Minutes of the Library Board Meeting Held on Wednesday, March 2 , 2023, at 6:00 PM at City Hall Commission Chambers, 100 E. Ocean Avenue .. Call to Order— George Feldman, Board Chair Chair Feldman called the meeting to order at 6:05 P.M. Self-introductions were made. A quorum was present. II. Approval of Minutes —January 25, 2023 Ms. Karten moved to approve the minutes. Mx. Ratcliff seconded the motion. The motion passed unanimously. Ill. Correspondence and Communications Ms. Newton stated that she had a request from the Writer's Group, which meets twice a month in the Library and that they would like to have an online activity. She explained that part of the group are out of towners who leave in April, but want to continue working with the person leading the group. Jeannie Taylor, Assistant Library Director, stated that she will take it back to the management team to see if they can accommodate a Zoom meeting. IV. Unfinished Business: Staffing Update & Introduce Tiffany Marshall, Library Marketing &Outreach Manager— Craig Clark Ms. Taylor introduced Tiffany Marshall, the new Outreach and Marketing Manager, who started a few weeks ago. Ms. Marshall stated that she is born and raised in Boynton. She briefly described her background in education and said that she has been handling marketing since 2016. She stated that her heart is in Boynton and that the Library is a gem. Ms. Taylor noted that Ms. Marshall's grandmother used to bring her to the Library as a child. Career Online High School Program Update—Jeannie Taylor Ms. Taylor stated that there are 15 students in the Career Online High School, and five are more than halfway through. She said that the last graduate they had in January was their 16th. She added that the Library had to secure five more scholarships as they were out and they already issued four out of the five of them. She advised that there are two students working on the prerequisite, and if they finish,they will have to purchase another scholarship. She explained that the students have a choice of seven career certificates and that they complete the certificates first, because if they have any high school credits, they can be applied. She explained that the students have to be 19 or older to take the program, have a Library card and live in Boynton Beach. She said that if State funding is used for a scholarship, the student does not have to be a Boynton resident and can live anywhere in Palm Beach County. Board Elections —Tabled from January 25, 2023 Meeting Chair Feldman asked that anyone interested in serving as Chair to raise their hand and Mx. Ratcliff and Mr. Feldman were interested. Mx. Ratcliff self-nominated. Mr. Feldman self-nominated. The vote was as follows: Ms. Newton stated that she was happy with either candidate. Ms. Karten abstained. Mx. Ratcliff voted for herself. Ms. Prado voted for Mr. Feldman. Mr. Feldman voted for himself. Chair Feldman stated he was elected Chair. 2 Meeting Minutes Library Board Boynton Beach, Florida March 29, 2023 .M. ............_­­�.uwti.............­_­­............. Chair Feldman stated that he was hearing a lot about books in schools and that the Palm Beach County School Board is one of the top schools in the nation for keeping books as they are. Ms. Taylor explained that the Board had previously addressed the Library's updated Collection Development Policy to institute safeguards, and that the Library supports Freedom to Read. She said that she would bring the policy back to the Board. Chair Feldman mentioned that the issue was getting heavy in Tallahassee. Ms. Karten explained that she and Mr. Clark had attended a Continuing Education Class about banned books. She advised that Palm Beach County had one or two challenges. She said that she was informed that in the worst-case scenario, if something was inappropriate for elementary school students, it would be moved to the middle schools. VII. New Business Update on City Advisory Boards— Kathryn Matos, Assistant City Manager Kathryn Matos, Assistant City Manager, requested that each Board give an oral report to the City Commission. She explained that there is no format, but the report would state what the Board accomplished in the past year and what they hope to accomplish in the next. She stated that there must be Board consensus on the report contents, and they should select a spokesperson to make the presentation. She mentioned that she will give the available presentation dates to Ms. Taylor. Mx. Ratcliff noted that the Art Advisory Board decided Mr. Weiss,the Public Art Manager, will make the presentation. She asked if they could do that with the Library Board. Ms. Matos responded they could and also announced that the City is opening a Visitor's Center in an unused first floor lobby conference room. She explained that they will put together materials on City events, businesses, and will create a city-wide map. She advised that it will have historic and digital displays with historical artifacts from residents and the Library. She stated that they are looking for volunteers for four-hour shifts and that she had a sign-up sheet to circulate for members who want to receive further information on volunteering. Chair Feldman stated that they need a Library Sign. Ms. Matos agreed and stated that the City needs one sign for the Library and one for the Art and Cultural Center, and that they had budgeted for it. Chair Feldman asked if the members had any input on the sign. Ms. Matos stated that she would take suggestions. 3 Meeting Minutes Library Board Boynton Beach, Florida March 29, 2023 Chair Feldman suggested that the sign for the Library read "Your Library" and suggested that the members email their suggestions to Ms. Matos. Motion Mx. Ratcliff moved to put signs for the Library on the next agenda, under Future Business, when Mr. Claris was present. Chair Feldman seconded the motion. Ms. Newton asked if the businesses were chosen for the Visitor's Center. Ms. Matos explained that they are not selecting which businesses to be highlighted, rather, that they are setting up a registration process. She said that her long-term goal is to have an electronic kiosk displaying all the businesses in the City, as they want to equally emphasize all of them. She thanked the Board for their efforts, and said that their work is important. Ms. Newton also noted that years ago,the City held an Advisory Board Appreciation Party and suggested that they could, perhaps, have one at the end of the year. Ms. Matos agreed that in the past, they had a volunteer party, but with the economic downturn, it was discontinued, but that they can discuss bringing it back. VIII. This month the Creative Edge Studio got a new 3D printer and the Youth Department received our old 3D printer.The Creative Edge Studio now has a Prusa i3 MK3S+. This one has a slightly larger build volume and a better resolution. I had the new 3D printer up and running in time for a city event, called Business over Brews. I was on the first