Project size:
The project consists of a one-story, 6,191 square foot office building and associated
site improvements on a 0.6-acre parcel.
Site Characteristic: The subject parcel is a relatively square piece of land approximately 165 feet long
and approximately 137 feet wide. The parcel is situated on the north side of
Boynton Beach Boulevard, west of Congress Avenue, between Bedding Barn and
Paz Plaza. The survey shows that the highest elevation is 16.2 feet above sea level,
located near the north property line, along the Lake Worth Drainage District
(LWDD) easement.
BACKGROUND
Proposal:
Morgan Properties Group, Inc. proposes to construct a one-story, 6,191 square foot
office building with 31 parking spaces.
ANALYSIS
Concurrency:
Traffic: A traffic concurrency approval letter has been received from Palm Beach County
Traffic Engineering, indicating a total of 15 new a.m. peak hour trips and 23 new
p.m. peak hour trips, with the build-out year reflected as 2009.
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "C" - Conditions of Approval).
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on Boynton Beach Boulevard. Proposed on-site
circulation consists of one driveway near the southeast corner of the property along
Boynton Beach Boulevard with a proposed interconnection with the Paz Plaza site
to the west, near the southwest corner. The owner of Paz Plaza agreed to enter
into a cross-access agreement with the owner of the subject property, as a
Condition of Approval for Jerry's Cigar Lounge Conditional Use application heard at
the Planning & Development Board meeting on February 27,2007. A Condition of
Approval with Dr. Mote's application requires the doctor to also execute the cross-
access easement agreement and construct the physical improvements necessary to
connect the two parking lots (see Exhibit "C" - Conditions of Approval).
Parking Facility: Parking required for this type of facility is based on one (1) parking space per 200
square feet of medical office space, for a total of 31 parking spaces, and is
proposed on the south and east sides of the building. The plan as designed
accommodates 31 parking spaces, including 3 handicap spaces. The typical parking
spaces are dimensioned 9.5 feet x 18.5 feet, with the handicap spaces shown as 12
feet x 18.5 feet with the associated 5 foot striped aisle.

Landscaping: The proposed pervious or "green" area of the lot would be 8,570 square feet or
32.7% of the total site. The landscape plan tabular data (Sheet PL-l) indicates
that 12 trees, 37 palms and 578 shrubs and groundcover are being provided. The
trees being utilized in the planting scheme are Mahoganies along with Sabal,
Chinese Fan and Veitchia palms. Shrub materials selected for the site include
Cocoplum, Green Buttonwood, and Firebush. Two signature trees (Tibouchina) are
proposed to be planted at the entrance. All of the proposed trees are native, 76%
of the palms and 52% of the shrubs and groundcover depicted are native. The
proposed buffers meet code regulations and are consistent with surrounding sites.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed one-story office building
would have a typical roof height of 16 feet - 8 inches, measured to the top of the
crown molding on the average parapet wall. The decorative hip roof entrance
features reaches a height of 24 feet - 5 inches, measured at the peak. The
maximum allowed height in the C-3 zoning district is 45 feet. Sheet A3.0 provides
an illustration of the building facades, with a stucco finish, score lines, stucco
pilasters, decorative trims and mouldings, fabric awning and Spanish "s" tile roof.
Design: The color rendering indicates that the building would be designed as a classic office
building, including the fac;ade improvements discussed above. The body of the
building is proposed to be painted a light green color (Pittsburgh Paints -
"Limelight" 406-3). The accent trim color is proposed to be painted a medium
green (Pittsburgh Paints - "Silver Leaf" 406-4). The cornice moulding color is
proposed to be painted white (Pittsburgh Paints - "Abbey White" 511-3). The
Spanish "s" tile roof is proposed as a muted palette of "White Buff" and "Adobe
Gray". The building style, materials and colors are compatible with surrounding
development.
Relative to the Art in Public Places requirement, the applicant has been working
with the Public Art Administrator and they have conceptually agreed to the
placement of a water feature with a metal artistic element near the building
entrance. Once formalized, the Art Committee will review and approve the final
design.
Signage:
The site signage, according to Sheet A3.0, will consist of tenant wall signs only.
Both tenant signs are proposed to be individual backlit letters not to exceed 2 feet
- 8 inches in height, for a total of 40 square feet each, and black in color.
RECOMMENDATION:
The Technical Advisory Review Team (TART) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "C" - Conditions of Approval.
The Technical Advisory Review Team (TART) recommends that the deficiencies identified in this exhibit be
corrected on the set of plans submitted for building permit. Also, any additional conditions recommended
by the Board or City Commission shall be documented accordingly in the Conditions of Approval.

