As Landscape Architect of Record, I am forwarding you this correspondence to acknowledge a
field change that has occurred in the west and south perimeter buffers, front entry buffer, and
R.O.W. strip of the Knollwood Planned Unit Development
The approved Landscape Plans of record propose Shade Trees, Sabal Palms, and a continuous
hedge along the western buffer. However, due to the request of adjacent Sunset Cay residents,
a continuous solid screen of Areca Palms has been provided at 12'-14' OA, spaced 6' O.C.
These Arecas meet staff's recommendation, under condition of approval #43, that larger trees be
provided along the rear buffer of Lots 43 - 60.
It should also be noted, that the previous approved Landscape Plan of record propose 143, 6'-8'
OA Areca Palms, spaced 4'-5' O.C. along southwest buffer. The landscape contractor has
installed 100 larger Areca Palms, 12'-14' OA, spaced 6' O.C.
A site visit was conducted on December, 1ih 2006 to verify the quantity and condition of the
Areca Palms. It is our opinion that the landscaping has been Elone in a first class manner and
provides the desired buffer screen for the adjoining properties.
To compensate for the added cost of this revision, the City of Boynton Beach has agreed to allow
DR Horton Homes to remove the smaller shade trees from the rear yards of the typical units that
reside along lots 31-60, adjacent to the Areca Palm Buffer. The typical unit plans have been
amended to note that the units that reside along the west and south property line, adjacent to the
Areca Palm buffer, will only provide the larger 16' native shade tree. These 16' shade trees, along
with the continuous Areca screen, meet staff's condition of approval #43, requiring larger, more
mature trees behind all two story models.
The landscape contractor has also made a few field changes to the landscape along Lawrence
Road and entry way into the Knollwood PUD, as well as making a shrub substitution along the
perimeter buffers. First, all Tibouchina Trees have been switched out for either a Jatropha Tree or
Bougainvillea Standard. It is their experience that the Tibouchina Trees are not thriving on other
project sites within Boynton Beach and would inevitably need to be replaced if planted, as
proposed, for the Knollwood PUD. The Jatropha Trees and Bougainvillea Standards still adhere

to the City's desire to have signature trees along the project's entry way and will perform better in
the long run. Second, all lIex Nellie Stevens, along Lawrence Road, have been replaced with
larger 8'-10' O.A. Dahoon Hollies. Third, the single trunks Royal Palms, within the entry median to
the Knollwood PUD, have been installed as double trunk Royal Palms. Forth, four Royal palms, in
front of the wall, along Lawrence Road have been replaced with Four Christmas Palms. Finally,
the Jamaican Caper, proposed along the perimeter buffers, will be substituted with Simpson
Stopper (also native).
Additionally, two notes have been added to the plans. First, the irrigation note along the R.O.W.
strip has been revised. The landscape contractor has agreed, through conversations with
yourself, to provide irrigation for the portion on the R.O.W. containing relocated landscape
material (+/- 30'). The remainder of the buffer will be left in its natural state, as the existing plant
material is thriving in this condition. Second, a note has been added to the south eastern buffer
area, explaining the previous design to provide smaller trees along the portion of the southern
buffer that closely abuts overhead utility lines, (at DR Horton's request).
All revisions have been clouded on the attached plans.
We respectfully request that the City accept these proposed design changes. Should you have

The purpose of this memorandum is to summarize the results of our meeting on Friday June 24,
2005 related to access for the above referenced project. The results of our discussions are
outlined below.

Dear Mr. Hudson:
The School District Planning Department has reviewed the proposed land use amendment for 8.50-acre
site generally located between Lawrence Road and Military Trail, approximately 700 feet south of the
LWDD L-20 Canal. The proposed land use change is from the Palm Beach County designation of
Medium Residential 5 (MR-5) to the Boynton Beach designation of Low Density Residential (LOR - 4.84
du/ae). The proposed development for the site is 25 zero lot line single-family dwellings.
The proposed development is located in Concurrency Service Area (CSA) 17 and SAC 246B. Based on
School District's adopted student multipliers for a dwelling unit, the proposed development of 25 units
may generate approximately 4 elementary school students, 2 middle school students and 2 high school
students. The schools currently serving the area are as follows:

is not required as a part of the Land Use Amendment process, but will be required in conjunction with the
rezoning/site plan applications.

