These peak hour volumes represent less than 1 % of the LOS D service volume for Federal Highway and are therefore not significant. Furthermore, Article 12.D.1.C.2 specifically exempts non-residential projects which create fewer than 20 peak hour trips from the County's requirement for traffic impact studies. This volume of trips LOS D = 3110 (2-way), 1860 (1-way). Further analysis of this project is not warranted. The requested build out date is December 2011. Trips resulting from this development were established using trip generation rates for General Office published and distributed by Palm Beach County. Traffic from this development will access US Hwy 1 via the proposed project entrance. This project is within Traffic Analysis Zone 520. Federal Highway) as proposed by this office will comply with city, state and national rules, regulations, codes and statutes pertaining to the treatment and disposal of storm water and designed using sound engineering principals. In particular the drainage system is designed to comply with Chapter 6, Article IV, Section 5 of Boynton Beach's Land Development Code, the City's Engineering Design Handbook and Construction Standards, Florida Department of Transportation regulations and the South Florida Water Management District Basis of Review, except as noted below. . This project, because of its size (less than 0.5 acres of impervious) qualifies for the SFWMD No Notice General Permit. Formal Approval by SFWMD will not be obtained. . This project falls within Flood Zone B . The building on this project exists and changes to the finished floor are not contemplated. The proposed drainage improvements will serve to lower the stages resulting from the 100, 25 and 3 year storms. . This drainage system is designed to flow hydraulically. Sedimentation will be minimized by providing sumps at all inlets. Pipes will not be sloped. . Prior to the start of construction a Drainage Permit will be obtained from the Florida Department of Transportation. . Due to the unusual shape of the parking and need to meet perimeter elevations, the maximum runoff distance over impervious surfaces may exceed 50 ft. . The amount of paving is reduced and grades altered to provide for disabled parking and an accessible route from all entrances to the public right of way. Water quality treatment is not presently provided on-site. Following redevelopment, runoff from this site will enter catch basins or flow overland to a proposed retention area for water quality treatment and quantity attenuation. The safe sight distances depicted in FOOT Index 546 are applicable to motor vehicle traffic. For this project the only vehicular traffic approaching the project driveway is from the south. Traffic from the north is separated by a barrier median. Application of FOOT Index 546 to the south (left) at the project driveway is appropriate. The application of the safe sight distance to the right is unnecessary as motor vehicle traffic will not be approaching from that direction. To provide may result in decreased ability to identify and react to a pedestrian's presence when compared to a 10' x 10' site triangle located at the sidewalk.