Comments:
l. Depict the sight triangle for the west side of the main driveway (using FDOT
Standard Index 546.) Line of sight shall be provided to the west as well as to
the east.
2. Show existing and proposed water and sanitary sewer mains, services and
hydrants on the Landscape Plan.
3. Indicate irrigation water source on the landscape plan.
4. The Chinese Fan Palm indicated on the west side of the main driveway may
be within the sight triangle and may need to be relocated or replaced with an
alternate species. On permit drawings, please depict the sight triangle on the
west side of the driveway to determine need to relocate.
PUBLIC WORKS- Traffic
Comments:
5. Verify that the separation between the proposed driveway for Dr. Mote's
Physical Therapy and the driveway to the Bedding Barn meets FDOT criteria.
UTILITIES
Comments:
6. Palm Beach County Health Department permits may be required for the
water and sewer systems serving this project (CODE, Section 26-12). This
will be determined at time of permitting.
7. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential developments)
with 20 P.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV,
Conditions of Approval

Section 16, or the requirement imposed by Insurance underwriters,
whichever is greater (CODE, Section 26-16(b)).
8. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
9. The conservation of potable water is required per Comprehensive Plan
Policy 3.C.3.4. As other sources are readily available City water shall not
be allowed for irrigation (eg: LWDD L-24 Canal.)
10. This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
11. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.

accessible parking spaces. The quantity of the spaces shall be consistent with the
regulations specified in the 2004 FBC. The accessible parking spaces that serve a use
shall be located on the shortest safety accessible route of travel from adjacent parking to
an accessible entrance. The 2004 FBC states that buildings with multiple accessible
entrances shall have accessible parking spaces dispersed and located closest to the
accessible entrance. 2004 FBC, Sections 11-4.1.2(5), 4.3, and 4.6.
10 On the site plan and floor plan, indicate the number of stories that are in the building.
Indicate the overall height of the building.
11 Add to each tenant space that is depicted on the drawing titled site plan and floor plan a
labeled symbol that identifies the location of the handicap-accessible entrance doors to
each tenant space. 2004 FBC, Sections 11-4.1.2, 11-4.1.3, and 11-4.3.
12 Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces and
the accessible entrance doors to each tenant space. The installed symbol, required along
the path, shall start at the accessible parking spaces and terminate at the accessible
entrance doors to each tenant space. The symbol shall represent the location of the path of
travel, not the location of the detectable warning or other pavement markings. The location
of the accessible path shall not compel the user to travel in a drive/lane area that is located
behind parked vehicles. Identify on the plan the width of the accessible route. (Note: The
minimum clear width of an accessible route shall be 36 inches, except at curb ramps that
are part of a required means of egress shall not be less than 44 inches). Add text to the
drawing that would indicate that the symbol represents the accessible route and the route is
designed in compliance with 2004 FBC, Section 11-4.3 (Accessible Route) and 11-4.6
(Parking and Passenger Loading Zones). Please note that at time of permit review, the
applicant shall provide detailed documentation on the plans that will verify that the
accessible route is in compliance with the regulations specified in the 2004 FBC. This
documentation shall include, but not be limited to, providing finish grade elevations along
the path of travel.
13 Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed
for the building. Verify that the proposed elevation is in compliance with regulations of the
code by adding specifications to the site data that address the following issues:
A The design professional-of-record for the project shall add the following text to the site
data. "The proposed finish floor elevation _' _ NGVD is above the highest 100-year
base flood elevation applicable to the building site, as determined by the SFWMD's
surface water management construction development regulations."
B From the FIRM map, identify in the site data the title of the flood zone that the building is
located within. Where applicable, specify the base flood elevation. If there is no base
flood elevation, indicate that on the plans.
C Identify the floor elevation that the design professional has established for the building
within the footprint of the building that is shown on the drawings titled site plan, floor
plan and paving/drainage (civil plans).

