Therefore, our comments are as follows: 1. Prior to the Planning and Zoning Department signing off the plat documents for the project, an unconditional sign-off from the Engineering Division of the Development Department is required on the rectified master plan. Prior to plat approval three (3) sets of the amended master plan drawings submitted by the applicant to show compliance with conditions of approval from the September 10, 1996 Planning and Development Board meeting shall receive unconditional sign-off by all TRC members or their designated representative. 2. Considering that the infrastructure plans show the project's perimeter setbacks, add to the plans the 20 foot approved setback around the recreation site (Tract C), 3. Remove from sheet 2 of 3 of the plat document the 40 foot wide setback line shown around tract B and replace it with the following text added directly below the area of the tract: Open space - no buildings or structures allowed 4. Remove from sheet 2 of 3 of the plat document the 20 foot wide setback line shown around tract C. 5. Add to the infrastructure sheets 2 of 8, 3 of 8 and 4 of 8, tract B, as required by the conditions of approval from the September 10, 1996 Planning and Development Board meeting. 6. To ensure the proper setbacks are applied to the corner lots, identify with a labeled symbol on the plat the front of lot 1. 7. On sheets 2 of 8 and 4 of 8 of the infrastructure plans, either indicate the location of the proposed model homes and show no less than three (3) parking spaces for each model home or add a note to each sheet indicating that no model homes will be built. Also show the location of a handicapped parking space required for the temporary sales trailer. 8. On sheet 3 of 3 of the plat document, omit the ten (10) foot wide utility easement that conflicts and overlaps with the required ten (10) foot wide buffer easement located between lots 31 and 32. Page 2 Memorandum # 96-671 Woolbright Place Plat 2 - PLAT 96-005 9. Either omit all improvements in tract C (recreation tract) as shown on sheets 2 of 8, 3 of 8 and 4 of 8 of the infrastructure plans, with the exception of the location of the proposed water and sewer connection or add the following to each sheet: floor area of the building, parking space computations in compliance with city codes and show on the plans no less than the required number of parking spaces for the recreation site. 10. Clarify the inconsistency between the title of the Homeowner's Association documents, identified in the title of the by laws as Woolbright Place 2 Homeowners Association, Inc. and Article I, Section 1 of the same document which identifies the same document as Boynton Estates II Homeowners Association, Inc. 11. Omit from the Articles of Incorporation of Woolbright Place 2 Homeowners Association, Inc. all reference to Broward County and replace it with Palm Beach County. Also remove the name Coco Bay and insert the name of the community. 12. Add to Articles of Incorporation of Woolbright Place 2 Homeowners Association, Inc., Article II (a), the word perpetually before the word maintain. 13. Omit from Articles of Incorporation of Woolbright Place 2 Homeowners Association, Inc., Article II (a), the word in following the words, "Common Areas" described, and insert the words and shown on. 14.
