Intersections on both sides of the first project accessed links must be analyzed
when project impact constitutes 1 % or more of the LOS D capacity of the link.
The original analysis included an evaluation of the intersections of
Boynton Beach Boulevard & NW 81h Street on the western side of the first
directly accessed roadway link, and Boynton Beach Boulevard & the 1-95
interchange on the eastern side of the first directly accessed roadway link.
However, the intersection of Industrial Drive & Boynton Beach
Boulevard is the first major signalized intersection to the east. Therefore,
the analysis has been revised to evaluate this intersection instead of the 1-
95 interchange. The analysis indicated that this intersection will operate
below the critical sum threshold of 1,400 vehicles per hour upon buildout
ofthe proposed project. The critical sum analysis worksheet is included in
the revised Traffic Impact Analysis report.

Drainage Statement

Ocean 95 Exchange is a proposed 6.77 acre Light Industrial office/warehouse
project. The site is located along the west right of way of 1-95. The west boundary of
the site is the FEe rail road right of way and the north boundary is West Ocean
Avenue. The majority of the site was previously developed as a train terminal
facility. The proposed project will include demolition of the existing facilities and
construction of three office/warehouse buildings and associated parking and access.
The drainage system will include a network of structures and piping to collect
surface water runoff and an exfiltration system for storage and attenuation. The
exfiltration system will be sized to provide water quality and additional storage
sufficient to limit discharge from the site to less than or equal to the existing pre-
development conditions.

As authorized, Kimley-Hom and Associates, Inc. has undertaken an evaluation of traffic
conditions on local roadways in the vicinity of the proposed Ocean 95 Exchange Park.
The local roadways that were specifically evaluated as a part of this analysis were
NW/SW 7'h Street, NW/SW 8th Street, West Ocean Avenue and West Ocean Drive.
Based upon the information you provided, the overall site is projected to include 103,885
square feet of warehouse use and 29,462 square feet of office uses. The site is located
between the CSX railroad tracks and 1-95 south of Boynton Beach Boulevard as
illustrated in Figure I. A summary of the data collected and analysis and review
performed is included below.
Trip Generation, Distribution and Assignment
The proposed site is expected to generate of935 total external daily trips, of which 120
would be generated during the a.m. peak hour and 130 would be generated during the
p.m. peak hour. To perform this calculation, rates and equations published by Palm
Beach County and by the Institute of Transportation Engineers (ITE) were used. The
calculation of the trip generation potential is attached as Table I. When taking the
existing operations on site into account, the change in trip generation potential compared
to current development on site is 841 total daily external trips, 115 a.m. peak hour
external trips and 112 p.m. peak hour external trips.
The overall distribution of trips was based upon the location, intensity and proximity of
other land uses in the vicinity of the site. Based upon this distribution, trips were
assigned to the surrounding roadway system based upon the characteristics of the
roadway network.
Additionally, on a local basis, truck trips to and from the site were specifically assigned
to the existing designated truck route serving the site. This truck route includes the
segment of NW 7'h Street from Boynton Beach Boulevard to NW I" A venue, the
segment ofNW 1" Avenue from NW 7'h Street to NW 6th Street, the segment ofNW 6th
Street from NW I" Street to Ocean Avenue, and Ocean Avenue east ofNW 6th Street.
One sign is currently located at the intersection ofNW I" A venue and NW 71h Strect
facing north. This sib'll is illustrated in Exhibit I. The existing truck route is shown in
Figure I.

Existing Truck Route designation sign on NW 7
Currently, there are trucks traveling to and from the American Legion site located at NW
6th Street and NW I" Avenue. Additionally, there have historically been large
(Wheelbase 40 and similar) trucks traveling to and from the existing industrial uses on
the site. The proposed redevelopment of the site into light industrial and office uses is
expected to result in uses that are primarily served by smaller single unit box trucks for
pickups and deliveries. Therefore, the typical type of trucks visiting this site are expected
to be smaller than the typical type of trucks currently traveling to and from the existing
uses on site.
To determine the percentage of site traffic that is represented by truck traffic, information
published by the Institute of Transportation Engineers (ITE) in Trip Ge1lera/io1l, 1h
Editio1l, was reviewed. No data were published for Land Use 110 (Light Industrial);
however, Land Use 130 (Industrial Park) stated that truck traffic ranged from 1% to 22%
at the sites that were studied. The average rate for all sites was approximately 8 percent.
Therefore, for planning purposes, it was assumed that 8% of the traffic to and from the
site is truck traffic and this was assigned to the designated truck route. Assuming the
percentage of box trucks to and from the office use is 2%, the resulting volume of truck
traffic expected is 9 trucks during the a.m. peak hour and 7 trucks during the p.m. peak
hour. The remaining non-truck traffic was assigned to some of the streets serving the
site, including NW I" Street, Ocean A venue and Ocean Drive.

