After having met with Mr. Morton on 1/15/97, 1/22/97 and 1/23/97 to discuss, among other
things, the Planning and Zoning Department has revised its comments regarding the
above-referenced request. Therefore, our comments are as follows:
1. Prior to the Planning and Zoning Department signing off the plat documents for the
project, an unconditional sign-off from the Engineering Division of the Development
Department is required on the rectified master plan. [Order of the Planning and
Development Board of the City of Boynton Beach, Dated September 10, 1996,
Comment No. 76]
2. Submit for review infrastructure drawings for the project that match the easements
and property lines shown on the submitted plat document. [Land Development
Regulations, Chapter 6 - Required Improvements and Chapter 5 - Platting, Article
V, Section 1.C.]
3. Modify the lot grading plan (sheet 3 of 8) to show a four (4) foot tall berm along the
entire north property line of the project including the Open Parcel. The top of the
berm shall be identified as four (4) feet above the finish grade of the lots located
north of the north property line. Indicate the berm has a 3 to 1 slope. Also show

5. To the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place, Article 4 add, before the period at the end of section 4.9, the text "and the
City of Boynton Beach Code of Ordinances" (page 15). [Land Development

6. To the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place, Article 4, omit, from section 4.8 all reference to Palm Beach County and

Board of County Commissioners and replace with City of Boynton Beach and City
Commission of the City of Boynton Beach, where appropriate. Also remove from

and County and replace with the City of Boynton Beach (pages 14 and 15). [Land

7. To the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place, Article 7 - Maintenance of Property, add to section 7.1.1 language identifying
the buffer easements, as shown on the plat, including inserting the plat dedication
language regarding the "Association's" perpetual maintenance responsibilities for
the landscaping and buffer improvements located in the buffer easements (page

8. To the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place Article 7 - Maintenance of Property, add to section 7.1, the word perpetual
before the word maintenance. Also, add to section 7.2 (third sentence) language
indicating that the Owner of the Lot is not responsible for the landscaping located

9. From the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place, Article 14 - Certain Easements, Dedications and Reservations, remove
sections 14.8 and 14.9 and replace them with a section 14.8 that includes the buffer
easement dedication language found on the proposed plat (page 46). [Land

10. To the Declaration of Covenants and Restrictions for Crystal Key at Woolbright
Place identify the title of Article 4. Also, add the word perpetual before the word

Please be advised of the following comments regarding the second review of the
above-referenced request:
1. Prior to plat approval three (3) sets of the amended master plan drawings submitted
by the applicant to show compliance with conditions of approval from the September
10, 1996 Planning and Development Board meeting shall receive unconditional
sign-off by all TRC members or their designated representative.
2. Considering that the infrastructure plans show the project's perimeter setbacks, add
to the plans the 20 foot approved setback around the recreation site (Tract C),
3. Remove from sheet 2 of 3 of the plat document the 40 foot wide setback line shown
around tract B and replace it with the following text added directly below the area
of the tract:
Open space - no buildings or structures allowed
4. Remove from sheet 2 of 3 of the plat document the 20 foot wide setback line shown
around tract C.
5. Add to the infrastructure sheets 2 of 8, 3 of 8 and 4 of 8, tract B, as required by the
conditions of approval from the September 10, 1996 Planning and Development
Board meeting.
6. To ensure the proper setbacks are applied to the corner lots, identify with a labeled
symbol on the plat the front of lot 1.
7. On sheets 2 of 8 and 4 of 8 of the infrastructure plans, either indicate the location
of the proposed model homes and show no less than three (3) parking spaces for
each model home
or
add a note to each sheet indicating that no model homes will be built. Also show
the location of a handicapped parking space required for the temporary sales trailer.
8. On sheet 3 of 3 of the plat document, omit the ten (10) foot wide utility easement
that conflicts and overlaps with the required ten (10) foot wide buffer easement
located between lots 31 and 32.

