Pursuant to your transmittal dated yesterday (Job #042701013), we have reviewed
your request for an address to the retail building being constructed on the above noted
development. Please be advised that the bank building (located on the east end of the
property) is 1601 West Boynton Beach Boulevard, Based of the surrounding facilities in
the area, you have a choice; either 1641, 1651 or 1661 West Boynton Beach Boulevard
for the retail building on this project site. Please advise the City's Building Division of

Kim,
Thank you for the sign graphics. Correct me if I am wrong, the only differences I see in the new version (#6)
are:
- The channel letter sign on the east bank elevation have moved from the higher wall face, over top of
the
glass storefront to the lower wall face, adjacent to the glass storefront.
- The re-introduction of the display box that staff question on the original submittal, and that the applicant
removed
prior to bringing in revised plans to the TART meeting.
The first change does not present any issues. The second change however, must be for advertising
purposes, and as
such would not be acceptable. If I have missed anything else, or if you simply have questions, please let
me know.

Revised Development Plan and Build-Out Extension
TRAFFIC PERFORMANCE STANDARDS REVIEW
Dear Mr. Rumpf:
The Palm Beach County Traffic Division has reviewed the traffic study for the previously
approved commercial project entitled; Commerce Bank @WinchesterShops, pursuant
to the Traffic Performance Standards in Article 12 of the Palm Beach County Land
Development Code. This project is summarized as follows'
Location:
Northwest Corner of Boynton Beach Boulevard and Winchester Park
Boulevard Intersection.
Boynton Beach

13,800 SF General Retail, and 4,100 SF Bank WDT.

Proposed Uses:

New PH Trips:
Build-out Year:
Based on our review, the Traffic Division has determined that the revised development
plan and build-out iat~ for the P~SV!QlIf.,!Y approved cnmmer(:jal proiect meets the Traffic
Performance Standards of Palm Beach County, under the following condition:
. The site circulation plan needs to be designed as such to encourage project
generated traffic willing to travel east on Boynton Beach Boulevard to use
the driveway on Winchester Park Boulevard. This measure IS necessary to
avert a high number of PM peak hour u-turns on Boynton Beach Boulevard.
No building permits are to be issued by the town, after the build-out date, specified
above. The County traffic concurrency approval is subject to the Project Aggregation
Rules set forth in the Traffic Performance Standards Ordinance.
It is also suggested that:
. An exclusive westbound right-turn lane, to be provided at the project
access driveway along Boynton Beach Boulevard.

· Town monitor PM peak hour traffic operations at the intersection of
Boynton Beach Boulevard and Winchester Park Blvd., with emphasis on
the adequacy of the number of turn lanes and storage lengths for SBL,
WBL, and especially EBL movements.
If you have any questions regarding this determination, please contact me at 684-4030.
Sincerely,
OFFICE OF THE COUNTY