15 As required by the CBBCO, Part III titled "Land Development Regulations", submit a site
plan that clearly depicts the setback dimensions from each property line to the leading edge
of the building. The leading edge of the building begins at the closest point of the overhang
or canopy to the property line.
16 Indicate on the floor plan drawing within the footprint of the building the primary use of the
building. If the building is an expansion of an existing building, indicate with the footprint of
the new and existing building, the primary use of the building.
17 CBBCPP 3.C.3.4 requires the conservation of potable water. City water may not, therefore,
be used for landscape irrigation where other sources are readily available.

7. The medians on Boynton Beach Blvd. have existing irrigation and plant
material belonging to the City of Boynton Beach. Any damage to the
irrigation system and/or plant material as a result of the contractor's operations
shall be repaired or replaced to the equivalent or better grade, as approved by
the City of Boynton Beach, and shall be the sole responsibility of the /
developer. The contractor shall notify and coordinate with the City of
Boynton Beach Forestry & Grounds Division of Public Works a minimum of

building. Indicate the overall height of the building.
62. Add to each tenant space that is depicted on the drawing titled site plan and
floor plan a labeled symbol that identifies the location of the handicap-
accessible entrance doors to each tenant space. 2004 FBC, Sections 11-
4.1.2, 11-4.1.3, and 11-4.3.
63. Add a labeled symbol to the site plan drawing that represents and delineates
the path of travel for the accessible route that is required between the
accessible parking spaces and the accessible entrance doors to each tenant
space. The installed symbol, required along the path, shall start at the
accessible parking spaces and terminate at the accessible entrance doors to
each tenant space. The symbol shall represent the location of the path of
travel, not the location of the detectable warning or other pavement
markings. The location of the accessible path shall not compel the user to
travel in a drive/lane area that is located behind parked vehicles. Identify on
the plan the width of the accessible route. (Note: The minimum clear width
of an accessible route shall be 36 inches, except at curb ramps that are part
of a required means of egress shall not be less than 44 inches). Add text to
the drawing that would indicate that the symbol represents the accessible
route and the route is designed in compliance with 2004 FBC, Section 11-
4.3 (Accessible Route) and 11-4.6 (parking and Passenger Loading Zones).
Please note that at time of permit review, the applicant shall provide detailed
documentation on the plans that will verify that the accessible route is in
compliance with the regulations specified In the 2004 FBC. This
documentation shall include, but not be limited to, providing finish grade
elevations along the path of travel.
64. Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the building. Verify that the proposed elevation is in
compliance with regulations of the code by adding specifications to the site
data that address the following issues:
A. The design professional-of-record for the project shall add the following
text to the site data. "The proposed finish floor elevation _' _
NGVD is above the highest 100-year base flood elevation applicable to
the building site, as determined by the SFWMD's surface water
management construction development regulations."
B. From the FIRM map, identify in the site data the title of the flood zone
that the building is located within. Where applicable, specify the base
flood elevation. If there is no base flood elevation, indicate that on the
plans.
C. Identify the floor elevation that the design professional has established for
the building within the footprint of the building that is shown on the
drawings titled site plan, floor plan and paving/drainage (civil plans).

