Box 310 Boynton Beach, Florida 33425-0310 Re: Boynton Beach Fire Station (PCN: 08-43-45-16-34-000-0810) Boynton Beach, Florida Traffic Impact Concurrency Evaluation 044349018 Dear Mr. Stump: Kimley-Hom and Associates, Inc. was retained to prepare a traffic impact concurrency evaluation for the proposed 34,267 square foot fire station and 4,600 square foot emergency operation center and ITS facility. The property to be developed is located at the southeast comer of High Ridge Road and Gateway Boulevard in Boynton Beach, Florida. Figure 1 depicts the location of the proposed project. The site is currently vacant and is expected to be built by 2009. The analysis was conducted in accordance with the current requirements of the Countywide Traffic Performance Standards Ordinance (TPSO) of Palm Beach County. Trip Generation Analysis The potential trip generation for the proposed development was calculated using trip generation rates published by the Institute of Transportation Engineers' (ITE) in Trip Generation (7th Edition), those published by Palm Beach County, and based on similar sites that have been approved by Palm Beach County. The proposed development is expected to generate 402 net new daily trips, 45 new a.m. peak hour trips and 48 new p.m. peak hour trips. Table 1 presents the trip generation calculations. Traffic Distribution, Assignment, and Significance The anticipated traffic distribution and assignment for the project related traffic was modeled based on the relative distribution of residential development surrounding the site and the anticipated service area for the emergency services. Based on this, it was determined that approximately 22% of project trips would be distributed to the north, 17% to the south, 16% to the east, and 45% to the west. Figure 1 presents a graphic depiction of the assignment of project trips to the surrounding roadway network. ~__~ Kimley-Hom ~ ~ and Associates, Inc. Mr. David Stwnp, October 5, 2006. Page 2 According to the net peak hour trip generation for the site (48 vehicles per hour), the maximum radius of development influence (RDI) was found to be one-half mile for Test 1. Table 2 depicts the traffic assignment on links within the project's maximum radius of influence for Test I and presents a summary of those links significantly impacted by the proposed project expansion. As can be seen in Table 2, none of the roadway links within the project's radius of influence will be significantly impacted by the proposed development. Therefore, no further link or intersection analyses are required. The Test 2 radius of influence includes the directly accessed links. None of the links directly accessed by the project appear on the Palm Beach County Test 2 map of deficient links. Therefore, the proposed expansion meets the requirements of the Test 2 standard. Local Roadway Link Analysis The site directly accesses High Ridge Road south of Gateway Boulevard, which is classified as a City roadway. The Palm Beach County TPSO does not require an analysis of this link since it is a City roadway. However, because of the importance of this roadway to the City of Boynton Beach, the following table is provided to show the traffic impact of the proposed project along High Ridge Road south of Gateway Boulevard. As a result, the volumes were determined from approach and departure volumes for turning movement counts taken at the intersection of High Ridge Road and Gateway Boulevard in 2003 and 2004. As shown in the table, the project is not expected to adversely impact the existing operations along this roadway. Evaluation of Driveway The site is served by one full access driveway along High Ridge Road. The total driveway volumes assigned to the site access are shown in Figure 2. Although this section of High Ridge Road is not a County road, the following driveway analysis is provided based on Palm Beach County's "Guide to Parking Lot and Street Access Design Criteria and Standards". Based on the County's criteria, the access driveway is considered a minor driveway with only 402 daily net trips and no ingress turn lanes are required. ~__ ~ Kimley-Hom ~ ~ and Associates, Inc.
