Cohen After meeting on site Wednesday December 3, 2003, I placed a call to the City of Boynton Beach and spoke to the City Forester, Kevin Hallahan, in order to get more detailed information regarding the code and/or requirements for landscaping. It was important to note some of the issues we will need to react to that we were unaware of prior to our conversation. Some of the following information you may, or may not, already be aware of Either way, we will need your assistance in coordinating some of the information to smoothly expedite OUR complete submittal plan sets. Because the new adjacent site is to be developed and submitted along with the existing site, we must first be sure that the existing site is currently landscaped according to the APPROVED LANDSCAPE PLAN. With this in mind, we are calling on you to help provide our Office with these approved plans, Anything missing or non-code compliant must be brought up to the equivalent or greater than the approved plan. Secondly, we discussed removing existing trees/palms from the existing developed site. Therefore, any trees/palms to be removed MUST be mitigated on site. There is no tree bank or nursery. Essentially what this means is, ifwe remove a tree that is 18" caliper, we must replace it with the equivalent of 18" or greater on site. The tree species must also have an equivalent height/canopy spread at maturity. If we remove a palm that is 35' clear trunk:, we must replace it with a 35' clear trunk palm with an equivalent caliper on site. The existing Ficus trees to be removed are fulfilling a buffer requirement at this time, If and when these trees are to be removed, we must not only replace them with equivalent height and caliper, but the replacement trees must be provided as the NEW buffer, not just anywhere on the site. The only buffer provided is in the vicinity of the existing overhead power lines. On the plans first submitted, the only landscape area provided is directly beneath the power lines in the 10' perimeter space. This is why we used the FPL approved Silver Buttonwoods. The Buttonwoods are not considered an appropriate buffer planting for this site because they do not reach a mature height and spread as the previously approved Ficus trees. In order to achieve an approved buffer requirement, more landscape area will be necessary so that we can plant further away from the power lines. Mr. Hallahan had mentioned that the 10' FPL easement is within a 40' landscape buffer easement which we can and will ultimately utilize for the required buffer. This, he said, should be located on the plat. Since this was not showing on the plan provided to us originally, we may find it helpful to research into. Another issue discussed was related to the landscape around the entry feature sign to the Industrial Park that sits on this site. The Forester mentioned that any alterations to the landscape or the sign itself must fIrst be reviewed and approved by the Industrial Park Committee. The idea seemed to go over well with him. We simply want to keep you informed on this issue if this was not already known. As a general note, we have noticed that the landscape area(s) provided immediately adjacent to the building pad is minimal and very diffIcult to plant anything other than shrubs, ground covers and thin, vertical palms. This may seem appropriate to us now but ifwe are to successfully satisfy the wants and needs of the City and the adjacent residents, larger plantings may help achieve this goal. Larger plantings obviously need more planting area. Finally, we will most defInitely need to show landscape calculations on the plans which will include both sites mentioned above. We look forward to receiving these calculations from your Office. We suggest providing the overall (gross) area, the green (landscape) area, the Vehicular Use (paved, VUA) area, and the building (footprint) areas. As you may well be aware, most municipalities require these calculations to be provided on both our plans and yours in one form or another. Overall, the City Forester seemed to be quite helpful in providing the information needed to achieve the sign-off for an approved set of plans. Mr, Hallahan was rather clear in stating the relationships between the site plan and the landscape plan in our brief conversation.