In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots
and branches will not impact those utilities within the easement in the
foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with utility
services, either in utility easements or public rights-of-way.

greater (CODE, Section 26-16(b)).
27. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid

The proposed development results in 212 daily trips (224 gross), 15 AMP (net
and gross) and 23 PMP (22 gross) hour trips as shown in the attached table.
Table 12,8.2.B-7 3A, indicates the maximum radius of development influence for
the proposed use is first directly accessed link of first accessed major
thoroughfare, Similarly, the maximum radius of development influence for Test
2 is the first directly accessed link of first accessed major thoroughfare.
Capture of Pass-by Trips
Pass by capture reflected in the attached trip generation table, Five percent of
gross trips are captured from pass-by traffic.
Trip Distribution
Trips associated with this use are equally allocated to the north, east, south and
west.
Trip Assignment
Traffic generated by the proposed development is assigned considering trip
distribution and roadway geometry, All trips are required to access this site to
and from west bound Boynton Beach Boulevard.
Traffic Impacts
Project related traffic represents less than 1% of the LOS 0 service volume for
Boynton Beach Boulevard between Congress Avenue and Lawrence Road.
Furthermore the predicted AMP and PMP volumes on Boynton Beach Boulevard,
in 2009, are less than the LOS 0 capacity.
As traffic impacts from the proposed development do not reduce the level of
service below the adopted level, this project passes Test-one parts 1 and 2,
There are no links with significant project volume violating the Model Test. This
project passes Test 2,
Conclusion
The traffic generated by the proposed construction of 6191 SF of medical office
with a predicted build out date of December 2009 results in predicted traffic
volumes less than adopted Level of Service 0 capacity, This project meets Palm
Beach County's Traffic Performance Standards.

Beach Boulevard in Boynton Beach. Pursuant to the comments noted in the Plan Review
Comments document, dated 01/08/07, we offer the following responses to each comments noted.
For ease of the reader, we have noted the comment number and the respective D.Z.A. Associates,
Inc. response.
1. DZA Response: We have complied with the requirements noted within the submittal review
and advised the Owner accordingly.
2. DZA Response: We have relocated and re-oriented the trash enclosure to address these
concerns.

UTILITIES
Comments:
24. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so 1/
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.
25. Palm Beach County Health Department permits may be required for the
water and sewer systems serving this project (CODE, Section 26-12). This V
will be determined at time of permitting.
26. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.ill. some residential developments)
with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV, V
Section 16, or the requirement imposed by insurance underwriters,
whichever is greater (CODE, Section 26-16(b)).
27. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature V
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
28. The conservation of potable water is required per Comprehensive Plan
Policy 3.C.3.4. As other sources are readily available City water shall not V
be allowed for irrigation (eg: LWDD L-24 Canal.)

The Staff recommends the following for conditions of approval:
Construction Site -
1. Prior to issuance of the first building permit, the applicant shall prepare a
construction site security and management plan for approval by the City's Police
department CPTED Official.
a) The developer/project manager after site clearing and placement of
construction trailers shall institute security measures to reduce or eliminate
opportunities for theft. The management plan shall include, but not be limited
to, security fence around perimeter, temporary lighting, security personnel,
vehicle barriers, construction/visitor pass, reduce/minimize entry/exit points,
encourage sub contractors to secure machinery, tools at end of work day
and/or any other measure deemed appropriate to provide a safe and secure
working environment.
b) The security management plan shall be maintained throughout the
construction phase of the project. Non-compliance with the approved plan
shall result in a stop-work order for the entire planned unit development.
Commercial
a Building lighting (non-glare) should be around perimeter on all sides and on pedestrian walkways
b Landscaping should not obstruct view from windows or walkways.
c All exterior doors should be equipped with security hinges and should be reinforced with case
hardened strike plate.
d All buildings should be pre-wired for CCTV and alarm systems.
e Glass perimeter doors should be equipped with case hardened guard rings to protect the mortise lock
cylinder.
f Rear doors should be equipped with 180-degree peephole viewer.
g Mailboxes for buildings with multi-units should be placed in high activity and conspicuous location
for enhanced safety and natural surveillance of users.
h Dumpsters should not allow for easy concealment, not create blind spots or hiding areas.
Crosswalks should be raised and delineated by using contrasting paver blocks as opposed to surface
stripping.
J Signs shall clearly mark public entrances.
k Landscaping should be maintained at three feet or less. Tress should be installed so as not to conflict
with the lighting system and tree limbs should be maintained at seven feet or higher.

