Project size:
The project consists of a two-story, 42,739 square foot building and site
improvements on 4.47 acres
Site Characteristic: The subject parcel is comprised of a somewhat trapezoidal-shaped piece of land
approximately 814 feet long and approximately 561 feet deep at its widest
dimension and 450 feet deep at the narrowest dimension. The parcel is vacant and
situated between the northern edge of CarMax and the southern edge of the
Gateway Boulevard overpass of Interstate 95, and between the right-of-way for
High Ridge Road on the west and the CSX Railroad right-of-way on the east. The
survey shows that the highest elevation is 35.5 feet above sea level, located near
the northwest corner of the site.
BACKGROUND
Proposal:
The City proposes to construct a two story, 42,739 square foot fire rescue station
to better serve the northeast section of the City and all of the new development in
and around Quantum Park. The project also consists of the Fire Administrative
offices, ITS, as well as the Emergency Operations Center (EOC) for the City. The
fire rescue and administration building is Phase I of a two (2) phase project. Phase
II is proposed for the northern half of the site and has not been designed at this
time. Phase II will be presented to the Board and Commission for review and
approval once plans have been prepared.
ANALYSIS
Concurrency:
Traffic: A traffic impact statement for this project was submitted to and reviewed by the
Palm Beach County Traffic Division. Palm Beach County determined that the project
will generate 50 AM and 53 PM new peak hour trips and that the project meets the
Traffic Performance Standards of Palm Beach County.
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "C" - Conditions of Approval).
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on High Ridge Road. Proposed on-site circulation
consists of a driveway entrance/exit for the general publiC and employees at the
north end of the Phase I site and a separate entrance/exit for fire rescue vehicles
along the south end of the site.
Parking Facility: Parking required for this type of facility is based on one (1) parking space per

bunkroom (17) and one (1) parking space per 300 square feet of office space
(27,473), for a total of 109 parking spaces. The plan as designed accommodates
109 parking spaces, including 5 handicap spaces. The parking lot is designed to
accommodate the large fire apparatus, as well as waste removal vehicles and fuel
tankers. Additionally, the layout has been designed to seamlessly transition into the
northern half of the property (Phase II) in the future, for ease of pedestrian and
vehicular movement.
Landscaping: The proposed pervious or "green" area of the lot would be 87,120 square feet
or 44.74% of the total site. The landscape plan tabular data (Sheet L-501)
indicates that 69 trees (88% native), 45 palms (100% native), and 4,225 shrubs
(59% native) are being provided. Typical trees being utilized in the planting
scheme include Gumbo Limbo, Live Oak, Orange Geiger and Yellow Elder, with
Sabal, Royal and Medjool Date palms. Shrub materials selected for the site include
Indian Hawthorne, Cocoplum, Viburnum and Bougainvillea. With the overhead bay
doors oriented towards High Ridge Road, part of the mitigation considered in the
Community Design Plan Appeal (CDPA 07-001) involves the placement of
landscaping to minimize the view of the doors. The landscape plan depicts the use
of Live Oak trees, Royal Palms, Sabal Palms, and shrubs such as Indian Hawthorne,
Cocoplum and Firebush to help obscure the doors while enhancing the overall
design of the building. Additional landscaping is provided through the established
Quantum Park streetscape on High Ridge Road, which includes another layer of
Live Oak trees to help soften the view of any overhead doors. Lastly, the rear of
the parcel, abutting the CSX Railroad and Interstate 95, is a perimeter buffer of the
Quantum Park DRI, which is proposed to be planted with the City approved
landscape material, consisting of Medjool Date palms, Ixora, Hibiscus and
Bougainvillea.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed two-story fire rescue
building would have varying roof heights, with the highest of the peaked roofs at
49 feet in height (Fire Training Tower). The maximum allowed height in the PU
zoning district is 45 feet, with an allowance for parapets up to five (5) feet above
that point. Since the 49-foot tower falls within the 50-foot limitation (45' + 5'), a
height exception is not required. The floor plan (Sheets A-121 & A-122) shows the
first floor as lobby, living quarters, multi-purpose room and apparatus bays, with
the second floor housing the administrative offices, ITS, Command Center and
Emergency Operations Center (EOC). Sheets A-201 & A-202 provide an illustration
of the building facades, with concrete tilt walls, texcote 70 finish and reveals,
decorative trims and mouldings, metal trellises, frames and grills, all combining to
provide a modern design theme to the structure.
Design: The elevation drawings (Sheets A-201 & A-202) show that the building would be
designed as a very attractive fire station with the fa<.;ade improvements discussed
above, and in keeping with a number of buildings approved within Quantum Park.
The body of the building would be painted a cream color (SW Paints - "Inviting
Ivory" SW 6372). The first accent body color is proposed to be a golden color (SW
Paints - "Folksy Gold" SW 6360). The second accent body color is proposed to be

