Site Characteristic: The subject parcel is a relatively rectangular piece of land approximately 166 feet
long with the width tapering from approximately 88 feet to 82 feet. The parcel
fronts on the west side of N. Federal Highway, one parcel south of the C-16 canal,
and backs up to the F.E.C. Railroad.
BACKGROUND
Proposal:
Dr. Jean Renelien proposes to construct a two-story, 3,990 square foot office
building with 18 parking spaces.
ANALYSIS
Concurrency:
Traffic: A traffic concurrency approval letter has not yet been received from Palm Beach
County Traffic Engineering. No permits will be issued until this letter is received by
the City of Boynton Beach (see Exhibit "Cft - Conditions of Approval).
Drainage: Conceptual drainage information was provided for the City's review. The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "Cft - Conditions of Approval).
School: This project is exempt from the school concurrency requirements of Palm Beach
County.
Driveways: The subject property fronts on N. Federal Highway. Proposed on-site circulation is
one-way, and consists of a single entrance at the northern end of the parcel
(accommodating southbound Federal Highway traffic), and a single exit at the
southern end. The driveway maintains a width of twenty-two (22) feet throughout
the development. Eighteen (18) parking spaces would be available (including two
handicapped spaces), which are diagonally positioned around the exterior
boundaries of the site. The single exit returns traffic to southbound N. Federal
highway. The circulation pattern has been reviewed and endorsed by engineering
for ease of waste removal and emergency access purposes.
Parking Facility: Parking required for this type of facility is based on two formulas. The first floor
consists of medical offices, and therefore requires one (1) parking space per 200
square feet of office space, for a total of ten (10) parking spaces. The second floor
consists of general offices, and therefore requires one (1) parking space per 300
square feet of office space, for a total of eight (8) parking spaces. Typical parking
spaces are 9 feet in width, and an unspecified length (the length to be specified,
see Exhibit "Cft - Conditions of Approval). The handicapped spaces are twelve (12)
feet in width, and twenty (20) feet in length, with the required five (5) foot band of
striping. Pedestrian walks will be constructed of paver stones, to act as a means of
identifying appropriate pedestrian walkways, calm traffic, and enhance the
aesthetics of the parking area. The plan as designed accommodates 18 parking

spaces, including 2 handicap spaces, and has been reviewed by staff of the
Engineering Division for accessibility to waste removal and emergency vehicles.
Landscaping: The proposed pervious or "greenft area of the lot would be 3,273 square feet or
23% of the total site. The landscape plan tabular data (Exhibit B) indicates that 20
trees, 8 palms and 947 shrubs and groundcover are being provided. Typical trees
being utilized in the planting scheme includes Live Oak and Bougainvillea, along
with Christmas, Foxtail, and Silver Bismark palms. Shrub materials selected for the
site include Cocoplum, Podocarpus, Indian Hawthorne, and Schefflera Arboricola.
Two signature trees (Bougainvillea) are proposed to be planted at the entrance.
Approximately 53% of the proposed trees are native. 40% of the shrubs and
groundcover are currently depicted as native, inadequate in comparison with the
required 50% which will be necessary at time of permitting (see Exhibit "Cft -
Conditions of Approval). The proposed buffers meet code regulations and are
consistent with surrounding sites. Decorative walls will front Federal highway,
along with decorative gates that will be opened throughout daytime hours and
closed in the evening. A typical six (6) foot fence will surround the development on
the northern, western, and southern boundaries.
Building and Site: Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. The proposed two-story office building
would have a typical roof height of 36 feet -3 inches, measured to the top of the
highest gabled roof. The roof reaches a height of 34 feet -5 inches, measured at
the mean height between the fascia and peak. The maximum allowed height in the
C-4 zoning district is 45 feet. The building has been brought forward to a five (5)
foot setback in conformance with the requirements of the Urban Commercial
District Overlay Zone.
Design: The color rendering indicates that the building would be designed as a
contemporary office building with details of the Key WestjFloribbean style
consistent with adjacent Heart of Boynton Redevelopment area. Sheet A4 provides
an illustration of the building facades, with a stucco finish, score lines, banding
around the recessed windows, decorative trims and moldings, "bahamaft-type
shutters, and a standing seam metal roof. The first and second floors of the
building and accent trim would be painted a brighter yellow (Porter Paints - "Sun
Amberft L6172-4). The accent trim color is proposed to be painted a creamy beige
(Porter Paints - "White Goldft T6901-1). The roof of the building is proposed to be
painted a deep green (Porter Paints - "Dublin Delightft D6311-5). The building
style, materials and colors are compatible with surrounding development.
Signage: The site signage, according to Sheet A1, will consist of a monument sign four (4)
feet tall at the top of the support column, designed to compliment various
components of the building. The sign as proposed complies with code regulations,
which allow a maximum height of five (5) feet. The sign will follow the overall
design characteristics of the building, including scoring, banding, materials and
colors. The tenant lettering on the sign is designed to be consistent for any and all
tenants the applicant is working with.

