The site is located in the northwest quadrant of the intersection of Gulfstream Boulevard and US 1 in the City of Boynton Beach. The buildout of the project is estimated to be 2008. Exhibit 1 provides the AM and PM peak hour trip generation comparisons for the existing and proposed development. Daily trips for the proposed development are also provided on Exhibit 1. The residential component of the proposed development is located in the Coastal Residential Exception Area and is therefore exempted from the standards. The proposed Commercial development is projected to generate less peak hour trips than the existing development. Therefore, the requirements of the Traffic Performance Standards have been met. The project proposes a sizeable number of residential units in a variety of sizes and styles, with a commercial portion designed to provide a year-round customer and employment base, which supports the revitalization of the downtown. Future Land Use Element of Comprehensive Plan Specifically in Support of Project · Policy 1.13.4 The City shall further discourage urban sprawl; (8) Demonstrate, in all future development and redevelopment in the City, land use patterns that are non-strip in nature and demonstrate the ability to attract and encourage a functional mix of uses. · Objective 1.15 The City shall encourage planned development projects which are sensitive to characteristics of the site and to surrounding land uses, and mixed-use projects in locations which are appropriate, and utilize other innovative methods of regulating land development. · Policy 1.16.1 reads in part: "Special High Density Residential: This land use cate90ry shall consist of redevelopment and infill residential areas assigned to this land use category In the portion of the designated Community Redevelopment Area identified as Planning Area I and Planning Area V in the "Federal Highway Corridor Community Redevelopment Plan", adopted on May 15, 2001. The uses allowed in this land use category shall be limited to, but shall not necessarily include, the following: .: Residential uses with a gross density of not more than 20.0 dwelling units per acre; places of worship, elementary and high schools, and day-care services; police and fire stations; social and civic clubs and organizations; community centers; and home occupations. Office and retail commercial uses may be considered if clearly accessory and subordinate to residential uses, occupying not more than ten percent of the area of a planned unit development. A Floor Area Ratio (FAR) up to 0.20 may be considered for non-residential uses." The Project is Consistent with the Federal Highway Corridor Community Redevelopment Plan · The Heritage Club at Boynton Beach is located in Planning Area V under the Federal Highway Corridor Community Redevelopment Plan ("Plan"), which was adopted May 15, 2001. · The Plan indicates that this area has. a pivotal role of being an entrance to the City of Boynton Beach and as such must provide a good first impression and aesthetically pleasing appearance. · The overall goal for this planning area is to provide a strong residential base that is aesthetically inviting. Since the Heritage Club at Boynton Beach is the first thing people will see entering the City heading north, the City will surely want to see an aesthetically pleasing project that is substantial enough to announce an arrival into the City. Traffic Benefits . Trip generation of the proposed land use designation generates less daily trips than the trip generation of the existing land use designation. . The proposed Commercial development is projected to generate less peak hour trips than the existing development. The residential component of the proposed development is located in the Coastal Residential Exception Area and is therefore exempted from the standards. ... . Although not counted towards the parking r,equirements, the project also provides 21 on-street parking spaces within the Old Dixie Highway and Gulfstream Boulevard rights-of-way. The spaces will be unrestricted and open for public use. Additionally, there is an excess of 8 spaces over the required amount. . A Southbound exclusive right-turn lane will be constructed on Federal Highway. . An additional 20 feet of right-of-way width shall be dedicated to the City in order to reconstruct Old Dixie Highway and Gulfstream Boulevard to provide two 11-foot wide lanes, curb & gutter, sidewalk, appropriate green space with landscaping, and necessary signing I striping. - . The applicant shall also assist the City .with the reconstruction of the FECRRI Gulfstream Boulevard crossing, including roadway re alignment, curb & gutter, concrete median dividers, striping, and signals. Support for Height Exception Request · The height exception will not adversely affect this project or any that are adjacent to it. On the contrary, it will add to the area's aesthetic appearance. · This height exception is absolutely necessary as a means of breaking up the horizontal massing of the building with minor (uninhabited) vertical elements. The aesthetics of the building depends upon the elements. · The height exception is only a small percentage of the overall project and will not reduce light and air from this site or adjacent areas. They are uninhabited architectural elements. · The height exception will not deter future development and will actually serve to establish a much more pleasing architectural expression to this gateway area of the City. · The height exception will not constitute a grant of a special privilege or conform to the public welfare.
