Dear Mike:
Under this cover we are submitting a new site plan application for Commerce Bank,
located at Boynton Beach Boulevard and Winchester Park Boulevard. This is the site of the
former Winchester Commons commercial plaza, the site plan for which has expired without
being developed.
Commerce Bank is a full service bank focuses on customer service. It offers services
seven days at week. On weekdays, Commerce Bank is opened from 7:30 AM until 8:00 PM.
Commerce Bank's hours on Saturdays are 7:30 AM - 6:00 PM and on Sundays are 11 :00 AM-
4:00 PM.
Commerce Bank does not require refuse service, and therefore does not need a dumpster.
Due to the confidential nature of the documents handled within the bank, all waste is removed
each night by the cleaning crew for shredding at an off-site location. No refuse collection by the
City is required or necessary.
Any delivery or service trucks will park in one of the parking spaces for the short
duration of the delivery/service visit, and will not affect traffic circulation or access to the
building or cross-access to adjacent properties.

Winchester Shops. A site plan modification is being sought to include a bank building on the site, We will seek
to modify the existing stormwater permits.
EXISTING CONDITIONS:
The subject property was previously agricultural land and is located adjacent to the north right-of-way line of
Boynton Beach Boulevard and the west right-of-way line of Winchester Boulevard. The subject parcel is
approximately 2.4 acres and is currently vacant.
PROPOSED DESIGN:
The proposed modification to the site plan will result in a decrease of building floor area and a decrease in
impervious area. Design will be consistent with the current permit and will be designed to meet the water quality
criteria of the Lake Worth Drainage District and South Florida Water Management District. Our design analysis
will be based on the 5-year, 24-hour storm event to analyze the parking lot areas. Once water quality is achieved,
the water will enter the water table through the exfiltration system and a dry detention basin with outlet to an
existing outfall pipe/canal. The drainage design shall conform to all rules, regulations, codes, etc, including, but
not limited to, Chapter 6, Article IV, Section 5 of the Land Development Regulations at the time of permitting.