Data Collection
Roadway volumes were counted on five roadway segments, as listed below:
SW 8th Street between Boynton Beach Blvd. and W. Ocean Ave.
SW 7th Street between Boynton Beach Blvd. and W. Ocean Ave.
West Ocean Ave between SW 71h Street and SW 6th Street
Ocean Drive between SW 7'h Street and SW 6th Street
SW 8th Street south of Ocean Dr.! SW 2nd Ave.
These counts were performed over three days from Tuesday, January 17,2006 to
Thursday, January 19, 2006. The volumes from all three days were averaged to
determine an Average Daily Traffic Volume (ADT). The counts were conducted during
peak season conditions and no further adjustments were made to the data; therefore, these
volumes are expected to reflect typical peak season conditions. In addition, turning
movement volumes were collected at the intersections of S. W. 8th Street & Ocean Drive,
S.W. 7th Street & Boynton Beach Boulevard and S.W. 8th Street & Boynton Beach
Boulevard. These counts were conducted during the a.m. peak period (7:00 to 9:00 a.m.)
and p.m. peak period (4:00 p.m. to 6:00 p.m.) on a typical weekday during the peak
season .
Data Analysis
In addition to summarizing the ADT of the roadway segments that were evaluated in this
analysis, trips expected to be generated by this project were assigned to each segment.
As demonstrated in this summary, which is shown in Table 2, the total future traffic
volumes are all expected to be below the capacity of these roadway segments. The
capacity of the roadway segments was based upon general guidelines published for local
streets. A copy of those general guidelines is attached to this letter. Therefore, from a
capacity standpoint, the roadways can accommodate the traffic expected to be generated
by this site.
Additionally, intersection analyses were performed and are summarized in Table 3. As
shown in this summary, the overall level of service at all of the intersections is expected
to be Level of Service D or better. At the intersection of Boynton Beach Boulevard &
S.W. 8th Street, there are individual movements that are operating at an undesirable level
of service. 11 is possible that this may be improved through changes to signal phasing
and/or timing. Again, however, the overall intersection is operating at an acceptable level
of service.
Truck Roule Designation
As noted previously, the existing truck route designation is shown on Figure 1. This
truck route designation requires that all trucks access the site via Boynton Beach
Boulevard and travel the shortest distance possible on local roads prior to reaching the
site. There are other existing restrictions in place that prohibit other routes from being
taken to travel to and from the site. One restriction is the prohibition of truck traffic on
NW 8th Street north of Morton Way. This prevents trucks from traveling to and from the
site from the south via Woolbright Road and therefore currently requires truck traffic to
access the site via Boynton Beach Boulevard. A photograph of a restrictive sign on NW
8th Street is shown in Exhibit 2.

Additionally, prohibition signs are also placed along NW 8th Street at a couple of the
streets that enter the Lake Boynton Estates neighborhood on the east side ofNW 8th
Street. This currently restricts trucks from using NW 8th Street to access the site from
Boynton Beach Boulevard. Exhibit 3 illustrates one of the prohibitions along NW 8'h
Street. These prohibitions direct truck traffic toward 7th Street in order to travel on the
shortest route possible on local streets.

