INTRODUCTION
The subject parcel ofland is located on the west side ofN.E. 3rd Street approximately 200ft south of
6th Avenue, in Boynton Beach. Site development proposed consists of a 3,433 .:!:: sq. ft.
office/retail/warehouse building with approximately 7,574.:!:: sq. ft. of new parking and paved areas.
The project site will be developed to adhere to Boynton Beach as well as SFWMD regulations.
SURFACE WATER MANAGEMENT INFORMATION
The surface water management system' serving the subject parcel of land will be designed and
constructed to satisfY drainage requirements of South Florida Water Management District
(SFWMD), Boynton Beach, and other regulatory agencies.
Essential elements of the improvements required for implementation of the water management
system for this project are as follows:
1. Storm inlets and exfiltration trench to receive and manage storm runoff on-site.
2. The project site will be limited to a peak discharge rate utilizing allowable runoff criteria as
established by Boynton Beach and SFWMD.
3. Any off-site lands that contribute runoff to the project site will be recognized during storm
event analysis as off-site discharges which must be handled by the project's water
management system. Based on data reviewed to date, there are no off-site lands affecting
this project's drainage plan. '

4. "Best management practice" and any other "state of the art" techniques which are needed
will be incorporated into the development of construction plans for the project for water
quality enhancement. In addition, applicable SFWMD criteria for retention/detention will
be utilized for runoff storage prior to any discharges from the project site. Exfiltration
trenches will be sized for retention/percolation as well for water quality enhancement. The
site has sandy soils and substantial "depth to water table" which are factors well suited for
percolation which should not affect groundwater.
5. The land owner is the entity responsible for operation and maintenance of the on-site
surface water management system serving the project development.
6. The proposed site facilities will ultimately connect to existing infrastructure facilities such
as storm drainage, sewer, water which are located along the east side of site. A new
driveway connection to N.E. 3rd Street is also proposed for ingress/egress.
7. Flood Protection:
a) Adequate protection from the 1 DO-year, 3-day storm event will be provided by
establishing a
minimum finished floor elevation above the estimated 1 DO-year flood stage.
b) A minimum road crown elevation will be established for the parking which will be
above the storm elevation required by local criteria.
c) All elements in the water management plan, including, storm drainage piping systems
and exfiltration trench will be sized during detail design of the facilities, using standard
engineering practice for hydraulic design, for major elements of the system.

Based on our review, the Traffic Division has determined that the proposed mixed use
project meets the Traffic Performance Standards of Palm Beach County. No building
permits are to be issued by the town, after the build-out date, specified above. The
County traffic concurrency approval is subject to the Project Aggregation Rules set forth
in the Traffic Performance Standards Ordinance.

PROJECT DESCRIPTION:
The proposed Mixed-Use, one story building is 3,433 square feet. It includes Contractor's
Offices, 843 square feet. Warehouse, 970 square feet and Retail, 1,620 square feet. The projed
has three uses and each use shall operate as an individual business.
The existing 14,975 square foot lot is vacant.

SCOPE OF STUDY:
In conjunction with a site plan submission, the City of Boynton Beach Land Development
Regulations requires a Traffic Statement. This Traffic Statement has been prepared in accordance
with the standards and criteria as set forth in the Palm Beach County Unified Land Development
Code, Article 15, Traffic Performance Standards.
The scope of the study is to:
i) Determine the volume of traffic volume to be added to the thoroughfare system
by the proposed Boynton Retail Contractor Plaza for both daily and peak hour
traffic.
ii) Determine if the peak hour traffic is above the 1 % LOS D threshold for the
roadway impacted, and if so, analyze the intersections impacted by the project

Clarify the fact that the proposed retail, office, and warehouse uses are not part
of the same retail development, as the development name implies. The
separation of uses can be justified only when the proposed land uses are to
operate as separate entities, otherwise retail rates must be applied since all retail
spaces include a portion of office and warehouse components.
