notices. All notices under this License shall be provided to Licensor and Licensee at the address as
set forth below:

10. Entity Responsibilities. HHC is developing townhomes on the Land and at such time as all the units
are sold, control of the Canal will be turned over to the Homeowner's Association. At that time and
thereafter, Licensee will look solely to the Homeowner's Association for the liabilities, obligations
and responsibilities of the Licensor under this License. The individual townhome owners will have
no personal obligation, liability or responsibility under this License and Licensee will look solely to
the Homeowner's Association, which shall be responsible for the obligations and liabilities of
Licensor recited herein, arising hereunder, or in any manner related to the transactions contemplated
hereby. Licensee further recognizes and acknowledges that no other entity including (i) HHC, or its
manager or members, or (ii) any individual, or (iii) any entity affiliated with Licensor is in any
manner liable or responsible for the obligations and liabilities of Licensor, whether recited herein,
arising hereunder, or in any manner related to the transactions contemplated hereby. Licensee is,

under the terms of this License.
11. Assignment. This License may not be assigned or sublicensed by the Licensee except to a bona fide
purchaser of their home. This License may be assigned by the Licensor to a purchaser of the Land or
pursuant to its development obligations to the Homeowner's Association.
12. Miscellaneous. In case anyone or more of the provisions contained in this License shall for any
reason be held invalid, illegal, or unenforceable in any respect, such invalidity, illegal or
unenforceability shall not affect any other provision, and this License shall be construed as if such
invalid, illegal, or unenforceable provision had never been contained herein. Neither Licensor nor
Licensee shall be required to perform any term, condition, or covenant in this License so long as such
performance is delayed or prevented by force majeure, which shall mean acts of God, strikes,
lockouts, material or labor restrictions by an governmental authority, or any other cause not
reasonably within the control of Licensor or Licensee and which by the exercise of due diligence of
Licensor or Licensee is unable, wholly or in part, to prevent or overcome. This License and
attachments embody the entire License and understanding of the parties relating to the subject
matter hereof and may not be amended except in writing signed by both parties, and supersedes all
prior representations, agreements, and understandings, oral or written, relating to such subject matter.
13. Choice of Law Venue. This License shall be interpreted and governed by the laws of the State of
Florida. Any legal action taken to enforce the provisions of this License shall be in Palm Beach
County, Florida.
14. Attorney's Fees. If either party shall bring an action against the other by reason of the breach of any
covenant or condition of this Agreement or otherwise arising out of this Agreement, the unsuccessful
party shall pay to the prevailing party reasonable attorney's fees and costs, which shall be payable
whether or not such action is prosecuted to judgment.

traffic concurrency approval is subject to the Project Aggregation Rules set forth in the

Per your request, TrafTech Engineering, Inc. conducted a traffic study for the Estancia at
Boynton project planned to be located on the east side of US 1 (Federal Highway)
immediately north of Bamboo Lane in the City of Boynton Beach, Florida. The location
of the project is illustrated in Figure 1. The study addresses the following two items:
1. Trip Generation
2. Driveway Analysis
Trip Generation Analysis
Estancia at Boynton is a proposed residential development consisting of 30 townhomes.
According to the Institute of Transportation Engineers (ITE) Trip Generation document
(7th Edition), the most appropriate "land use" category is ITE's Land Use 230-
Residential Condominium/Townhouse. The fitted curve equations, given by the ITE
manual, are:

Ln(T) = 0.85 Ln(X) + 2.55
Where T = average daily vehicle trip ends
X = number of dwelling units
AM Peak Hour
Ln(T) = 0.80 Ln(X) + 0.26
Where T = average AM peak hour vehicle trip ends
X = number of dwelling units
PM Peak Hour
Ln(T) = 0.82 Ln(X) + 0.32
Where T = average PM peak hour vehicle trip ends
X = number of dwelling units

Table 1 summarizes the trip generation associated with the proposed project. As
indicated in Table 1, the proposed 30 townhomes are anticipated to generate
approximately 230 trips per day, 20 trips during the AM peak hour, and 22 trips during
the afternoon peak. Since the project is anticipated to generate less than 500 trips per
day, a traffic impact analysis following the Municipal Implementation Ordinance of the
Palm Beach County Traffic Performance Standards Ordinance is not required.

Driveway Analysis
The AM and PM peak hour traffic volumes generated by the proposed residential
development were assigned to the proposed project driveway off of Bamboo Lane.
Based on the surrounding land uses and the transportation network located in the vicinity
of the project, the following trip distribution was assumed for the Estancia at Boynton
development:
o Fifty percent (50%) on Federal Highway north of Bamboo Lane
o Fifty percent (50%) on Federal Highway south of Bamboo Lane
Figure 2 depicts the AM and PM peak hour traffic assignments on the project driveway
off of Bamboo Lane. Based on the peak hour turning movement volumes developed for
the project driveway, a two-lane driveway is required with one ingress lane and one
egress lane.