Public Art:
The applicant is required to demonstrate compliance with the newly adopted
requirement for developments to provide public art work (see Exhibit "Cft -
Conditions of Approval). A water feature is proposed at the northern end of the
building, just south of the entrance driveway. The artwork will enhance the
ambiance of the proposed development. Ultimate review and approval of the artist
and type of artwork is still pending by the Arts Commission.
RECOMMENDATION:
Staff has reviewed this request for new site plan approval. Staff recommends approval, contingent upon
all comments indicated in Exhibit "Cft - Conditions of Approval. Staff recommends that the deficiencies
identified in this exhibit be corrected on the set of plans submitted for building permit. Also, any additional
conditions recommended by the Board or City Commission shall be documented accordingly in the
Conditions of Approval.

Comments:
1. Show sight triangles on the Landscape plans (LDR, Chapter 7.5, Article II,
Section 5.H.) Reference FDOT Standard Index 546 for the sight triangles
along Federal Highway. Please note that the ten (10) foot sight triangles
shown on the plans are not applied correctly.
2. Plantings and structures (proposed rol\ing gate and art feature) are shown on
the Landscape plan that will likely fall within the clear zones of the sight
triangles. The LDR, Chapter 7.5, Article II, Section 5.H states that there
shall be unobstructed cross-visibility at a level between 2..5 feet and 8 feet
above the pavement. Revise plan to provide adequate sight distance so that
drivers leaving the site can identity pedestrians and traffic in a timely
manner.
PUBLIC WORKS-Traffic

9. Full drainage plans, including drainage calculations, in accordance with the
LOR, Chapter 6, Article IV, Section 5 will be required at the time of
permitting.
10. The storm water system in Federal Hwy does not belong to the City of
Boynton Beach as stated in the engineer's Drainage Statement. Provide
written documentation that the FOOT will permit the on-site stormwater
system to outfall into the Federal Hwy storm sewer system.
11. Paving, drainage and site details will not be reviewed for construction
acceptability at this time. All engineering construction details shall be in
accordance with the applicable City of Boynton Beach Standard Drawings
and the "Engineering Design Handbook and Construction Standards"
and will be reviewed at the time of construction permit application.
UTILITIES
Comments:
12. All utility easements and utility lines shall be shown on the site plan and
landscape plans (as well as the Water and Sewer Plans) so that we may
determine which appurtenances, trees or shrubbery may interfere with
utilities. In general, palm trees will be the only tree species allowed within
utility easements. Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in
the foreseeable future. The LOR, Chapter 7.5, Article I, Section 18.1 gives
public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way. NOTE:
The proposed sanitary sewer is shown directly under Live Oaks. The Live
Oaks and other canopy trees will not be permitted within any utility
easements. Adiust the landscape plan accordingly.
13. Palm Beach County Health Department permits will be required for the
water and sewer systems serving this project (CODE, Section 26-12).
Please note that our utility atlas maps show that the closest sanitary gravity
sewer is located on the west of the FECRR right-of-way.
14. Fire flow calculations will be required demonstrating the City Code
requirement of 1,500 g,p.m, (500 g.p.m. some residential developments)
with 20 p.s.i. residual pressure as stated in the LOR, Chapter 6, Article IV,
Section 16, or the requirement imposed by insurance underwriters,

whichever is greater (CODE, Section 26-16(b )).
15. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each
building will be within 200 feet of an existing or proposed fire hydrant.
Please demonstrate that the plan meets this condition, by showing all
hydrants,
16. The CODE, Section 26-34(E) requires that a capacity reservation fee be
paid for this project either upon the request for the Department's signature
on the Health Department application forms or within seven (7) days of site
plan approval, whichever occurs first. This fee will be determined based
upon final meter size, or expected demand.
17. Water and sewer lines to be owned and operated by the City shall be
included within utility easements. Please show all proposed easements on
the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in
CODE Sec, 26-33(a).
18, This office will not require surety for installation of the water and sewer
utilities, on condition that the systems be fully completed, and given to the
City Utilities Department before the first permanent meter is set. Note that
setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
19. A building permit for this project shall not be issued until this Department
has approved the plans for the water and/or sewer improvements required to
service this project, in accordance with the CODE, Section 26-15.
20. Appropriate backtlow preventer(s) will be required on the domestic water
service to the building, and the fire sprinkler line if there is one, in
accordance with the CODE, Section 26-207.
21. Insufficient information has been provided to determine if the proposed
sanitary sewer extension is feasible. Provide complete plans including all
off-site work required, with details and any applicable Health Dept.
applications for review and approval at the time of permitting. It is the sole
responsibility of the developer to provide infrastructure improvements
required to support this proposed project.
22, Sanitary sewer shall not be placed within the FEC RR right-of-way without
the consent of the City of Boynton Beach.
23. Utility construction details will not be reviewed for construction
acceptability at this time. All utility construction details shall be in
accordance with the Utilities Department's "Utilities Engineering Design
Handbook and Construction Standards" manual (including any updates)
and will be reviewed at the time of construction permit application.

25. Buildings, structures and parts thereof shall be designed to withstand the
minimum wind loads of 140 mph. Wind forces on every building or
structure shall be determined by the provisions of ASCE 7, Chapter 6, and
the provisions of 2004 FBC, Section 1609 (Wind Loads). Calculations that
are signed and sealed by a design professional registered in the state of
Florida shall be submitted for review at the time of permit application.
26. At time of permit review, submit signed and sealed working drawings of the
proposed construction.
27. Identify within the site data the finish floor elevation (lowest floor elevation)
that is proposed for the building. Verify that the proposed elevation is in
compliance with regulations of the code by adding specifications to the site
data that address the following issues:
a. The design professional-of-record for the project shall add the following
text to the site data. "The proposed finish floor elevation _' _ NGVD is
above the highest 100-year base flood elevation applicable to the building
site, as determined by the SFWMD's surface water management
construction development regulations."
b. From the FIRM map, identify in the site data the title of the flood zone that
the building is located within. Where applicable, specify the base flood
elevation. If there is no base flood elevation, indicate that on the plans.
c. Identify the floor elevation that the design professional has established for
the building within the footprint of the building that is shown on the
drawings titled site plan, floor plan and paving/drainage (civil plans).
28, CBBCPP 3.C.3.4 requires the conservation of potable water. City water may
not, therefore, be used for landscape irrigation where other sources are
readily available.

29. A water-use penn it from SFWMD is required for an irrigation system that utilizes
water from a welI or body of water as its source. A copy of the pennit shalI be
submitted at the time of penn it application, F.S. 373.2]6,
30. If capital facility fees (water and sewer) are paid in advance to the City of
Boynton Beach Utilities Department, the following information shall be
provided at the time of building permit application:
a. The full name of the project as it appears on the Development Order and
the Commission-approved site plan.
b. The total amount paid and itemized into how much is for water and how
much is for sewer.

31. At time of pennit review, submit separate surveys of each lot, parcel, or tract. For
purposes of setting up property and ownership in the City computer, provide a copy
of the recorded deed for each lot, parcel, or tract. The recorded deed shalI be
submitted at time of penn it review.
32. Pursuant to approval by the City Commission and alI other outside agencies, the
plans for this project must be submitted to the Building Division for review at the
time of penn it application submittal. The plans must incorporate alI the conditions
of approval as listed in the development order and approved by the City
Commission.
33. The full address of the project shall be submitted with the construction
documents at the time of permit application submittal. The addressing plan
shall be approved by the United States Post Office, the City of Boynton

31. Comprehensive Plan Policy 3.C.3.4, requires the conservation of potable
water. As other sources are readily available City water shall not be allowed
for irrigation. However, this will be reviewed during the detail permit
review process, since this property is located on the cusp of the delineated "
salt intrusion area.
32. Water and sewer lines to be owned and operated by the City shall be
included within utility easements. Please show all proposed easements on
the engineering drawings, using a minimum width of 12 feet. The
easements shall be dedicated via separate instrument to the City as stated in
CODE Sec, 26-33(a).