painted a reddish-brown color (SW Paints - "Caribbean Coral"SW 2854). The trim /
banding areas are all proposed to be painted white (SW Paints - "Pure White" SW
7005). The metal trellises, frames and grills will have a brushed aluminum finish.
Signage:
The signage, according to Sheet A-SOl, will be a monument sign constructed into
the flagpole monuments in the elliptical plaza at the entrance into the public
parking lot. The monument is proposed to be approximately six (6) feet tall by nine
(9) feet in width, with 5-inch tall raised stainless steel lettering against a black
granite tile background. The lettering on the building is proposed to be lO-inch tall
raised letters with a flat black finish, denoting the building as "Boynton Beach Fire
Rescue Station No. 5 & EOC".
Public Art:
The applicant is required to demonstrate compliance with the newly adopted
requirement to provide public artwork (see Exhibit "C" - Conditions of Approval).
As such, the applicant has been in discussion with the Public Art Administrator
since the early inception of this project and several on-site options are being
weighed. Ultimate review and approval of the artist and type of artwork will be
conducted by the Arts Commission.
RECOMMENDATION:
The Technical Advisory Review Tart (TART) has reviewed this request for new site plan approval. Staff
recommends approval, contingent upon all comments indicated in Exhibit "C" - Conditions of Approval and
contingent upon the approval of the Community Design Plan Appeal (CDPA 07-001) associated with this
project. Staff recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit. Also, any additional conditions recommended by the Board or City
Commission shall be documented accordingly in the Conditions of Approval.

are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
15. Every building and structure shall be of sufficient strength to support the

1607.1. Indicate the live load (pst) on the plans for the building design.
16. At time of permit review, submit signed and sealed working drawings of the

17. A water-use permit from SFWMD is required for an irrigation system that

Dear:
The following is our response to comments from the various departments.
Public Works - Solid Waste:
1, Comment: Provide detail( s) and indicate by note that the site dumpster enclosure
shall be constructed in accordance with all applicable sections of the LDR and
City standards (specifically City Standard Drawing G-4),
Response: Details included on sheet A-513.
2. Comment: Provide a minimum outside turning radius of 55 feet to allow turning
movements for Solid Waste (and Fire/Rescue). Using AutoTurn (or similar),
show on the plans that the rquired turning movements are provided. Particular
attention should be given to the entryways/gates, and the associated callboxes,
etc., allow ingress and egress for Solid Waste and Fire/Rescue.
Response: Proposed layout meets reqiuirements - see Auto Turn layout.
Public Works - Forestry
3. Comment: There are numerous conflicts between the proposed landscaping and
lighting, drainage water and sewer mains and utility easements. Resolve all
conflicts by adjusting landscaping appropriately.

4. Comment: It will be necessary to replace or relocate large canopy trees ajacent to
light fixtures to eliminate future shadowing on the parking surface (LDR, Chapter
23, Article II, Section A.1.b.).
Response: Conflicting canopy trees have been moved to allow room for the
light fIXtures.
5. Comment: Show sight triangles on the landscape plans (LDR, Chapter 7.5,
Article II, Section 5.H.). Reference Citiy of Boynton Beach Standard Drawing
P-14 for the sight triangles along High Ridge Road.
Response: Sight triangles have been added and labeled.
6. Comment: Indicate, by note on the Landscape Plan, that within the sight
triangles there shall be an unobstructed cross-visibility at a level between 2.5-feet
and eight (8) feet above the pavement (LDR, Chapter 7.5, Article II, Section 5.H).
Response: The note was added to "Landscape Notes" on sheet L-IOl.
7. Comment: The medians on High Ridge Road have existing irrigation and plant
material belonging to Quantum Park. Any damage to the irrigation system and/or
plant material as a result of the contractor's operations shall be repaired orr
eplaced to the equivalent or better grade, as approved y Quanatum Park, and shall
be the sole responsibility of the developer. The contractor shall notify and
coordinate with the Quantum Park a minimum of six (6) weeks in advance of any
underground activities. Please acknowledge this notice in your comments
response and add a note to the appropriate plan sheets with the above stated
information.
Response: The note was added to "Landscape Notes" on shseet L-IOl.
8. Comment: Per the LDR, Chapter 7.5, Araticle II, Section 5.C.2. Ficus species
are not permitted. The ficus specified, Ficus Pumila, is an invasive cultivar and is
proposed in a location in which it is in direct conflict with the proposed grease
trap (south of the driveway from the apparatus bay).
Response: Ficus species were removed from the plans.
9. Comment: Per the LDR, Chapater 7.5, Article II, Section 5.C.8., Cypress mulch
is not permitted. Show compliance with this requirement by specifying the type
mulch to be used on this project.
Response: The type of mulch is specified on sheet L-OOl Specification Section
2.05.A.