The following comments are based upon visual inspection only.
3/17/05, I visited the Knollwood Groves jobsite to visually
inspect the existing onsite native trees and palms.
~he majority of the native trees and palms are located in the
center of the property. Large Live Oaks dominate this area.
Sabal Palms are also prevalent, with 28'-40' clear trunk being
the average size. The Sabal Palms are in good condition with 80%
of them being excellent candidates for transplanting. The
remaining 20% of the Sabal Palms have been shaded out or storm
damaged.
On
The maj or;i, ty of the Live Oaks (75%) have been competing for light
and have grown in large arching trunks and canopies; some with
extreme bark inclusions in co-dominant crotches that make limb
tear out imminent. These Oaks would not make good candidates for
remaining in place, or transplanting. The other 25% of the
existing,L~ve ?aks have better structure and can be considered
for remaln~~g ~n place or transplanting. If transplanting the
large Oaks 15 determined feasible, there should be at] t 120

We propose to supply the necessary Tree Movers' equipment and labor to
transplant the following trees on site, one time. Transplanting procedures,
prices and notes are as follows:
~SPLANTING PROC!:DORES:
Following are guidelines and specifications we use in transplanting large
canopy trees:
1. Select a healthy tree.
2. Selectively trim the canopy removing dead limbs, croSS branching over
crowned areas and lower undesirable limbs. Fertilize and water trees
befor.e root pruning.
3. Root prune 50% of the root system approximately 18" - 3' deep. This will
be done by hand with sharp hand tools or a root pr~lning saw. This will
all depend on sub-soil conditions. Trees should be! root pruned
approximately 8 - 12 inches per one inch of caliper. For trees over 20"
caliper, this ratio wj.ll decrease.
4. Backfill with existing soil and peat moss mixed t09sther.
5. Water in thoroughly and treat with a mycorrhizae and a low nit~ogen
fertilizer. Brace trees if deemed necessary, by Tree Movers.
6. Set up mist system. Tree should be watered 3-5 tim.es per week depending
on ground percolation and rain fall. TMI will be monitoring the water
weekly.
7. After 45 - 60 days, repeat steps 3, 4, 5 and 6.
8. After a minimum of 90-120 days, depending on species and new root
generation, the trees can be transplanted to new location, watered in,
braced, fertilized and above ground mist system set up.

TRANSPLANTING PROCEDURES CONTINUED:
9. Method of transplanting:
A. 90" Tree spade.
B. 988 Loader with tree boom.
C. 988 Loader with 12 x 10' bucket.
D. Cat D-9 with tree boom.
E. For large trees: Put a steel plate beneath tree and slide it if
adequate room for bulldozers.
10. Excavate around tree carefully as not to disturb new root growth.
11. Place burlap or plastic around root system to prevent dehydration.
12. Transport tree to its new location, carrying it vertically. Placing trees
on traj.lers is not recommended. The tree is out of the ground for longer
periods of time, and the trees could get damaged trying to lay them on
trailers.
13. Place tree in its final position. Back fill with existing soil and peat,
water, fertilize with low nitrogen fertilizer, brace, and set up above
ground mist. Owner to maintain for two to four years. Adequate
mechanical water with timer must be supplied by owner to insure tree's
survival.
14. Future maintenance to be performed by general contractor, owner or tree
moving contractor if requested at an additional charge.

NOTES:
1. Tree Movers, Inc. will call Sunshine State One-Call Center for public
utility locations. A minimum scheduling time of 72 hours is required for
this service. The owner is responsible for locating sewer/septic and
other privately owned underground lines if al~plicable.
2. TMI will set up a temporary above ground irri.lg'ation system. Owner to
supply City water connection with a 1-~ to 2 inch meter, or pumps with
timer, to site within 100 feet of trees being transplanted. If additional
pipe is needed, it will be charged as follows: 1 inch poly pipe at $25.00
per 100 feet including mist heads, fittings and clampsr and 2 inch PVC at
$2.00 per foot. A 3/4" battery operated timer will be $150 installed. A
2" battery operated timer will be $295 installed. Prices include
installation above ground only.
If gas pumps or water truck is to be used to water trees, a daily rate
will be charged for labor, plus a daily rental rat\~ for equipment.
3. Maintenance of trees and repair of irrigation pipe and timer will be the
owners responsibility. If Tree Movers is called in for repairs, there
will be a service charge of $45 per hour, plus the cost of supplies.
4. TMI workmanship is guaranteed, however, the trees are not guaranteed.
5. Trees are not guaranteed against tropical storm winds above 40 miles per
hour, salt, cold temperatures, lethal yellowing, etc.
6. Future maintenance not included.
7. TMI will not be responsible for damages to walkways, dri'veways, curbs or
sod should we be required to cross any.

