" November 17,2005 Date: Re: Yachtman's Cove Boynton Beach, Florida Kim1ey-Horn and Associates, Inc. has completed a traffic equivalency evaluation for the above-mentioned property. The property is located east of U.S. I with portions ofthe property north ofNE 15th Place and portions of the property south ofNE 15th Place in Boynton Beach, Florida. Trip Generation The existing development on the property consists of 15,250 square feet of commercial use to the north ofNE 15th Place and 16,772 square feet of commercial use to the south ofNE 15th Place. These square footages were obtained from the Palm Beach County Tax Appraiser's property map. Palm Beach County publishes trip generation rates for traffic concurrency evaluation. Based on these rates, the existing development generates 1,812 new daily trips, 18 new A.M. peak hour trips and 164 new P.M. peak hour trips. The property is proposed to be redeveloped into 61 townhomes. The proposed development plan generates 427 new daily trips, 35 new A.M. peak hour trips and 40 new P.M. peak hour trips. The proposed development plan generates 1,385 fewer daily trips and 124 fewer P.M. peak hour trips than the existing development on the site. The daily and P.M. peak hour will have a reduced traffic impact (see attached table). For example, the proposed use for the site generates only 25 percent of the traffic on a daily basis as is generated by the existing use on the site. Although there is a slight trip increase (17 trips) in the A.M. peak hour, the increase is below the significance threshold for Palm Beach County's concurrency link evaluation. . Mr. Koby Cohen, November 17,2005, Page 2 Realignment ofNE 15th Place The redevelopment plan also calls for the realignment of the intersection of U.S. I and NE 15th Place. Currently the centerline of eastern portion ofNE 15th Place is offset 110 feet to the south of the centerline of the median opening for the western portion ofNE 15th Place. The eastern portion ofNE 15th Place will be realigned to the north within the site to align with the western portion ofNE 15th Place. The realignment of the eastern portion of NE 15th Place will consolidate the turning movements at the intersection between NE 15th Place and U.S. 1, and provide better access management for the U.S. 1 corridor. The realignment of NE 15th Place will allow southbound left-turns to be made from U.S. 1 onto NE 15th Place and will also allow east-west traffic to proceed through the intersection. The realignment also may make the future signalization of the intersection possible, which may be desirable since the nearest crossings of the Florida East Coast Rail Corridor, providing continuity to the west, are approximately 2,100 feet to the south and 2,900 feet to the north. Potential signalization of the intersection will also be consistent with signal spacing access management criteria for the u.s. 1 corridor since the nearest signalized intersections are 4,500 feet to the south and 2,900 feet to the north. Conclusion In summary, the proposed development plan will result in a reduced traffic impact in comparison to the existing use on the site and the realignment of the eastern portion ofNE 15th Place at U.S. 1 is a desirable improvement. Proposed fences and walls, including location, dimensions, setbacks, height and material. 4. Proposed location of lighting on site. 5. Proposed dumpster location. C. Landscape plan: 1.