10. Comment: Staff strongly recommends placing canopy trees far enough back from
drive aisles to minimize the potential for vertical conflicts with high-profile
vehicles. Live Oaks are proposed in the landscape islands in the parking areas
that will conflict with high profile vehicles as they mature.
Response: Where there was room, trees were moved back from drive aisles.
11. Comment: Staff recommends replacing the Live Oak proposed south of the
apparatus bay (east side) with a tall palm (greater than 25-feet). Staffbelieves
this is a poor location and will always need to be confined to limit vehicle
interaction with the branches..
Response: The Oak tree was deleted from the planting area. The Oak tree was
replaced with an Orange Geiger tree because of its smaller root system. A Palm
could not be used because the plan has maximized the Palm to tree ratio.
12. Comment: Staff recommends moving the Live Oak proposed north of the
apparatus bay (east side) approximately twenty (20) feet north, away from the
sidewalk to minimize vertical conflicts with the high profile vehicles using the
apparatus bay and to minimize the chance of the sidewalk and pavement heaving
from the root structure.
Response: The Oak tree was deleted from the planting area. The Oak tree was
replaced with an Orange Geiger tree because of its smaller root system.
13. Comment: There is a vertical conflict between the two Live Oaks proposed near
the dumpster enclosure (one is at the southeast comer ofthe enclosure). Staff
recommends either replacing both of the Live Oaks with tall palms (greater than
25 feet) or moving the Live Oaks at the southeast comer approximately 25 feet
south and removing or replacing the Live Oak in the landscape island with a tall
palm.
Response: The Oak trees were moved away from the dumpster enclosurse
structures and changed to Gumbo limbo. A Palm could not be used in the
parking lot island because the plan has maximized the Palm to tree ratio and

time line will be used to determine the adequacy of water and wastewater treatment
capacity for your project upon the project's completion, so please be as accurate as

landscape plans (as well as the Water & Sewer Plans) so that we may determine which

outside of the easement so that roots and branches will not impact those utilities within

with 110% coverage. A non-potable source (well and pump station) is shown on the
plans. We have been directed to provide a potable water connection for emergency

Forester/Environmentalist
59. Comment: Existing Trees Mitigation Plan Sheet L-10 1: The narrative should be
changed to indicate a 3-inch diameter (not 2-inch caliper) and a 4-inch diameter (not 4-
inch caliper) tree replacements for the mitigation plan. This change should be corrected
in the remainder of the narrative. The replacement trees should be shown be a separate
symbol on the landscape plan sheets L-101 and L-501. (Environmental Regulations,
Chapter 7.5, Article I Sect. 7.D.p.2.)
Response: The mitigation narrative notes referring to new tree sizes was changed from
caliper to DBH. All trees on the plan are counted towards the mitigation replacement

Response: The current layout best responds to a need for security and temporary
display. Thre is not only a direct line of sight from the reception desk to the entire
lobby area, but also an electronic access system (card readers) to office areas. The
elevator and multi-use room were designed for public access. Access to 2nd floor via
stair or elevator is limited to the lobby area only for visitors.
93. Comment: Staff recommends the placement of decorative bollards to restrict unlawful
vehicle entrance to front door glass storefront.

