Proposed site development on the currently unimproved parcel consists of a 10,000 S.F. dance studio with a project build-out of 2008. Site access is proposed via a full access driveway connection to Knuth Road. For additional information concerning site location and layout, please refer to the site plan prepared by Miller Land Planning Consultants. PURPOSE OF STUDY This study will analyze the proposed development's impact on the surrounding thoroughfares within the project's radius of development influence in accordance with the Palm Beach County Land Development Code Article 12 Traffic Performance Standards. The Traffic Performance Standards require that a proposed development meet two "tests" with regard to traffic. Test 1, or the Link/Build-Out Test, requires that no site specific development order be issued which would, during the build-out period of the project, add project traffic at any point on any major thoroughfare link within the project's radius of development influence if the total traffic on the link would result in an average annual daily traffic or peak hour traffic volume that exceeds the adopted threshold level of service during the build-out period of the project. Test 2, or the Model Test, requires that no site specific development order be issued which would add project traffic to any link within the project's model radius of development influence if the total model traffic on that link would result in an average annual daily traffic volumes, as determined by the mode, that exceeds the adopted level of service. For the purposes of this analysis, the construction contemplated in the Modified 2025 Plan shall be used. TRAFFIC GENERATION The daily traffic to be generated by the proposed development has been calculated in accordance with the traffic rates provided in Table 10.8-1 Fair Share Road Impact Fee Schedule. The net external A.M. peak hour and P.M. peak hour traffic volumes to be generated by the proposed development have been calculated in accordance with the peak hour traffic generation rates provided by the ITE Trip Generation Manual, 7th Edition. Tables 1, 2 and 3 show the daily, A.M. peak hour, and P.M. peak hour traffic generation for the proposed development, respectively. Based on a proposed plan of development consisting of a 10,000 S.F. dance studio (Athletic Club-ITE Code #493), the traffic generation for the proposed development may be summarized as follows: Daily Traffic Generation A.M. Peak Hour Traffic Generation 493 tpd 3 1 tpd 58 tpd RADIUS OF DEVELOPMENT INFLUENCE = Based on Table 3A of the Palm Beach County Traffic Performance Standards, for a net trip generation of 58 peak hour trips, the radius of development influence shall be one mile for Test 1. Based on Table 3B of the Palm Beach County Traffic Performance Standards, for a net trip generation of 493 daily trips, the radius of development influence shall be the directly accessed link only for Test 2. Based on the Turning Movement Worksheet attached with this report and the Palm Beach County Engineering guideline used in determining the need for turn lanes of 75 right turns or 30 left turns in the peak hour, no turn lanes appear warranted. CONCLUSION The proposed development has been estimated to generate 430 new daily trips, 31 A.M. peak hour trips, and 58 P.M. peak hour trips at project build-out in 2008. Boynton Beach Boulevard Boynton Beach, FL 33425-0310 RE: Southern Dance Studio Dear Mike, We are pleased to submit this application for approval of annexation, land use change, rezoning and site plan for a .98:t acre property located on the east side of Knuth Road approximately 600 feet south of Old Boynton Beach Boulevard. The property is currently under the jurisdiction of Palm Beach County, however surrounded by property and development that is within the City limits of Boynton Beach. The property has been a single family residence bounded by the Walmart Supercenter to the east and south and the Storall Self Service Storage facility to the north. The property on the west side of Knuth Road consists of a single family residence along with a congregate living facility and day care center. This portion of Knuth Road serves as a minor collector roadway between Boynton Beach Boulevard to the south and Old Boynton Beach Boulevard to the north and provides the only means of access to this property. Currently this property has a County land use designation of Commercial High with an underlying residential density of 8 units per acre (CH/8). It has a County zoning district of Agricultural Residential (AR) which is inconsistent with the land use designation. The City land use and zoning has been applied to surrounding properties including C-3 zoning for the Walmart Supercenter to the east and south and C-1 zoning for the Storall Self Service Storage to the north. This is a difficult property to plan. Given the County's CH/8 land use and the surrounding commercial uses, it could be considered for higher intensive retail type uses. However, when you consider its visibility and access only being from Knuth Road, it seems to be more suitable for destination type of uses such as professional and medical offices. The applicant and now owner of this property owns and operates a very successful dance studio within the City of Boynton Beach. They have purchased this property to develop a larger facility that will better serve their dance students. The proposed development for this site is a one-story 12,000 square foot building to be used for the dance studio and professional and medical offices. The building will be constructed in two phases consisting of 8,000 square feet for the dance studio in the first phase and the remaining 4,000 square feet in the second phase that will either be an expansion to the dance studio or professional and medical offices. To support the uses, all infrastructure, including the parking, utilities, drainage and landscaping will be constructed with the first phase of development. The 52 parking spaces to be provided are sufficient to comply with the City Code requirements of 1 space for every 300 square feet. Page 2 the City's OC-Office land use designation be applied to the property and that it be rezoned to the C-3 zoning district. Given the uses proposed for development, the only reason the C-3 zoning is needed is to allow for the square footage of the dance studio to exceed 5,000 square feet. Through discussions and meeting with Planning and Zoning Department staff, it was determined that the dance studio would be considered an "art or recreational instruction use". This use is not permitted in the C-l zoning district and is limited to 5,000 square feet in the C-2 zoning district. The C-3 zoning district permits this use without a specific limitation of floor area. The C-3 zoning will be consistent with the property to the east, however, so that more intensive uses cannot be developed on this property in the future, the applicant is voluntarily agreeing to record deed restrictions against the property that will limit the use of the property to art or recreational instruction or uses permitted or conditionally allowed in the C-l zoning district. In addition to the applications for annexation, land use change and zoning, the attached site plan package provides the proposed layout, preliminary engineering detail, landscaping and architectural elevations and floor plans for you to review and provide comments. We will also provide a traffic study that has been prepared for review by Palm Beach County to confirm adequacy of traffic capacity for concurrency.
