Based on our discussions, this study will identify the daily trips currently allocated to the existing restaurant, the projected trips for the bank and conclude whether or not there are sufficient unused trips allocated to the Quantum Business Park DR!. Executive Summary Daily traffic vested to the Quantum Business Park DRI is sufficient to accommodate the traffic resulting from the proposed conversion of an existing 4710 SF high turn over restaurant located at 1485 Gateway Boulevard to a bank with drive thru. The proposed conversion will increase daily traffic on the surrounding roadway network by 165 trips per day. The two way daily driveway traffic for this site will increase by 635 trips per day. Existing Conditions - Background Information The Quantum Business Park DRI is presently vested for 63,752 daily trips and is assigned a build out date of 2014. Currently approximately 52,000 daily trips have been allocated. Parcel 1 is presently improved with a 161 room hotel and a 4,710 SF high turn over restaurant. Access to parcel 1 is provided via two driv~ways to Gateway Boulevard, one of which is restricted to right turns only. Access to and from this site will not be altered as part of the proposed change in use. Proposed Development The developer proposes to convert the existing 4710 SF high turn over restaurant located at 1485 Gateway Boulevard to a 4710 SF bank with drive thru. Converting the existing restaurant to bank will result in an additional 4 peak hour trips in the am and 164 trips in the pm peak hour. Trip Generation The proposed conversion results in 635 additional daily trips in and out of this site. Of the 635 additional trips 45% are captured from pass by traffic resulting in a net increase in daily traffic on the surrounding roadway network of 165 trips. The net affect of the proposed change is to add 165 daily trips to Parcell's allocation and remove 165 trips from the reserve inventory. This capture rate is accounted for in the analysis. Trip Distribution and Assignment The distribution and assignment of trips to and from the Quantum DRI was previously quantified, documented, and approved as part of the DRI process. The proposed conversion will not alter the distribution or assignment of traffic to and from the DR!. Approved Uses Based on discussions with Palm Beach County Staff, only the parcel and change in use / intensity need to be identified. The county will update the inventory of land uses. For reference, the inventory of land uses obtained from Palm Beach County Traffic Engineering is attached. Conclusion The traffic generated by the proposed conversion 4710 SF of high turn over restaurant to bank with drive thru results in an additional 635 daily driveway trips and 165 trips on the surrounding roadway network. The Quantum Business Park DRI presently has approximately 10,000 vested and uncommitted trips available and therefore has sufficient trips to accommodate the proposed conversion from high turn over restaurant to bank with drive thru.