Comments:
3. There are numerous conflicts between the proposed landscaping and
lighting, drainage, water and sewer mains, and utility easements. Resolve /
all conflicts by adjusting landscaping appropriately.
4. It will be necessary to replace or relocate large canopy trees adjacent to light
fixtures to eliminate future shadowing on the parking surface (LDR, ~
Chapter 23, Article II, Section A.I.b.)
5. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II,
Section 5.H.) Reference City of Boynton Beach Standard Drawing P-14 for

8. Per the LOR, Chapter 7.5, Article II, Section 5.C.2. Ficus species are not
permitted. The ficus specified, Ficus Pumila, is an invasive cultivar and is /
proposed in a location in which it is in direct conflict with the proposed
grease trap (south of the driveway from the apparatus bay.)
9. Per the LOR, Chapter 7.5, Article II, Section 5.C.8. Cypress mulch is not
permitted. Show compliance with this requirement by specifying the type V'
mulch to be used on this project.
10. Staff strongly recommends placing canopy trees far enough back from drive
aisles to minimize the potential for vertical conflicts with high-profile
vehicles. Live Oaks are proposed in the landscape islands in the parking ~
areas that will conflict with high profile vehicles as they mature.
11. Staff recommends replacing the Live Oak proposed south of the apparatus
bay (east side) with a tall palm (greater than 25-feet) Staff believes this a /
poor location and will always need to be confined to limit vehicle
interaction with the branches.
12. Staff recommends moving the Live Oak proposed north of the apparatus bay
(east side) approximately twenty (20) feet north, away from the sidewalk to /
minimize vertical conflicts with the high profile vehicles using the apparatus

for the time line should be the date of City Commission approval. Also
provide milestone dates for permit application, the start of construction, and V
the setting of the first water meter. This time line will be used to determine
the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
36. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water & Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so vi"
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.

UTILITIES
Comments:
35. Please provide a time line that clearly illustrates when water and sewer
services will be required to serve the proposed project. Your starting date
for the time line should be the date of City Commission approval. Also
provide milestone dates for permit application, the start of construction, and
the setting of the first water meter. This time line will be used to determine
the adequacy of water and wastewater treatment capacity for your project
upon the project's completion, so please be as accurate as possible.
36. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water & Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LDR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.
37. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this proiect (CODE, Section 26-12).

38. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.
39. Detail "A", Sheet C-130 calls out a 6-in. water main and 6-in. x 4-in.
reducer that point to nothing or to the wrong position. Please correct.
40. Detail "A", Sheet C-130 also specifies a 4-in. C-900 PVC Fire Line in one
place and 4-in. DIP Fire Line in another. Please correct discrepancy. Staff
prefers the fire line to be DIP.

are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
48. Every building and structure shall be of sufficient strength to support the

1607.1. Indicate the live load (pst) on the plans for the building design.
49. At time of permit review, submit signed and sealed working drawings of the

50. A water-use permit from SFWMD is required for an irrigation system that
utilizes water from a well or body of water as its source. A copy of the

maximum 30 feet apart. The continuous hedge (2nd layer) shall be a
minimum of 24 inches in height, 24 inches spread and planted with tip-to-
tip spacing at time of planting.
81. Landscaping at project entrances shall contain a minimum of 2 colorful
shrub species on both sides of the entrances as well as a signature tree on
each side. Provide a signature tree, such as Yellow Elder, Tibouchina
granulose, or Bougainvillea at each side of the entrances. These signature
trees shall have a minimum of 8 feet of clear trunk to preserve the clear
sight area.

82. The number and location of communication antennae requires review of the

vehicle entrance to front door glass storefront.
94. Staff recommends the applicant reconsider the use of white trim color at the
base of the building, due to the susceptibility of those areas to dirt and
scuffing.
95. The three (3) live oak trees forward of the front building line should have
understory plantings like all of the trees depicted in these areas.
96. A hedge should be planted along the north edge of the parking lot.
97. Provide a typical drawing that includes the height, color and material of all
proposed freestanding outdoor lighting poles. The design, style and
illumination level shall be compatible with the building design and shall
consider safety, function and aesthetic value.
98. Since the overhead bay doors must be oriented towards High Ridge Road,
these doors should not be the typical industrial style product. They should
be architecturally enhanced, aesthetically pleasing, painted to blend with the
building and accent the architecture of the building. Additionally, the
applicant must submit a Community Design Plan Appeal (CDP A)
application concurrent with the site plan. The appeal should indicate the
necessity to orient the bay doors as proposed and how the applicant is
attempting to mitigate their appearance through design, landscaping or other

measures. Site plan approval shall be contingent upon Commission approval
of the CDPA.
99. Staff recommends a much denser landscape planting along the drive exiting
the bay doors to assist in the screening of the doors in compliance with the

100. It is the applicant's responsibility to ensure that the new site plan is publicly
advertised in accordance with Ordinance 04-007.
101. The applicant is responsible for compliance with Ordinance 05-060, the
"Art in Public Places" Program and must demonstrate their oarticioation.
102. If for any reason, potable water use becomes necessary, the use of drought

As part of the City's concurrency requirements, the City Commission directed the Planning & Zoning
Division to report whether or not the City could maintain an adequate level of service with current
infrastructure and / or staffing levels in order to support the proposed development.
Plans for the above-mentioned project have been forwarded to your department's representative
for their technical review and comment. We are requesting that you review the proposed project for
anticipated impacts to your department's level of service (as requested by the City Commission) and
provide us with your comments for direct insertion into our staff report. In the past, you have sent

2 General area modifications to buildings shall be in accordance with 2004 FBC, Section 506.
Provide calculations verifying compliance with the above code sections and the 2004 FBC,

3 Buildings, structures and parts thereof shall be designed to withstand the minimum wind
loads of 140 mph. Wind forces on every building or structure shall be determined by the
provisions of ASCE 7, Chapter 6, and the provisions of 2004 FBC, Section 1609 (Wind
Loads). Calculations that are signed and sealed by a design professional registered in the
state of Florida shall be submitted for review at the time of permit application.
4 Every building and structure shall be of sufficient strength to support the loads and forces
encountered per the 2004 FBC, Section 1607 and Table 1607.1. Indicate the live load (pst)
on the plans for the building design.
5 At time of permit review, submit signed and sealed working drawings of the proposed
construction.
6 A water-use permit from SFWMD is required for an irrigation system that utilizes water from
a well or body of water as its source. A copy of the permit shall be submitted at the time of
permit application, F.S. 373.216.
7 If capital facility fees (water and sewer) are paid in advance to the City of Boynton Beach

property line in the immediate vicinity of the building to help screen and buffer
headlights and everyday activity in this area from residential to the north, across
the canal. In determining the extent of the wall, consider the sweep of headlights
from emergency equipment with any ingress/egress movements. Additionally, the
length of the wall on the north side should have dense landscaping to
approximately the top of the wall to enhance the view from the residential to the
north and to deter graffiti.
)( Consider grouping or closer spacing of trees in the landscape buffer immediately
north of the building to better screen and buffer the operations from the residential
to the north.
)( An alternative to the decorative wall would be the use of a berm and very dense,
mature plantings. If considered, the consultants should determine the footprint of

Please include the following comments in the TRC review of the above-mentioned
project:

1. Since the overhead bay doors must be oriented towards ~tlJ.:lIlll IIi~naJ' these
doors should not be the typical industrial style product. They should be
architecturally enhanced, aesthetically pleasing, painted to blend with the building
and accent the architecture of the building. Additionally, a Community Design
Plan Appeal (CDP A) application must be submitted by the applicant concurrent
with the site plan. The appeal should indicate the necessity to orient the bay doors
as proposed and how the applicant is attempting to mitigate their appearance
through design, landscaping or other measures. Site plan approval shall be

>( All equipment placed on the walls of the structure shall be painted to match the
structure.
~ The parking calculations depicted in the Parking Requirements Table on Sheet
C 1.1 indicate a requirement for 5 parking spaces. The requirement is 1 parking
space per 300 square feet of office area and 1 parking space for each bunk.
With 7 general bunks and 2 officer bunks, and a calculation of 1 parking space per
each bunk (dormitory unit), a total of 9 parking spaces would be required. Then
estimating approximately 600 square feet of office space at 1 parking space per
300 square feet, an additional 2 parking spaces would be required for a total of 11.
Additionally, the Parking Requirements Table indicates a total of parking
provided of 22 spaces and 1 HlC space. The plans however depict 20 parking
spaces, plus 1 HIC space and 1 loading space. Please make these corrections and
amend the numeral "5" in the parking aisle containing the loading space to reflect
the numeral "4".
)( Update Mayor And Commissioner names on the title sheet.
~ The "No Right Turn" sign at the exit of the rear parking spaces should be "No
Left Turn".
X Place a "Do Not Enter" sign at the backside of the "Stop" sign at Federal
Highway to provide adequate notification on both sides of the apparatus bay exit
driveway.
)( Consider a concrete apron completely to the connection to Federal Highway from
the apparatus bays, rather then matching asphalt up to a partial concrete apron.
X What consideration is being given to properly closing off the two (2) cross access
drives connecting the property to the north?
" Indicate the height of the Coconut Palms on the plans.
pef.. On the landscape plan, ensure that the plant quantities match between the tabular
data and the graphic illustration. It would appear incorrect relative to the Yellow
Tabs, Indian Hawthorne and Fak. Grass. If indeed incorrect, ensure any
modification results in maintaining the 50% native requirement.
)(. Crown-of- Thoms are depicted on the drawing, but not accounted for on the Plant
List.

The above referenced Site Plans, received on 11/01/06, was reviewed for Public Works, Engineering,
and Utilities against the requirements outlined in the City of Boynton Beach Code of Ordinances.
Following are our comments with the appropriate Code and Land Development Regulations (LOR)
referenced.
PUBLIC WORKS - SOLID WASTE
1. Provide detail(s) and indicate by note that the site dumpster enclosure shall be constructed in
accordance with all applicable sections of the LDR and city standards (specifically City Standard
Drawing G-4.)
2. Provide a minimum outside turning radius of 55 ft. to allow turning movements for Solid Waste (and
Fire/Rescue.) Using AutoTurn (or similar), show on the plans that the required turning movements
are provided. Particular attention should be given to the entryways/gates, and the associated
callboxes, etc., allow ingress and egress for Solid Waste and Fire/Rescue.
PUBLIC WORKS - FORESTRY & GROUNDS
3. There are numerous conflicts between the proposed landscaping and lighting, drainage, water and
sewer mains, and utility easements. Resolve all conflicts by adjusting landscaping appropriately.
4. It will be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LDR, Chapter 23, Article II, Section A.1.b.)
5. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II, Section 5.H.) Reference
City of Boynton Beach Standard Drawing P-14 for the sight triangles along High Ridge Road.
6. Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5-ft. and 8-ft. above the pavement (LDR, Chapter 7.5, Article II,
Section 5.H.)
7. The medians on High Ridge Road have existing irrigation and plant material belonging to Quantum
Park. Any damage to the irrigation system and/or plant material as a result of the contractor's
operations shall be repaired or replaced to the equivalent or better grade, as approved by Quantum
Park, and shall be the sole responsibility of the developer. The contractor shall notify and coordinate
with the Quantum Park a minimum of six (6) weeks in advance of any underground activities. Please

acknowledge this notice in your comments response and add a note to the appropriate plan sheets
with the above stated information.
8. Per the LDR, Chapter 7.5, Article II, Section 5.C.2. Ficus species are not permitted. The ficus
specified, Ficus Pumila, is an invasive cultivar and is proposed in a location in which it is in direct
conflict with the proposed grease trap (south of the driveway from the apparatus bay.)
9. Per the LDR, Chapter 7.5, Article II, Section 5.C.8. Cypress mulch is not permitted. Show
compliance with this requirement by specifying the type mulch to be used on this project.
10. Staff strongly recommends placing canopy trees far enough back from drive aisles to minimize the
potential for vertical conflicts with high-profile vehicles. Live Oaks are proposed in the landscape
islands in the parking areas that will conflict with high profile vehicles as they mature.
11. Staff recommends replacing the Live Oak proposed south of the apparatus bay (east side) with a tall
palm (greater than 25-ft.) Staff believes this a poor location and will always need to be confined to
limit vehicle interaction with the branches.
12. Staff recommends moving the Live Oak proposed north of the apparatus bay (east side)
approximately 20-ft. north, away from the sidewalk to minimize vertical conflicts with the high profile
vehicles using the apparatus bay and to minimize the chance of the sidewalk and pavement heaving
from the root structure.
13. There is a vertical conflict between the two Live Oaks proposed near the dumpster enclosure (one is
at the southeast corner of the enclosure and the second is in the landscape island west of the
enclosure.) Staff recommends either replacing both of the Live Oaks with tall palms (greater than 25-
ft.) or moving the Live Oaks at the southeast corner approximately 25-ft. south and removing or
replacing the Live Oak in the landscape island with a tall palm.
14. Staff recommends using a species other than Live Oak for landscape islands 10-ft. or less in width.
15. All plantings (Le. trees and shrubs) adjacent to buildings need to be placed a minimum of 3-ft. from
the building to allow room for the plantings to mature and to allow space for maintenance at maturity.
16. Correct spelling of Queen Emma Crinum in the plant list on Sheet L-101.
17. Staff recommends placing the Sandankwa Viburnum away from areas where there will be
pedestrians. The Sandankwa Viburnum are commonly afflicted with "Leaf Miners" which have a
noxious odor.
18. Staff recommends using low flow irrigation in areas around the building to minimize or eliminate the
potential for staining by well water. Redesign the irrigation system to provide a low-flow system for
irrigation adjacent to the station building. The system should be a switchable system so that the low-
flow irrigation can be switched between well water and potable water. The remainder of the irrigation
system shall be conventional and have as its sole water source the well only.
19. Eliminate small areas of sod between the building and sidewalk/parking areas (north side of building)
and replace with additional plantings and mulch.
20. Completely loop the irrigation 2'Y:z-in. mainline around the perimeter of the property.