9. Either omit all improvements in tract C (recreation tract) as shown on sheets 2 of 8,
3 of 8 and 4 of 8 of the infrastructure plans, with the exception of the location of the
proposed water and sewer connection
or
add the following to each sheet: floor area of the building, parking space
computations in compliance with city codes and show on the plans no less than the
required number of parking spaces for the recreation site.
10. Clarify the inconsistency between the title of the Homeowner's Association
documents, identified in the title of the by laws as Woolbright Place 2 Homeowners
Association, Inc. and Article I, Section 1 of the same document which identifies the
same document as Boynton Estates II Homeowners Association, Inc.
11. Omit from the Articles of Incorporation of Woolbright Place 2 Homeowners
Association, Inc. all reference to Broward County and replace it with Palm Beach
County. Also remove the name Coco Bay and insert the name of the community.
12. Add to Articles of Incorporation of Woolbright Place 2 Homeowners Association,
Inc., Article II (a), the word perpetually before the word maintain.
13. Omit from Articles of Incorporation of Woolbright Place 2 Homeowners Association,
Inc., Article II (a), the word in following the words, "Common Areas" described, and
insert the words and shown on.
14. Add to Articles of Incorporation of Woolbright Place 2 Homeowners Association,
Inc., Article II (a), the words as Tract R, Tract B and Tract C following the words,
Plat of the Community.
15. Add to Articles of Incorporation of Woolbright Place 2 Homeowners Association,
Inc., Article II (a), the words perpetually maintain the areas described and shown on
the plat of the community as Landscape Buffer Easements and Buffer Easements
following the last word of Article" (a).
16. Add to Declaration of Restrictions, Protective Covenants and Easements Article 3,
the word perpetual before the word maintenance in the first sentence of section
4.3. (page 1 0).
17. Add to Declaration of Restrictions, Protective Covenants and Easements Article 3,
a new section (4.3.3.) that would identify the common area tracts within the project
that are shown on the plat and dedicated to the H.D.A. for ownership, operation and
perpetual maintenance. The new section shall list the title of the common area
tracts (tracts B, C and R), include the same language as identified on the plat
dedication and also reference the title of the plat including plat book and page
number. The plat book and page number may be left blank until the plat is recorded
and then handwritten in prior to recording the H.D.A. documents.
18. Add to the Declaration of Restrictions, Protective Covenants and Easements, a new
section that shall include language that will match the language on the plat
document (sheet 1 of 3) regarding landscape buffer easements and buffer
easements. The new section shall also reference the title of the plat including plat
book and page number. The plat book and page number may be left blank until the
plat is recorded and then handwritten in prior to recording the H.D.A. documents.

We offer the following comments on this project:
1) The easement between lots 20 and 21 shall be a minimum of 20 feet
wide, so as to maintain at least 10 feet from the proposed force main to a
structure,
2) The reservation fee, based upon 845/8" x 3/4" meters, is $11,642.40,
This fee is due prior to our approval of the HRS applications, or within 30
days of site plan approval, whichever comes first.(Sec, 26-34(E))
We have no objection to this project proceeding through the review process,

Please be advised of the following comments regarding the first review of the
above-referenced request:
1. Show on the plat the existing 2.5 foot wide utility easement that is located along the
south side of the north plat line between lots 7 and 20.
2. Omit the 15 foot wide utility easement located on the north side of lots 7 through 20.

Change the title of all buffer areas to buffer easements. Add to the plat dedications
a dedication for the landscape easement to specify that the landscape material
located within the easement will be perpetually maintained by the homeowner's
association, its successors and assigns, without recourse to the City of Boynton
Beach.
5. Either continue the 25 foot wide buffer easement along the east and north sides of
Tract B, or submit an existing vegetation plan for Tract B. The city forester shall
evaluate the material to determine whether the material will provide the required
buffer between the subject property and the adjacent residential lots, as per the
approved master plan modification.
6. Modify the building setback note found on each sheet to read as follows:
Building and site regulations are regulated by the City of Boynton Beach
code of ordinances and the approved master plan.
