Dear Mr. London:
At the August 27, 1991 Technical Review Board meeting it was
determined that the above-referenced request for site plan
approval will have to be resubmitted. This determination was
based on the number and type of comments generated by different
City departments. The following Planning Department comments, as
well as the attached comments from other departments are being
provided as a courtesy to the applicant. A complete review will
be conducted by the Technical Review Board once the revised plans
have been submitted. You should address the attached comments in
your next submittal in order to facilitate the review of your
application.
For your information, the next submission deadline is September
13, 1991 by 5:00 P.M,
1. A resubmittal fee of 5250 must be included with the revised
application. (Fee Schedule Ord, No. 90-38)
2. Revise any page(s) of the site plan application which may
change as a result of a modification to the layout of the
site. (I have included a new application for this purpose)
3. Storm drainage catch basins are to be located in grassy

~pon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the applicant's
knowledge that there will be a full review made when the project
is placed on a future Technical Review Board agenda.

all uses proposed for the building are subject to the
requirements of the Boynton Beach Code of Ordinances,

accommodate the various uses that have different parking
space requirements and to be allowe~ to occupy the building,
I recommend that after you re-layout your site to comply
with the TEchnical Review Board comments, you provide as
many as possible of the additional parking spaces that are
shown on the prelininary site plan.

the elevation view drawing one (1) square foot of signage
per one (1) foot of linear bUilding frontage. Also identify

prohibited.
9. Include within the drawings a detailed elevation view
drawing of the proposed site lighting pole and fixture. Show
and specify the following pole and fixture data.
i. specify that the fixture is photocell activated
ii, state that the pole, pole base and fixture is designed
consistent with the windload requirements specified
within Chapter 12 of the Standard Building Code, 1988
Edition

specifying the vertical and horizontal structural

10, Show on the site plan a handicapped accessible walkway
leading to the entrance of the bUilding from the public
sidewalk, specify on the plans the following walkway data:

handicapped handrail, where required
11. Show the location and identify the height of the
handicapped parking signage (7 foot from grade to the bottom
of the sign).
12. show on the plan the location, width, length and elevation
of the level platform that is required at the entrance to
each tenant space, When the door swings out, a 60" by 60"
platform is required and the platform shall extend at least
24" beyond the latch side of the door. When the door swings
in, a 36" deep by 60" wide platform is required, Specify the
slope of the walkway or parking lot surface at the point
where said surface abuts the level platform.
13. The outline, configuration and material shown and identified
on the project drawing(s) submitted with the plan(s) for
final sign-off shall match in every respect the colored
drawing(s) approved by the city Commission during the
approval process of the project. The color of each exterior

19. Show on the landscape plan the computations used to provide
the required 50% native specie count for the total number of
trees, hedge, ground cover and vine landscape material
specified on the landscape plan. Identify the native specie
plant material by providing a distinguishable symbol by each
native plant specified on the plan.
In order to facilitate the permitting process, the following
information should be included within your documents submitted to
the Building Department for required permits:
1. All work must comply with the Standard Building Code, 1988
Edition and all subsequent City adopted codes.
2. Regarding exits: Businesses with a storage occupancy
classification require that two (2) exits be provided when
the travel distance within the tenant space exceeds fifty
(50) lineal feet. Businesses with a manufacturing occupancy
classification require that two (2) exits be provided for
each tenant space. Redesign the floor plan to comply with
the minimum exit requirements specified in the Building
Code.
3. Tenant Separation: Mixed occupancy separation requirements
must comply with Chapter 4 of the Building Code.

COURTESY COMMENTS
In accordance with the City of Boynton Beach, Florida, Code of Ordinances,
specifically Chapter 19, Section 19-17, "Plan Requiredll, including Chapter 5,
Article X, lIBoynton Beach Parking Lot Regulationsll, specifically Section 5-142,
lIRequired Improvementsll, inclusive, the applicant for the above referenced
project shall submit the following technical data, plan revisions and information:
1. Provide a photometric plan depicting maintained levels of illumination along
pavement areas. Levels of illumination must comply with Section 5-142(a) and
associated Appendix titled lIStandards and Specifications for Required Lighting".
All parking facility lighting shall be photocell activated. Lighting standards
shall withstand a lateral wind load of 110 MPH and shall be certified by the
Design Engineer. Section 5-142(g) , lIParking Lot Construction Standards".
2. Provide internal directional arrows, including a stop bar necessary to compliment
the indicated stop sign in accordance with Section 5-l42(c), "Required Traffic
Control".
3. The Architectural plans and Engineering plans do not compliment one another
regarding the placement of raised continuous concrete curbing. Please resolve
all plan conflicts and include a standard detail for raised continuous concrete
curbing which shall comply with the requirements set forth in Section 5-l42(g),
"Raised Continuous Concrete Curbing" standards. Section 5-l42(e), "Required
Curbing".
4. Place wheel stops at each parking stall which does not front a raised continuous
concrete curb. Section 5-142(e), "Car Stops".
5. In accordance with Section 5-142(f), "Required Drainage" and Section 5-l42(g) ,
lIDrainage Standards"and Specifications", the stormwater inlet structure shall
be located within grassed areas to facilitate pre-treatment of stormwater.
Revise plans accordingly.
6. Provide a handicap striping detail which complies with the DCA's most recent
edition of the Accessibility Requirements Manual. Provide a standard stall
detail which complies with Section 5-l42(g) , lIParking Lot Striping Standards"
and Section 5-142(1), "Parking Lot Stripingll.
7. Sidewalks shall continue thru the ingress/egress approach along Industrial
Avenue and be a minimum thickness of 6 inches thru these areas. Sidewalks
shall be so transitioned as to accomodate the circulation of handicap persons.
The subject sidewalk shall be defined with a expansion/contraction control
joint. Section 5-l42(g) , lISidewalk Standards".
8. Provide a swale detail depicting fully sodded swales along the rights-of-way
of Industrial Avenue. Swales shall be fully sodded and irrigated.
9. Plans indicate a 26 ft. free back-up area. The City of Boynton Beach, Florida,
Code of Ordinances, specifically Section 5-142 Appendix, requires a free back-up
area of 27 ft. Revise plans accordingly.
10. Provide a guardrail detail for the guardrail sections which cross the existing
ditch.
11. Provide splash pad for the outfall end of the drainage system that discharges
into the existing ditch.