dig, there will be an additional charge for other equipment to perform the work. Tree trimmings will be left where they are dropped.
Removal will be at an additional charge. Transplanted trees are not guaranteed. Tree Movers, Inc. will not be responsible for
damages to walkways, driveways, curbs or sod should we be required to cross any. Tree Movers. Inc. will set up temporary
irrigation at additional cost if requested. Trees to be transplanted should be tagged by landscape architect and/or Owner. so that
Tree Movers is sure to transplant the correct trees. New tree locations should be laid out by the landscape architect and/or Owner
so that Tree Movers is sure the trees are put in the correct locations. Payment due upon terms specified. If proceedings are
commenoed by Tree Mevers, Inc,. customer agrees to pay reasonable attorney's fee, court oosts, and all unpaid balances shall
accrue interest at the highest rate permitted by law.

Based on our review, the Traffic Division has determined that the proposed residential
development meets the Traffic Performance Standards of Palm Beach County, upon
provision of an exclusive NBL lane along Lawrence Road onto the project main access
driveway. No building permits are to be issued by the City, after the build-out date,
specified above. The County traffic concurrency approval is subject to the Project
Aggregation Rules set forth in the Traffic Performance Standards Ordinance.

Dear Mr. Rumpf,
Please be advised that N.H.O.A. would like to reduce the existing agricultural
twenty - five ( 2S ) foot easement around the perimeter of our development to ten ( 10 )
feet. The existing easement, as previously approved by the city, is unrealistic as it only
allows five ( 5 ) feet from the back of the affected homes to the beginning of this easement.
This prohibits any construction of a screened in patio or any other auxiliary use of the
property. The easement in question is " not" a utility easement, but one imposed by the
City at the time of Nautica's initial approval. The N.H.O.A. feels strongly that this
should be reviewed as a minor site plan modification.
This is an unnecessary hardship as the twenty - five ( 2S ) foot easement can easily
be reduced to ten ( 10) feet and still maintain the intent of maintaining the buffer from the
surrounding properties. There is currently an additional ten ( 10) foot utility easement
behind this twenty - five (2S) foot easement on the northerly portion of Nautica. With the
ever- increasing development in the county to the west and north ofthe development, this
reduction would we believe accommodates the City~s desire to keep the buffer and meet the
needs of its needs of our residents.

10. A condition of the original master plan approval was
that prior to applying for preliminary plat approval, a
master plan modification would be required to establish
lot layout and setbacks. Therefore, this modification
establishes lot layout and the following, more
significant, minimum setbacks:
Building Setback - both type of units
a) front - 20 feet to the garage, but 15 feet to
the housei
b) rear - 15 feet for units that back up to one
-another, but 10 feet for units that back up
to a lake, preserve, PUD perimeter or a
roadway;
c) side (non-zero portion) - 10 feet (13.5 feet
for corner lots);
Screened Enclosures - "ZII lot line units
d) rear - 0 feet when abutting a lake or
preserve;
e) side - 0 feet (? - could not ascertain from
plans), but 13.5 feet for corner lots;
Screened Enclosures - Zero lot line units
f) rear - 0 feet when abutting a lake or
preserve, 5 feet when units back up to one
another;
g) side - 10 feet, but 13.5 feet for corner
lots.
BACKGROUND
The Boynton Nurseries PUD master plan (valid for 18 months,
unless a preliminary plat is filed) was approved by the City
Commission on september 5, 1990, subject to numerous conditions.
Subsequently, a one year time extension and concurrency exemption
for traffic, drainage and neighborhood parks were granted through
March 5, 1993. A second one year time extension was granted and
lastly a third time extension. The current time extension and
concurrency exemption for the levels of service previously
mentioned, expires March 5, 1995. Submittal of a master plan
modification does not extend the life of a master plan.
Regarding the procedure for processing'master plan modifications,
Appendix B, planned Unit Development, of the city code of
ordinances states that changes in planned unit developments shall
be processed as follows:
