Dear Mr. Van Rens:
We are in receipt of your request for an Administrative Waiver to the Engineering Design Handbook &
Construction Standards, Standard Detail K-1, dated October 30, 2006. This standard requires minimum stall
dimension(s) of 9l'2-ft. x 18l'2-ft. and a minimum aisle width (backup distance) of 25-ft.
This change has been requested due to changes in the overall site plan as the existing Target store is being
remodeled to be a Kohl's Department store. This store is part of a larger strip mall (Catalina Center) and
parking for the entire site was laid out using the City's previous standards of 9-ft. x 18-ft. with an aisle width
(backup distance) of 27-ft. It is proposed to configure new parking to meet the current condition of the
remainder of the parking. This has previously been allowed in other stores in the Catalina Center strip mall
(Best Buy.)
Accordingly, and in accordance with procedures established in the Engineering Design Handbook &
Construction Standards, your request is hereby approved.

In response to your request dated June 8, 2007 for the
administrative review and approval of the modifications proposed to
the above-referenced approved site plan, depicting the following:
· Demolition of the former Target garden center and front wall

3. The medians on Congress Ave. have existing irrigation and plant
material belonging to the City of Boynton Beach. Any damage to the
irrigation system and/or plant material as a result of the
contractor I s operations shall be repaired or replaced to the
equivalent or better grade, as approved by the City of Boynton
Beach, and shall be the sole responsibility of the developer. The
contractor shall notify and coordinate with the City of Boynton
Beach Forestry & Grounds Division of Public Works a minimum of six
(6) weeks in advance of any underground activities. Please
acknowledge this notice in your comments response and add a note to
the appropriate plan sheets with the above stated information.
4. Show proposed and existing site lighting on the Site and Landscape
plans (LDR, Chapter 4, Section 7.B.4.) The lighting design shall
provide a minimum average light level of one foot-candle. On the
Lighting Plan, specify that the light poles shall withstand a 140
MPH wind load (LDR, Chapter 23, Article II, Section A.1.a and
Florida Building Code). Provide a note that the fixtures shall be
operated by photoelectrical control and are to remain on until 2:00
a.m. (LDR, Chapter 23, Article II, Section A.l.a.) Include pole
wind loading, and pole details in conformance with the LDR, Chapter
6, Article IV, Section 11, Chapter 23, Article I, Section 5.B.7 and
Chapter 23, Article II, Section A on the Lighting Plan. Lighting
shall not be used as a form of advertising in a manner that draws
more attention to the building or grounds at night than in the day
(LDR, Chapter 9, Section 10. F. 5. ) Provide a photometric plan
showing conformance with the above CODE requirements (it is much
easier to identify and correct any deficiencies now than while you
are waiting on a permit!)
5. Full drainage plans, including drainage calculations, in accordance
with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting.
6. Paving, drainage and site details will not be reviewed for
construction acceptability at this time. All engineering
construction details shall be in accordance with the applicable
City of Boynton Beach Standard Drawings and the "Engineering Design
Handbook and Construction Standards" and will be reviewed at the
time of construction permit application.
7. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g.p.m. (500 g.p.m. some residential
developments) with 20 p.s.i. residual pressure as stated in the
LDR, Chapter 6, Article IV, Section 16, or the requirement imposed
by insurance underwriters, whichever is greater (CODE, Section 26-
16 (b) ) .
8. Comprehensive Plan Policy 3.C.3.4. requires the conservation of
potable water. As other sources are readily available City water
shall not be allowed for irrigation. This requirement may be
addressed by specifying the irrigation source (well or surface
water) on the landscape plans.

9. Utility construction details will not be reviewed for construction
acceptability at this time. All utility construction details shall
be in accordance with the Utilities Department's "Utilities
Engineering Design Handbook and Construction Standards" manual
(including any updates) and will be reviewed at the time of
construction permit application.
10.The Landscape Architect shall tabulate the total caliper inches
of existing trees to be removed from the site. The tabular data
shall show total caliper inches removed compared to total
caliper inches replaced on site. The replacement trees should
be shown by a separate symbol on the landscape plan sheet LA-2.
The Cabbage Palms shown to be removed should be changed to be
relocated on the site. [Environmental Regulations, Chapter 7.5,
Article I Sec. 7.D.p. 2.]
11.AII shade and palm trees must be listed in the description as a
minimum of 12'-14' height, 3" DBH (4.5' off the ground) not
caliper, and Florida #1 (Florida Grades and Standards manual) .
The height of the trees may be larger than 12'-14' to meet the
3" diameter requirement. [Environmental Regulations, Chapter
7.5, Article II Sec. 5.C. 2.]
12. Revise Sheet C-2, under Landscape Notes, to indicate 110%
irrigation coverage required and the use of Cypress mulch is not
permitted.
13. The landscape design does include the City signature trees
(Tibouchina granulosa) at the ingress / egress areas to the
site. However, these trees must meet the minimum size
specifications for trees. [Environmental Regulations, Chapter
7.5, Article II Sec. 5.C.3.N.]
14.The landscape sheet does include a shade tree planting detail.
This detail shall including a line indicating where the diameter
and height of all of the trees will be measured at time of
planting and inspection.
15.The landscape sheet does include a shrub and groundcover
planting detail. This detail shall include a line indicating
where the height and spread of the shrubs and groundcover plants
will be measured at time of planting and inspection.
16.AII shrubs and groundcover plants shall have a height and spread
dimension.
17. The applicant shall add a note that all utility boxes or
structures (not currently known or shown on the plan) should be
screened with Cocoplum hedge plants on three sides.
18.At time of permitting, the applicant shall show an elevation
cross-section detail of the actual heights of the proposed
landscape trees and vegetation at the time of planting to
(proper scale) visually buffer the proposed building and parking
lot from the Gateway Boulevard and Congress Avenue roads rights-
of-ways.
19.Turf and landscape (bedding plants) areas shall be designed on
separate zones and time duration for water conservation.