utilities, on condition that the systems be fully completed, and given to the

application.
2, Provide a colored elevation drawing (clipped, not glued) at the Technical Review
Committee meeting. The Planning and Zoning Director may waive the colored
elevation requirement when not applicable.
3. The building dimensions shown on the site plan must match the building
dimensions on the floor plan as well as within all tabular site details,
4. As only the first floor of the project will fulfill a medical use, it is misleading to
refer to the project as a medical center. Staff recommends changing the project
name to provide a more accurate description of the building.

have a minimum of six (6) feet of clear trunk to preserve the clear sight area
(Chapter 7.5, Article II, Section 5.N,),
14, All above ground mechanical equipment such as exterior utility boxes, meters,
and transformers shall be visually screened. Back -flow preventers shall be
painted to match the principle structure (Chapter 9, Section lO,CA.) Place a note
on the plan indicating this requirement.
15, The site plan must include a dumpster detail drawing. The dumpster enclosure
and masomy wall shall resemble with respect to the color and materials, the
design of the principal building. Include a wall detail to confirm similar
architectural elements and integration with other site elements (Chapter 9, Section
10,E,3.).
16, The site plan must include a photometric plan, Lighting shall not be of an
intensity that produces glare on adjacent properties (Chapter 9, Section 10.F,1.).
Lighting shall not be used as a form of advertising in a manner that draws more
attention to the building or grounds at night than in the day (Chapter 9, Section
1O.F.5,), Include a detail drawing of the standard light pole to be used, indicating
proposed materials, colors, heights, and fixtures.
17. All signage must be approved concurrent with the site plan submittal or an
additional full site plan review would be required solely for sign age review and
approvaL
18. A single sign style (such as cabinet, channel, reverse channel) shall be used for
wall signage on all buildings on a site (Chapter 9, Section 10.1.2,),
19. All trees to be planted must have a caliper dimension of3" measured at 4.5 dbh at
the time of planting.
20. The plant materials "RI" and "CI" on the landscape plan are not identified in the
tabular data, Staff recommends that the landscaping provided by the RI plantings
be interrupted up with a second, higher plant (4-5 feet in height) along the sides
and front of the building (possibly between window locations) in order to enhance
the appearance of the ground level exterior wall along the sides and particularly
across the front of the building.
21. The site plan must include a wall detail drawing for the site walls facing Federal
Highway. More landscaping is necessary around the walls, Shrubs should cover
at least one-half the wallheight, and wall caps and columns are required.
22, The parking gate should be decorative in nature, and the pedestrian gate at the
north of the building should match it.
23. The art/water feature at the north end of the building should be properly
landscaped and lighted.
24, Decorative lighting should be used on the building to enhance the aesthetic
quality of the structure while improving site security.
25. A variance application must accompany this petition in order to permit
development on a lot less than 100 feet in depth,
26. Correct the discrepancy between the site tabular data and site plan with respect to
total building square footage,
27. Correct the incorrect site tabular data in respect to the number of parking spaces.

I have reviewed the building plans and proposed project for North General Medical Center.
A statistical analysis was completed to show the percentage of increase of police calls for service for the
selected project. With the projected development throughout the city, an estimated 7% increase in population
can be expected. A 5% increase in calls for service is expected due to this current growth.
In relation to total calls for service to the zone, one officer handled 10,367 calls or 15% of all calls for service.
In addition, there are two residential attached town home projects soon to be completed from 1400 N, Federal
Highway to Gateway Blvd. The new planned communities will increase calls for service by an estimated 5%
for one officer. Service requirements for the police department will be greatly impacted and the demand for
more police personnel and equipment will be needed to balance the increase in population and non residential
traffic into our city,

within the footprint of the building that is shown on the drawings titled site plan, floor
plan and paving/drainage (civil plans).
8 Add to the submittal a partial elevation view drawing of the proposed perimeter fence.
Identify the type of fence material and the type of material that supports the fence, including
the typical distance between supports. Also, provide a typical section view drawing of the
fence that includes the depth that the fence supports are below finish grade and the height
that the fence is above finish grade. The location and height of the fence shall comply with
the fence regulations specified in the Zoning Code.
9 On the drawing titled site plan identify the property line.
10 CBBCPP 3.C.3.4 requires the conservation of potable water. City water may not, therefore,
be used for landscape irrigation where other sources are readily available.
11 A water-use permit from SFWMD is required for an irrigation system that utilizes water from
a well or body of water as its source. A copy of the permit shall be submitted at the time of
permit application, F.S. 373.216.
12 If capital facility fees (water and sewer) are paid in advance to the City of Boynton Beach
Utilities Department, the following information shall be provided at the time of building
permit application:
A The full name of the project as it appears on the Development Order and the
Commission-approved site plan.
B The total amount paid and itemized into how much is for water and how much is for
sewer.

13 At time of permit review, submit separate surveys of each lot, parcel, or tract. For purposes
of setting up property and ownership in the City computer, provide a copy of the recorded
deed for each lot, parcel, or tract. The recorded deed shall be submitted at time of permit

14 Add a general note to the site plan that all plans submitted for permitting shall meet the
City's codes and the applicable building codes in effect at the time of permit application.
15 Pursuant to approval by the City Commission and all other outside agencies, the plans for
this project must be submitted to the Building Division for review at the time of permit
application submittal. The plans must incorporate all the conditions of approval as listed in
the development order and approved by the City Commission.

The above referenced Site Plans, received on October 5, 2006, were reviewed for Public Works,
Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of
Ordinances. Following are our comments with the appropriate Code and Land Development Regulations
(LOR) referenced.
PUBLIC WORKS - SOLID WASTE
1. Provide details and indicate by note that the site dumpster enclosure shall be constructed in
accordance with City Standard Drawing 8-4.
2. The interior opening dimension for the enclosure (including between the gate posts) shall be a
minimum of 10-ft. (LOR, Chapter 7.5, Article II, Section 5.J, and Article III, section 9.A.9.a.)
3. The required gates for the dumpster shall contain long steel rods to drop into the pavement in order
to secure the gates in the open and closed positions, Drilled holes (for concrete) or metal sleeves
(for asphalt) shall be provided for the locking rods.
4. Walls for the enclosure shall be provided on three sides and are to be a minimum of 6 ft. high and
shall be CBS construction with a finish matching that of the adjacent buildings(s). Accent shrubs
shall be provided along the screen wall(s) (LDR, Chapter 7.5, Article II, Section 5.J., and Article III,
Section 9.A.9.a, and Chapter 9, Section 10.C.3.)
5. There is a vertical conflict between the proposed Silver Buttonwood and dumpster enclosure.
Relocate the Silver Buttonwood or specify a non-canopy species of tree that will not create a vertical
conflict.
PUBLIC WORKS - FORESTRY & GROUNDS
6. Show sight triangles on the Landscape plans (LOR, Chapter 7.5, Article II, Section 5.H.) Reference
FOOT Standard Index 546 for the sight triangles along Federal Highway. Please note that the 10-ft.
sight triangles shown on the plans are not applied correctly.
7. Plantings and structures (proposed rolling gate and art feature) are shown on the Landscape plan
that will likely fall within the clear zones of the sight triangles. The LDR, Chapter 7.5, Article II,
Section 5.H states that there shall be unobstructed cross-visibility at a level between 2.5-ft. and 8-ft.
above the pavement. Revise plan to provide adequate sight distance so that drivers leaving the site
can identify pedestrians and traffic in a timely manner,