The above referenced Site Plans, received on December 27, 2006, was reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LDR) referenced.
PUBLIC WORKS - SOLID WASTE
1. Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse per the CODE, Section 10-26 (a).
2. The proposed dumpster enclosure location is unacceptable. The Solid Waste Division of Public
Works would prefer that trash be stored using roll-out carts in lieu of a dumpster. Please advise if
this alternative will be acceptable to the applicant.
3. Roll-out carts will need to be stored in a screened enclosure in accordance with the LDR, Chapter 2,
Section 11.J.2.b. and City Standard Drawing G-4. The roll-out carts may be stored indoors.
4. Roll-out carts shall be placed along the north side of the drive aisle (south side of building) for pick
up.
PUBLIC WORKS - FORESTRY & GROUNDS
5. It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1.b.)
6. Depict the sight triangle for the west side of the main driveway (using FDOT Standard Index 546.)
Line of sight shall be provided to the west as well as to the east.
7. The medians on Boynton Beach Blvd. have existing irrigation and plant material belonging to the City
of Boynton Beach. Any damage to the irrigation system and/or plant material as a result of the
contractor's operations shall be repaired or replaced to the equivalent or better grade, as approved
by the City of Boynton Beach, and shall be the sole responsibility of the developer. The contractor
shall notify and coordinate with the City of Boynton Beach Forestry & Grounds Division of Public
Works a minimum of six (6) weeks in advance of any underground activities. Please acknowledge
this notice in your comments response and add a note to the appropriate plan sheets with the above
stated information.

8. Provide written concurrence from the LWDD that landscaping will be permitted within their right-of-
way.
9. Show existing and proposed water and sanitary sewer mains, services and hydrants on the
Landscape Plan.
10. Indicate irrigation water source on the landscape plan.
11. Staff strongly recommends placing canopy trees far enough back from drive aisles to minimize the
potential for vertical conflicts with high-profile vehicles.
12. The ingress/egress driveway from Boynton Beach Blvd. is incorrectly dimensioned as 25-ft. The site
and civil plans indicate a 27-ft. dimension. Please correct this discrepancy.
13. Proposed Mahogany's should be placed a minimum of 10-ft. from property lines and 5-ft. from curb or
edge of pavement to allow for maintenance at maturity and to prevent damage to pavement from the
root structure.
14. In addition to the clear trunk dimension, provide the overall height dimension for the Saba I Palms.
15. The Chinese Fan Palm indicated on the west side of the main driveway may be within the sight
triangle and may need to be relocated or replaced with an alternate species.
PUBLIC WORKS - TRAFFIC
16. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
17. Permits will be required from the FOOT for work within the public right-of-way (Boynton Beach Blvd.)
18. Verify that the separation between the proposed driveway for Dr. Mote's Physical Therapy and the
driveway to the Bedding Barn meets FOOT criteria.
19. On the Site Plan (in addition to the civil plans), show and identify all necessary traffic control devices
such as stop bars, stop signs, double yellow lane separators striping, directional arrows and "Do Not
Enter" signage, etc.
20. Delineate and stripe a "Loading Area" (where applicable - LOR, Chapter 2, Section 11.J); include a
pavement message in yellow indicating "No Parking - Loading Zone". See City Standard Drawings
"K" Series for striping details.
21. Add a double yellow lane separator at the main driveway.
ENGINEERING
22. Add a note to the Site Plan stating "All plans submitted for specific permits shall meet the City's Code
requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FOOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach

County Engineering Department (PBCED), Palm Beach County Department of Environmental

23. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
24. Please note that changes or revisions to these plans may generate additional comments.
Acceptance of these plans during the Technical Advisory Review Team (TART) process does not
ensure that additional comments may not be generated by the Commission and at permit review.
25. Provide written and graphic scales on all sheets. The scale should match between all sheets
depicting the site (LDR, Chapter 4, Section 7.B.1, 7.C.1, and 7.F.1.) Use a 1-in. = 10-ft. scale for the
Site Plan.
26. Identify easements on the Site and Civil plans.
27. Show existing and proposed water and sanitary sewer mains, services and hydrants on the Site Plan.
28. Show proposed site lighting on the Site and Landscape plans (LDR, Chapter 4, Section 7.B.4.) The
lighting design shall provide a minimum average light level of one foot-candle. On the Lighting Plan,
specify that the light poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II, Section
A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by
photoelectrical control and are to remain on until 2:00 a.m. (LDR, Chapter 23, Article II, Section
A.1.a.) Include pole wind loading, and pole details in conformance with the LDR, Chapter 6, Article
IV, Section 11, Chapter 23, Article I, Section 5.B.7 and Chapter 23, Article II, Section A on the
Lighting Plan. If possible please provide photometries as part of your TART plan submittals - it is
much easier to identify and correct any deficiencies now than while you are waiting on a permit!
29. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
30. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.
31. Provide written concurrence from the LWDD that the proposed outfall to the L-24 Canal.
32. Provide a 5-ft. x 5-ft. landing at the top of the handicap ramps depicted on the south side of the
building.
33. Landscaping, pavement and other structures are proposed within the LWDD right-of-way for the L-24
Canal. Provide written documentation from the LWDD that the proposed encroachments will be
allowable.
34. Paving, drainage and site details will not be reviewed for construction acceptability at this time. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.

UTILITIES
35. Please provide a timeline that clearly illustrates when water and sewer services will be required to
serve the proposed project. Your starting date for the timeline should be the date of City Commission
approval. Also provide milestone dates for permit application, the start of construction, and the setting
of the first water meter. This timeline will be used to determine the adequacy of water and
wastewater treatment capacity for your project upon the project's completion, so please be as
accurate as possible.
36. All utility easements and utility lines shall be shown on the site plan and landscape plans (as well as
the Water and Sewer Plans) so that we may determine which appurtenances, trees or shrubbery may
interfere with utilities. In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots and branches will
not impact those utilities within the easement in the foreseeable future. The LOR, Chapter 7.5,
Article I, Section 18.1 gives public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.
37. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
38. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. (500
g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the LOR, Chapter
6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater
(CODE, Section 26-16(b)).
39. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
seven (7) days of site plan approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
40. The conservation of potable water is required per Comprehensive Plan Policy 3.C.3.4. As other
sources are readily available City water shall not be allowed for irrigation (eg: LWDD L-24 Canal.)
41. Water and sewer lines to be owned and operated by the City shall be included within utility
easements in accordance with the LOR, Chapter 6, Article IV, Section 6. Please show all proposed
easements on the engineering drawings, using a minimum width of 12 feet (whether existing or
proposed utilities.) The easements shall be dedicated via separate instrument to the City as stated in
the CODE Sec. 26-33(e).
42. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
43. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
44. Appropriate backflow preventer(s) will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.

45. The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be included that utilities are
available and will be provided by all other appropriate agencies. This statement is lacking on the
submitted plans.
46. Relocate water service tap and meter further west to minimize the length of the service line.
47. Correct note on the Water & Sewer Plan (Sheet 3 of 7) to indicate a minimum 5-ft. separation
between the hydrant tee and double strap saddle (water service) per City of Boynton Beach Utility
Standards.
48. Staff recommends the use of K Copper for the water service line. Correct the note on the Water &
Sewer Plan (Sheet 3 of 7) accordingly.
49. Utility construction details will not be reviewed for construction acceptability at this time. All utility
construction details shall be in accordance with the Utilities Department's "Utilities Engineering
Design Handbook and Construction Standards" manual (including any updates) and will be
reviewed at the time of construction permit application.

The McGraw-Edison BSL I BRL Bollard Series, available in heights from 24"
to 42", has crisp, clean lines which blend with any architectural setting.
Constructed of seamless, heavy-duty aluminum and finished with a tough
polyester powder coat finish, the McGraw-Edison Louvered Bollard Series is
gasketed to seal out external contaminants. U.L. 1598 listed and CSA
certified for wet locations.
Bollards are designed for walkways, entranceways, drives and other
small-area lighting applications where low mounting heights are desirable.