20.Trees shall have separate irrigation bubblers to provide water
directly to the root ball. [Environmental Regulations, Chapter
7.5, Article II Sec. 5. C.2].
21.Revise Sheets C-4, C-5, C-6, LA-1 & LA-2 to correctly reflect
the restaurant outparcel with 268 seats, like indicated in the
tabular data on Sheet C-5.
22.Revise the Landscape Plan to correct material quantities and
provide native calculations. Also revise the Landscape Plan to
provide for fuller/denser planting scheme in the center section
of the north fa9ade, under the Kohl's sign, with plant materials
ranging in height from two to ten feet in height.
23. Signage requires a separate permit and will be reviewed for
appropriateness and compliance at the time of permit submittal.
Be advised that the proposed changes may require a modification to

The above referenced Site Plans, received on 6/14/07, was reviewed for Public Works, Engineering, and
Utilities against the requirements outlined in the City of Boynton Beach Code of Ordinances. This minor
modification request is conversion of the existing Target store to Kohl's Department store. In addition to
building renovations there are changes to the parking lot and solid waste containment.
Concurrent with this review the applicant has submitted an Administrative Waiver request to allow use of
City Standard B-90013 and B-98001, Parking Stalls, in place of the current standards found in the
Engineering Design Handbook. This administrative waiver request will be approved.
Following are our comments with the appropriate Code and Land Development Regulations (LDR)
referenced.
PUBLIC WORKS - SOLID WASTE

Per my voice mail message, enclosed are pdf files of the existing site, the site prior to the road widening, and the
site after the road widening. Please review the files and let me know whether the site plan can be approved
administratively. I know we discussed this before, but since the road widening reduces our overall parking count,
will we be required to maintain the required number of parking spaces?
Also, please forward me the name and number of the gentleman in Public Works you referred Edward Allen to
regarding whether or not there is an existing construction easement in the ROW.

Dear Mr. Rumpf,
Please accept this letter as a formal request to process a Minor Modification to
the proposed modification to the existing Target site and building to convert to
Kohl's. The site is located on the Southwest comer of Gateway Boulevard and
North Congress Avenue. This request is being sent concurrently with a request
for an administrative waiver regarding parking stall requirements.
EXISTING CONDITIONS
The project consist of an existing structure currently used as a Target store of
approximately 124,220 gross square feet, single story building used for retail
occupancy, use group M. The building consists of 114,818 square feet of
General Sales, Receiving / Stockroom, and Office area and 9,402 square feet of
covered Garden Center. There is a small mezzanine located at the front of the
existing building.
The existing building is a simple diaphragm building constructed with concrete
masonry unit walls, membrane roofing over insulation, steel deck, steel bar
joists, steel roof girders, steel columns and concrete slab on grade. The building
is fully sprinklered with a fire pump. The HV AC system consists of packaged
rooftop units providing heating and cooling. The existing electrical service is
1600 amp 277/480 v 3 phase.
The Sales area is constructed with metal stud and gypsum board partitions. The
finishes include carpet, vinyl tile and a suspended acoustical ceiling. There are
two sets of restrooms in the front office area and rear stockroom. The mezzanine
area consists of offices and break room for employees.

The site is currently a parking lot and drives with landscaping, irrigation,
drainage and utilities. The parking spaces were originally constructed per code
at 9' x 18'. There is an existing pylon sign utilized by Target at the northeast
comer of the site. The Target sign face will be removed and replaced by Kohl's
sign face on the existing pylon sign.
PROPOSED SCOPE OF WORK
There will be substantial demolition work performed on this project as follows:
. The interiors of building including all partitions, restrooms, finishes,
ceilings, HV AC and electrical wiring will be removed. The only interior
area to remain will be the existing main electrical and fire sprinkler riser
rooms at the rear of the building.
. The Garden Center will be completely demolished including
foundations and underground utilities.
. The mezzanine at the front of the building will be demolished including
foundations.
. The front wall projections containing the Pharmacy and former optical
area with lower roof heights will be demolished including foundations.
. All heating and cooling equipment will be removed from the roof top.
· Demolition work will include any temporary bracing as required to
support the existing structure until new work is completed.
New work will consist of the following:
. A new front fac;ade will be constructed using concrete masonry units,
structural steel, and glazing systems. Finishes will include stucco,
porcelain tile and glazing.
· The new fac;ade wIll include new hardscape with decorative concrete
paving and new landscape planters with trellises.
. A new roof membrane will be installed for the entire structure.
· New rooftop packaged HV AC units will be installed.
· New interior construction will include new Sales Area, Stockroom,
Offices and Restrooms. New stud partitions, suspended ceilings and
floor finishes will be installed along with new mechanical, electrical and
plumbing systems.

. A new trash compactor and enclosure will be added to the rear of
building. The enclosure will be constructed with concrete masonry units
with a stucco finish.
. Relocation of approximately 66 parking spaces along Gateway Blvd in
order to accommodate the right-of-way dedication and FPL easement
related to the planned expansion of Gateway Blvd.
. Relocation of accessible parking spaces in order to meet current ADA
code and realigned front drive aisle.
. Seal coat of parking lot and restriping of all parking spaces.
. Addition of parking spaces and a landscape median island in place of
removed garden center.
· Landscaping upgradeslimprovements throughout Kohl's lease area.
