Final Development / Site Plan Application
Justification Statement
This application is a continuation of the Aspen Glen project recently approved for annexation into
the City, land use of LOR (4.84 u/a) and PUD zoning. A Master Plan was submitted with the rezoning
application proposing 45 single family zero lot line home sites. This application is consistent with the
Master Plan and requests review and approval of a Final Development Plan for the PUD project.
The following narrative and the attached plans address the information required by section 11 of
Chapter 2.5 of the code.
A. Building locations and Architectural Definitions - As indicated above, the proposed
development is 45 single family zero lot line home sites. Although the code exempts
singe family developments from showing building locations, the Site Plan shows a
typical lot detail with the proposed minimum development regulations. These
regulations are as follows:

B. Master Landscape - Landscape plans and details are provided to show proposed
landscaping of common areas. It should be noted that water tolerant trees have
been proposed within the dry detention areas at the suggestion of City Staff to
help beautify the project entrance. The plans also show existing vegetation. All
common areas will be platted as separate tracts and will be maintained by the
HOA.
C. Fence, Wall and Planting Screen - An existing 6 foot block wall is on the north
property line.
D. Tabulations - Area tabulations are provided on the Site Plan. A specific common
recreation area is not proposed. Each lot will have the opportunity for a pool and
patio in their rear yard.
This application is consistent with the PUD Master Plan and provides the information required for

Final Development / Site Plan Application
Justification Statement
This application is a continuation of the Aspen Glen project recently approved for annexation into
the City, land use of MDR (4.84 u/a) and PUD zoning. A Master Plan was submitted with the rezoning
application proposing 45 single family zero lot line home sites. This application is consistent with the
Master Plan and requests review and approval of a Final Development Plan for the PUD project.
The following narrative and the attached plans address the information required by section 11 of
Chapter 25 of the code.
A. Building locations and Architectural Definitions - As indicated above, the proposed
development is 45 single family zero lot line home sites. Although the code exempts
singe family developments from showing building locations, the Site Plan shows a
typical lot detail with the proposed minimum development regulations. There
regulations are as follows:

B. Master Landscape - Landscape plans and details are provided to show proposed
landscaping of common areas. It should be noted that water tolerant trees have
been proposed within the dry detention areas at the suggestion of City Staff to
help beautify the project entrance. The plans also show existing vegetation.
C. Fence, Well and Planting Screen - See response above.
D. Tabulations - Area tabulations are provided on the Site Plan. A specific common
recreation area is not proposed. Each lot will have the opportunity for a pool and
patio in their rear yard.
This application is consistent with the PUD Master Plan and provides the information required for

Application and Service Provider Form for Aspen Glen. This Concurrency Determination is
valid for one (1) year from the date of issuance. Once a Development Order has been issued
for the project, the concurrency determination will be valid for the life of the Development
Order.

Traffic Performance Standards Ordinance.