18. Identify easements on the Site and Civil plans.
19. Show proposed site lighting on the Site and Landscape plans (LDR, Chapter
4, Section 7.BA.) The lighting design shall provide a minimum average
light level of one foot-candle. On the Lighting Plan, specify that the light
poles shall withstand a 140 MPH wind load (LDR, Chapter 23, Article II,
Section Al.a and Florida Building Code). Provide a note that the fixtures
shall be operated by photoelectrical control and are to remain on until 2:00
a.m. (LDR, Chapter 23, Article II, Section ALa.) Include pole wind

20. Provide an engineer's certification on the Drainage Plan as specified in
LDR, Chapter 4, Section 7.F.2.
21. Full drainage plans, including drainage calculations, in accordance with the
LDR, Chapter 6, Article IV, Section 5 will be required at the time of
permitting.
22. Provide written concurrence from the L WDD that the proposed outfall to
the L-24 Canal.
23. Paving, drainage and site details will not be reviewed for construction
acceptability at this time. All engineering construction details shall be in
accordance with the applicable City of Boynton Beach Standard Drawings
and the "Engineering Design Handbook and Construction Standards"
and will be reviewed at the time of construction permit application.
UTILITIES
Comments:
24. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.
25. Palm Beach County Health Department permits may be required for the
water and sewer systems serving this project (CODE, Section 26-12). This
will be determined at time of permitting.
26. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential developments)
with 20 p.s.i. residual pressure as stated in the LDR, Chapter 6, Article IV,
Section 16, or the requirement imposed by msurance underwriters,
whichever is greater (CODE, Section 26-16(b)).
27. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
28. The conservation of potable water is required per Comprehensive Plan
Policy 3.C.3.4. As other sources are readily available City water shall not
be allowed for irrigation (eg: LWDD L-24 Canal.)
29. This office will not require surety for installation of the water and sewer

utilities, on condition that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
30. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.
31. The LDR, Chapter 3, Article N, Section 3(P) requires a statement be
included that utilities are available and will be provided by all other
appropriate agencies. This statement is lacking on the submitted plans.
32. Relocate water service tap and meter further west to minimize the length of
the service line. Site Plan does not appear to agree with civil plan as to
location.
33. Utility construction details will not be reviewed for construction
acceptability at this time. All utility construction details shall be in
accordance with the Utilities Department's "Utilities Engineering Design
Handbook and Construction Standards" manual (including any updates)
and will be reviewed at the time of construction permit application.

34. Please note that changes or revisions to these plans may generate additional
comments. Acceptance of these plans during the TART (Technical
Advisory Review Team) process does not ensure that additional comments
may not be generated by the commission and at permit review.
35. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisIOns of ASCE 7, Chapter 6, and
the provisions of 2004 FBC, Section 1609 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.

37. On the drawing titled site plan identify the property line.
38. As required by the CBBCO, Part III titled "Land Development Regulations",
submit a site plan that clearly depicts the setback dimensions from each
property line to the leading edge of the building. The leading edge of the
building begins at the closest point of the overhang or canopy to the
property line.
39. CBBCPP 3.C.3.4 requires the conservation of potable water. City water may
not, therefore, be used for landscape irrigation where other sources are
readily available.
40. A water-use permit from SFWMD is required for an irrigation system that
utilizes water from a well or body of water as its source. A copy of the
permit shall be submitted at the time of permit application, F.S. 373.216.
41. If capital facility fees (water and sewer) are paid in advance to the City of
Boynton Beach Utilities Department, the following information shall be
provided at the time of building permit application:
A. The full name of the project as it appears on the Development Order and

42. At time of permit review, submit separate surveys of each lot, parcel, or
tract.
43. Pursuant to approval by the City Commission and all other outside agencies,
the plans for this project must be submitted to the Building Division for
review at the time of permit application submittal. The plans must
incorporate all the conditions of approval as listed in the development order
and approved by the City Commission.
44. The full address of the project shall be submitted with the construction
documents at the time of permit application submittal. The addressing plan
shall be approved by the United States Post Office, the City of Boynton
Beach Fire Department, the City's GIS Division, and the Palm Beach
County Emergency 911.