There are some existing residential units located along the current truck route. A couple
of other options for truck routing to and from the site were reviewed in order to determine
whether or not changes could be made to the current truck route to impact fewer or no
residential units. Based upon a review of the local streets within the Lake Boynton
Estates neighborhood, the current truck route is adjacent to the smallest number of
residential units possible, because NW 7'h Street is the closest access point to and from
the Palm Beach County thoroughfare network and a portion of the north side of NW I"
Avenue is bounded by commercial (non-residential) properties. A secondary option
would include routing truck traffic to the site to and from the south via a new connection
across the CSX railroad tracks to NW 8th Street that would route traffic to and from
Woolbright Road instead of Boynton Beach Boulevard. There are a couple of obstacles
that are expected to prevent the implementation of an option such as this. First, as a
matter of policy, CSX typically does not approve new at-grade rail crossings because of
safety considerations. Even if the existing crossing at Ocean Avenue were to be closed in
order for this to serve as a relocation, there is no guarantee that CSX would be supportive
of the relocation. Second, a theoretical new/relocated crossing would occur on land not
owned by this developer and this developer would therefore not be able to apply for
permit approval from CSX. Third, even if a relocation of the existing crossing were to
occur, the current truck route designation on NW 1'1 A venue would still need to be
maintained in order to continue to serve the existing American Legion site on the west
side of the CSX tracks. Therefore, although the existing truck route does include a
portion of roadway adjacent to some residential units, it does not appear that there are
feasible alternatives truck routes that could be implemented at this time that would be
adjacent to fewer residential units.
As noted previously, this route is currently designated as the truck route and is used by
trucks today. The City of Boynton Beach did not have any recent existing pavement
design data available for this roadway to perform pavement design calculations.
However, it should be noted that the type of truck vehicles visiting the proposed site are
expected to primarily be smaller single-unit box trucks, which are smaller and lighter
than some of the trucks that currently visit the site. If desired, further investigation could
be conducted by taking pavement core samples. Based upon data published by lTE, the
average percentage of truck traffic to and from the proposed type ofland use is 8%. This
perccntage would depend on the specific type of tenant located in these buildings, but for
planning purposes it is expected to be approximately 8% of the traffic to and from the
industrial uses.
The existing truck route does require vehicles to maneuver around a traffic circle at the
intersection of Ocean Avenue/Ocean DriveINW/SW 6'" Street. Based upon a review of
turning paths, a single-unit box truck (wheelbase 30 feet) can maneuver around the traffic
circle and can also make a right turn from NW 1.1 A venue to NW 6'" Street without
impacting private property, although encroachment on the opposing lane of traffic occurs
when this maneuver is made. Larger trucks, such as those with a wheelbase of 40 feet,
would encroach on private property when turning right and when traveling around the
roundabout. It is not anticipated that this type of vehicle will access the site frequently.
Summary
Therefore, bascd upon the data collected, the local strccts and intersections can
accommodate the traffic generated by this projcct. One specific focus of the analysis was
the pcrccntage of truck traffic to and from the site, which, based upon data published by

the Institute of Transportation Engineers, is assumed to be 8% of the total light industrial
traffic and 2% of office traffic for planning purposes. This amounts to an expected
volume of9 trucks during the a.m. peak hour and 7 trucks in the p.m. peak hour.
Additionally, the location of the current truck route was reviewed in order to compare it
to other options for routing trucks to and from the site. It was determined that,
considering the existing roadway system that is in place, this route is adjacent to the
fewest residential units. The potential of the addition of a new roadway connection to
provide a new truck route was also considered; however, a new route does not appear
feasible at this time because it would require a new or relocated rail crossing across land
not owned by this applicant. Therefore, from a site access standpoint, the current truck
route appears to be the most viable option at this time. Should you have any questions

on this table in thc General Plan and stairs expcriencc with rcsidents complaining about quality
of lifc issucs along residcntial strccts. Thcsc pcak hour volume, avcrage daily'traffic volume and
vchicle spccd thrcsholds closcly match thc degrce of concern cxpresscd to staff regarding the
quality of life along rcsidential strccts and thc relativc necd for traffic calming under thcsc
conditions.
This Rcsidential Strcct Lcvel of Scrvicc standard also closely parallels Gcncral Plan Program 6.5
on pagc III-3, "Particular sensitivity should bc given to ncw devclopment on strccts which arc
projectcd to carry morc than 2,000 avcragc daily trips, and with cxisting houscs which front such
strects. "
Table 6 uscs thesc residential LOS standards to classify the Quality of Lifc LOS along 38 local
residcntial strccts based on reccnt traffic counts. An additional 37 residcntial strect havc bcen
listed as rcsidential collcctor streets. There is no clear linc as to wherc a strcct stops being a local
residcntial strcct and bcgins opcrating as a rcsidential collector strcct. Most residential strcets
"collect" some amount of traffic from adjacent blocks and ncarby streets. For the purposc of
monitoring Existing, Existing plus Approved, and Buildout impacts on rcsidcntial collector streets,
thc 2003 Bascline Rcport assumes that if a residential strect is experiencing LOS D traffic volumes
and specds, it is cither an LOS D local residential street or an LOS A residential collector street.
LOS E or worse residential streets have been classified as LOS B through F residential collector
streets based on the amount of traffic using each strcct. If a street shown in Table 6 as a collector
street should instead be designated as a local residential street, measures will have to be taken to
reduce existing traffic volume and/or speeds to mcct the LOS D standard for such streets.