8. The medians and chase areas on Federal Highway have existing irrigation, plant material, and
hardscaping belonging to the City of Boynton Beach. Any damage to the irrigation system, plant
material and/or hardscaping as a result of the contractor's operations shall be repaired or replaced to
the equivalent or better grade, as approved by the City of Boynton Beach, and shall be the sole
responsibility of the developer. The contractor shall notify and coordinate with the City of Boynton
Beach Forestry & Grounds Division of Public Works a minimum of six (6) weeks in advance of any
underground activities. Please acknowledge this notice in your comments response and add a note
to the appropriate plan sheets with the above stated information.
9. Plantings within the public right-of-way will not be allowed, Remove Live Oaks (seven) proposed
along Federal Hwy.
10. There are overhead lines along the east property line. Landscaping shall be designed and installed
in accordance with FPL's "Plant the Right Tree in the Right Place."
11. Per the LDR, Chapter 7.5, Article II, Section 5.C.8, use of Cypress mulch is not permitted.
PUBLIC WORKS - TRAFFIC
12. Provide a traffic analysis and notice of concurrency (Traffic Performance Standards Review) from
Palm Beach County Traffic Engineering.
13. On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
See City Standard Drawings "K" Series for striping details.
ENGINEERING
14. No Paving, Grading & Drainage plan was included with this submittal, therefore these plans are
considered incomplete as submitted. We are providing a cursory review of the proposed site plan at
this time. Comments generated as a result of this review shall be addressed prior to coming in for
technical review. Additional comments may be generated after the required plans are submitted and
reviewed at the TARTs meeting.
15. Add a note to the Site Plan stating "All plans submitted for specific permits shall meet the City's Code
requirements at time of application. These permits include, but are not limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water
Management District (SFWMD), lake Worth Drainage District (lWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request."
16. All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets.

18. The lighting design shall provide a minimum average light level of one foot-candle. On the Lighting
Plan, specify that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II,
Section A.1.a and Florida Building Code). Provide a note that the fixtures shall be operated by
photoelectrical control and are to remain on until 2:00 a,m, (LOR, Chapter 23, Article II, Section
A.1.a.) Include pole wind loading, and pole details in conformance with the LOR, Chapter 6, Article
IV, Section 11, Chapter 23, Article I, Section 5,8.7 and Chapter 23, Article II, Section A on the
Lighting Plan. If possible please provide photometrics as part of your TART plan submittals - it is
much easier to identify and correct any deficiencies now than while you are waiting on a permit!
19. Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick
within driveways (LOR, Chapter 23, Article II, Section P),
20. Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV, Section 5.A.2.g).
21. Specify storm sewer diameters, inlets types, etc. on drainage plan, Indicate grate, rim and invert
elevations for all structures. Indicate grade of storm sewer segments. Indicate material specifications
for storm sewer.
22. Full drainage plans, including drainage calculations, in accordance with the LDR, Chapter 6, Article
IV, Section 5 will be required at the time of permitting.
23. Paving, drainage and site details will not be reviewed for construction acceptability at this time. All
engineering construction details shall be in accordance with the applicable City of Boynton Beach
Standard Drawings and the "Engineering Design Handbook and Construction Standards" and
will be reviewed at the time of construction permit application.
UTILITIES
24. No utility plan was included with this submittal, therefore these plans are considered incomplete as
submitted. However, the proposed Site Plan is an existing site located within the Utilities' service
area, and is located where utility (water onlv) support is readily available. We are providing only a
cursory review of the proposed site plans as submitted at this time. Additional comments may be
generated after the required plans are submitted and reviewed at the TARTs meeting.
25. Please provide a timeline that clearly illustrates when water and sewer services will be required to
serve the proposed project. Your starting date for the timeline should be the date of City Commission
approval. Also provide milestone dates for permit application, the start of construction, and the setting
of the first water meter. This timeline will be used to determine the adequacy of water and
wastewater treatment capacity for your project upon the project's completion, so please be as
accurate as possible.
26. All utility easements and utility lines shall be shown on the site plan and landscape plans (as well as
the Water and Sewer Plans) so that we may determine which appurtenances, trees or shrubbery may
interfere with utilities. In general, palm trees will be the only tree species allowed within utility
easements. Canopy trees may be planted outside of the easement so that roots and branches will
not impact those utilities within the easement in the foreseeable future. The LDR, Chapter 7.5,
Article I, Section 18.1 gives public utilities the authority to remove any trees that may interfere with
utility services, either in utility easements or public rights-of-way.

27. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12). Please note that our utility atlas maps show that the
closest sanitary gravity sewer is located on the west of the FECRR right-of-way.
28. Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. (500
g.p.m. some residential developments) with 20 p.s.i. residual pressure as stated in the LDR, Chapter
6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater
(CODE, Section 26-16(b)).
29. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building will be within 200
feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition,
by showing all hydrants.
30. The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
seven (7) days of site plan approval, whichever occurs first. This fee will be determined based upon
final meter size, or expected demand.
31. Comprehensive Plan Policy 3.C.3.4. requires the conservation of potable water, As other sources
are readily available City water shall not be allowed for irrigation. However, this will be reviewed
during the detail permit review process, since this property is located on the cusp of the delineated
salt intrusion area.
32. Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
CODE Sec. 26-33(a).
33. This office will not require surety for installation of the water and sewer utilities, on condition that the
systems be fully completed, and given to the City Utilities Department before the first permanent
meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the
Certificate of Occupancy.
34. A building permit for this project shall not be issued until this Department has approved the plans for
the water and/or sewer improvements required to service this project, in accordance with the CODE,
Section 26-15.
35, Appropriate backflow preventer(s) will be required on the domestic water service to the building, and
the fire sprinkler line if there is one, in accordance with the CODE, Section 26-207.
36. Provide a minimum of 10-ft. separation between water main, sanitary sewer, and storm sewer lines.
Please note that City of Boynton Beach separation standards are more stringent that FDEP
standards.
37, The LDR, Chapter 3, Article IV, Section 3(0) requires Master Plans to show all utilities on or adjacent
to the proposed tract. The plan must therefore show the point of service for water and sewer, and
the proposed off-site utilities construction needed in order to service this project.
38. The LDR, Chapter 3, Article IV, Section 3(P) requires a statement be included that utilities are
available and will be provided by all other appropriate agencies. This statement is lacking on the
submitted plans.

39. Utility construction details will not be reviewed for construction acceptability at this time. All utility

I have viewed the above building plans and have the following comments:
1. Applicant shall provide a detailed photometric lighting plan.
2. All lighting shall be metal halide following IESNA Lighting standards.
3. Landscaping shall not conflict with lighting (to include long-term tree canopy growth),
4. Timer clock or photocell lighting for nighttime use shall be above or near entryways.
5. Landscaping should not obstruct view from windows or walkways.
6. All exterior doors should be equipped with security hinges and should be reinforced with case
hardened strike plate.
7. All buildings should be pre-wired for CCTV and alarm systems.
8. Glass perimeter doors should be equipped with case hardened guard rings to protect the mortise lock
cylinder.
9. Rear doors should be equipped with l80-degree peephole viewer.

Existing Trees Management Plan
Sheet LP
The Landscape Architect should tabulate the total diameter inches of existing trees ( if applicable) on
the site, The tabular data should show the individual species of trees proposed to be preserved in
place, relocated or removed and replaced on site. The replacement trees should be shown by a
separate symbol on the landscape plan sheet LP. [Environmental Regulations, Chapter 7,5, Article I
Sec, 7,D.p, 2,]
Plant List Sheet LP
1. All shade trees must be listed in the description as a minimum of 12'-14' height, 3" DBH (4,5' off
the ground) not caliper, The height of the trees may be larger than 12' -14' to meet the 3" diameter
requirement; or any clear trunk (c.t.) specifications, [Environmental Regulations, Chapter 7.5,
Article II Sec, 5,C. 2.]
2. The landscape design does not include the City signature trees (Tibochina granulosa) at the
ingress / egress areas to the site. These trees must meet the minimum size specifications for trees,

3. All trees proposed under any existing overhead electric power lines must meet the
FP & L Right tree in the Right Place manual selection for small trees only,
4. The shade tree planting detail should include a line indicating where the diameter, height and clear
trunk of all of the shade trees will be measured at time of planting and inspection,
5. The palm tree planting detail should include a line indicating where the grey wood and height of
all of the palm trees will be measured at time of planting and inspection.
6. The landscape sheet should include a shrub and groundcover planting detail. This detail should
include a line indicating where the height and spread of the shrubs and groundcover plants will be
measured at time of planting and inspection,

7. Cypress mulch cannot be used in the City of Boynton Beach,
8. The applicant should add a note that all utility boxes or structures (not currently known or shown
on the plan) should be screened with Coco plum hedge plants on three sides.
9. The applicant should show an elevation cross-section detail ofthe actual heights of the proposed
landscape trees and vegetation at the time of planting to (proper scale) visually buffer the
proposed buildings and parking lot from the Federal Highway road right-of-way.
10. The sod areas shown in the interior parking lot islands should be changed to dwarf shrubs and
ground cover plants.
.Irrigation Plan
11. Turf and landscape (bedding plants) areas should be designed on separate zones and time duration
for water conservation,
12. Trees should have separate irrigation bubblers to provide water directly to the root ball.
