administrative review and approval of the modifications proposed to
the above-referenced approved site plan, depicting the following:
· "Interim" modifications to the site including a privacy

Please be informed that the proposed changes on the revised

The City of Boynton Beach staff has reviewed the revisions to your plans for the above-mentioned
project. The following comments are being forwarded to you for your review and response:
1. Provide an overlay, of proposed interim changes, to the original approved plan.
The originally approved Phase 2 and Phase 3 buildings should remain on the plans visible
beneath the overlay;
2. Indicate on the plans that the changes are "interim"; and
3. Please note that changes or revisions to these plans may generate additional comments.
Acceptance of these plans during the modification process does not ensure that additional
comments may not be generated at permit review.
Please submit revised plans reflecting the changes discussed above to continue the review of your

Attached please find four (4) sets of revised landscape and hardscape drawings for the
Watershed at Quantum Park, minor site plan modifications. These drawings are being
submitted as a Response to Comments on the initial review of this modification, which was
prepared by Mr. Michael Rumpf, Director of Planning and Zoning. A copy of these comments is
attached for your reference.
Please note that the drawings (both landscape and hardscape) include an overlay of the
originally approved phase 2 and 3 buildings as requested in comment #1. In addition, the
drawings have been more accurately titled and now include the term "INTERIM", as requested
in comment #2.
At this time we are requesting a final review and approval of the site modifications. As
previously mentioned, we would prefer to begin construction on these site amenities as soon as

Dear Mr. Breese:
Please accept this letter as an application for approval of minor site plan modifications on the
above referenced project. Also enclosed please find four (4) sets of drawings which indicate
the proposed improvements and amenities to the site. It is our intention to construct the
features proposed on these drawings in an effort to utilize the space in a positive and functional
manner until the Watershed facility finds the demand merits the construction of the phase 2 or
phase 3 buildings. Presently, this is estimated to be within 5 to 7 years.
Please be advised that the areas of construction for this request are contained within the
originally proposed phase 2 and 3 portions of the site. Phase 1 has been constructed per the
approved plans and shall not be impacted by this modification.
The primary features of this proposed modification include:
. A privacy courtyard area which includes a reflecting fountain, bench seating and
raised planters, all contained within a 4 foot high perimeter wall.
. A tiered, circular amphitheatre has been designed for the facility to accommodate
large groups for lectures, meetings and presentations. The amphitheatre shall be
constructed of concrete block retaining walls and include seat caps, lighting, steps
and handrails. Please note that space is provided on the lower level to
accommodate wheelchairs and other ADA accessibility requirements.
. A paved meandering pathway allows access to both the courtyard and amphitheatre,
and also provides a pleasant walk through a lush garden setting. Lighting along the
entire pathway is provided for evening use.
. On the east side a circular exercise / jogging trail is proposed which includes several
fitness stations.
. All areas have extensive landscaping which provides shade, visual and sensory
interest and separation between different site features or functions.
The enclosed drawings include site grading, drainage, hardscape plans, details and
specifications, landscape plans, details and specifications, structural details, lighting and water
requirements.

heavy landscaping together with canal right-of-way will provide a significant
buffer between the residential development to the south and the proposed
rehabilitation hospital. No fencing is proposed in this area.
A six (6) foot chain link fence exists along the east property line which
separates the proposed hospital from the Canada Dry distribution facility.
Pongam trees are proposed for this 15 foot green area along the east property
line of the project.
The interior and terminal landscaped islands in the parking areas will be
planted with Live Oak trees. The dumpster enclosure located in the southwest
portion of the site will be landscaped on all three (3) sides with a Youpon
hedge. Each of the proposed buildings will have extensive foundation
plantings as well as the interior of the site along the eight (8) foot walkways.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings.
Community Design: The project will be constructed in three (3) phases using a campus type site
layout. The first phase includes a four-story main building which will contain
offices, meeting rooms, kitchen, dining room and 120 patient rooms. Phase
One also includes: a one story, 174 seat auditorium; pavilion; one story fitness
room/cabana and a pool. Both phases Two and Three will include one, three-
story building. These buildings are identical in size. Each will house 106
additional patient rooms.
The buildings have a Mediterranean design with a textured stucco finish and
tile roofs. The roofs will have a two-tone look using Monier Terracotta Antique
and Goldenrod tiles. The maximum building height is 45 feet for the four story
main building. However, the decorative towers on this building extend past the
maximum PID district height limitation and will require a Height Exception (see
Conditions of Approval).
The building facades will be painted using three base colors in the yellow/gold
palette (Colorwheel Desert Vista, Sahara Gold and Soft Gold). The accent
color is Colorwheel Honeywind. All facades are accented with score lines,
banding and decorative window and door casings. The main building will have
a port cochere at the entrance.
The project design is compatible with the high development standards
associated with the Quantum Park PID. The Quantum Architectural Review
Committee must issue an approval letter for the project (See Conditions of
Approval).
Signage:
The applicant is proposing one (1) monument sign to be located at the
northwest corner of the site. The monument sign dimensions and style will
conform to the sign program for the Quantum Park P.I.D. Staff recommends
that the sign detail include the property address at the top of the sign.