21. Correct the call-out of 8-in. for the sprinkler heads along the south property line to 8-ft.
PUBLIC WORKS - TRAFFIC
22. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
23. Sawcut and remove only the southernmost 30-ft. of concrete median curb and concrete median in
High Ridge Rd. in front of the apparatus bay and replace with striping.
24. Provide Fire Lanes in accordance with the LOR, Chapter 23, Article II, Section B.2 and Section M.
25. Permits will be required from the Quantum Park POA for work within the High Ridge Rd. right-of-way.
26. Staff recommends eliminating the stop signs and stop bars adjacent to the fueling area and at the
north end of the northernmost east-west aisle.
ENGINEERING
27. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.
28. Please note that changes or reVISions to these plans may generate additional comments.
Acceptance of these plans during the Technical Advisory Review Team (TART) process does not
ensure that additional comments may not be generated by the Commission and at permit review.
29. Provide written and graphic scales on all sheets. The scale should match between all sheets
depicting the site (LDR, Chapter 4, Section 7.B.1, 7.C.1, and 7.F.1.) If desired a "master" sheet may
be provided for each section with enlargements provided for additional detail on subsequent sheets.
30. Show proposed site lighting on the Site, Civil and Landscape plans (LOR, Chapter 4, Section 7.B.4.)
31. Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section
7.F.2.
32. Provide written concurrence that Quantum Park will permit a tie-in of the on-site drainage to the
Quantum Park master drainage system.
33. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.
34. Paving, drainage and site details will not be reviewed for construction acceptability at this time. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.
UTI L1TI ES
35. Please provide a timeline that clearly illustrates when water and sewer services will be required to
serve the proposed project. Your starting date for the timeline should be the date of City Commission
approval. Also provide milestone dates for permit application, the start of construction, and the setting

of the first water meter. This timeline will be used to determine the adequacy of water and
wastewater treatment capacity for your project upon the project's completion, so please be as
accurate as possible.
36. All utility easements and utility lines shall be shown on the site plan and landscape plans (as well as
the Water & Sewer Plans) so that we may determine which appurtenances, trees or shrubbery may
interfere with utilities. In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots and branches will
not impact those utilities within the easement in the foreseeable future. The LDR, Chapter 7.5,
Article I, Section 18.1 gives public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.
37. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12).
38. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
39. Detail "A", Sheet C-130 calls out a 6-in. water main and 6-in. x 4-in. reducer that point to nothing or to
the wrong position. Please correct.
40. Detail "A", Sheet C-130 also specifies a 4-in. C-900 PVC Fire Line in one place and 4-in. DIP Fire
Line in another. Please correct discrepancy. Staff prefers the fire line to be DIP.
41. Staff strongly recommends relocating the meter and fire line from its proposed location at the
southeast corner of the building and tapping directly off the main where the fire line and service lines
would be entering the building (approximate mid-point of the south side of the building.)
42. There are two stubs proposed to Lot 82, eliminate one or justify the need for two stubs to this lot.
43. Delete the 5000-gal. sanitary sewer tank for emergency use proposed on the west side of the
building.
44. Utility construction details will not be reviewed for construction acceptability at this time. All utility
construction details shall be in accordance with the Utilities Department's "Utilities Engineering
Design Handbook and Construction Standards" manual (including any updates) and will be
reviewed at the time of construction permit application.