floor with the 3D printer, the Studio Assistant remained on the Studio offering brief walk through tours of the Creative Edge Studio. Participants: 9 AmeriCorps Kids Homework Help Monthly Report March was another amazing month at the youth library AmeriCorps tutoring room. Even with spring break in the mix, the program stayed busy and children and youth continued loving and appreciating the program.This month I continued to have many calls from parents asking about the program and being elated at the details. Many parents and guardians appreciate the youth library and the free tutoring program so much and I can clearly see the impact and how important this is for the community of Boynton Beach and beyond. With busy days I am constantly grateful for fellow AmeriCorps member, Sarah, who has been consistent in helping me. The children and youth love her and have gotten just as close to her as they have to me. She is very helpful especially to younger students who need tutoring in reading and reading comprehension as that is what she does at her main site. The librarians and front desk workers and volunteers at the youth library have also been extremely helpful if I need assistance with a student or if I have any questions. Overall,this month has just emphasized how much I feel supported serving here. The free donated books in my room have continued to be a big hit and both parents and children appreciate them. I use them with the younger kids and they get very happy and excited when I tell them they can take them home. A couple children have also started asking for extra worksheets to practice on when they are done with their own homework. Math is a tough subject and it is very promising to see many of them want to get better. My favorite moments this month, however, have been the children showing me their report cards as well as their new test scores. Everyone is improving in all subjects, especially math, and seeing them so proud and excited to show me has made my month. There were 51 children and youth who came for tutoring in March, which is great for having a week of spring break in the mix. Most of the kids came in 2-4 times a week with many coming every day or at least 3 days. There were only 4 new students in March with the other 47 being regulars who love the library and the tutoring program. While that is a light number of new students, I have still gotten multiple calls already in April from potential students asking for more information and committing to coming. Third grade is the most common grade that comes in for tutoring and homework help with 17 of the students being in third grade at different schools. There were 7 students in Kindergarten or Pre-K who came in for extra help with reading and letters. The oldest student was in 5th grade, but I imagine older students coming in more as the year winds down and finals and final projects are coming up. Math is still the subject that is worked on most with children and youth, but reading and reading comprehension has also been needed this month. March was a great month and the spring break in the middle was a great break definitely needed for the kids. They have come back excited to get back to school and a routine and there has been little to no catch March 2023 Monthly Report I Page 7 up because of the break, all of the kids stayed studying. I am excited for April and to see all of the new students who come in. The tutoring and homework help program is so important for this community and it is amazing to see the impact and love. The question word "why". (Ex. Why is she going to the doctor? She's going because she's sick. She always goes when she's sick.) 2. Different ways of reacting to bad news. (I'm sorry to hear that. That's too bad. What a shame!) 3. Irregular spellings for different verbs when used in the present continuous tense (ex. smile/smiling, bite/ biting) 4. Reading longer and more difficult articles. Every student is given the chance to read aloud so that they can practice speaking and proper pronunciation. They also do exercises which focus on reading comprehension. 5. Listening exercises where they must listen to the information given,comprehend it,and select the best answer to the question. March 2023 Monthly Report I Page 8 6. Different modes of transportation (walking,driving,taking the bus,taking the train,taking the subway,taking a taxi, riding a bicycle, riding a motor scooter,and riding a motorcycle. After reading about global transportation problems,the students discussed different means of transportation and traffic issues in their countries. 7. New vocabulary expressing things people do when they are nervous,tired, cold, etc. (ex. I bite my nails, I perspire, I walk back and forth, I yawn, I shiver, etc.) S. Different types of sentences(ex.Statements and questions) and turning a statement into a question. 9. We have been spending a lot of time working on combining the simple present tense with the present continuous tense. This is very challenging for the class. Switching tenses in conversation is extremely difficult for all ESOL students. I want to be sure that they are comfortable with this before we move on to other tenses. 10. Different occupations(actor, baker,chef,construction worker,dancer, mechanic,salesperson, secretary,singer, superintendent,teacher,truck driver,etc.) 11. How to use "can" and "can't" 12. A story about an employment service and the skills required for different types of jobs. 13. How to use "have to" and "has to" 14. A story about all the steps involved in applying for a driver's license. 15. How to read a job ad and complete an employment application. Students completed an actual application for practice. 16. How to ask permission to leave work early and the reasons for which one would need to leave early. 17. How to read safety signs 18. Review of telling time 19. Review of months of the year and seasons 20. The future tense with "going to" (I am going to wash the windows tomorrow.) "She's planting flowers.") 6. Opposites(new/old, rich/poor, etc. 7. Negative short answers using the verb"be" ("is Bill tall?" "No, he isn't." 8. Discussing the weather("It's hot." "It's raining." Etc.) 9. Reading stories emphasizing the new grammar and answering comprehension and true/false questions 10. Telling time In addition to teaching the two classes, there are a number of students who come in on a weekly basis for individual help. There is a student who comes for pronunciation lessons. There is another student who is writing a cookbook and needs help editing the text. There is a third student who comes in for help with reading. They could have returned material,made a payment or a combination of both. %of Accounts Activated:Percentage of processed accounts that have responded in some way (#of Accounts Activated divided by Accounts in Process).This percentage is a good measure of response rate because it measures the percentage of patrons that have actually responded due to the collection process.
