AN EMERGENCY ORDINANCE OF THE CITY OF
BOYNTON BEACH, FLORIDA, AMENDING SECTION
22-6 OF THE CODE OF ORDINANCES OF SAID
MUNICIPALITY PERTAINING TO EXAMINATIONS
E~R MASTERS, JOURNEYMAN'S AND APPRENTICE
PLUMBERS; PROVIDING AUTHORITY TO CODIFY;
A SA~INGS CLAUSE: REPEALING PROVISIONS, AN
EFFECTIVE DATE, AND FOR OTHER PURPOSES.
PREAMBLE
This Ordinance is deemed to be an emergency .measure
enacted for the immediate preservation of the public
peace, property, health and safety of the Inhabitants of
the CITY OF BOYNTON BEACH, FLORIDA, and for
the efficient daily operation of the Municipal Plur,abing
Inspection Depar~ment by establishing reasonable- criteria
for qhaIifidat~f6ns'.~0f plumbers practicing their Trade
within the CiTY OF BOYNTON BEACH, FLORIDA.

SECTION 1- Section 22-6 of the Code of Ordinances of the
City of Boynton Beach, Florida, be and the same is hereby amended to read
Section 22-6. Examinations - Masters, Journeyman~ and
Apprentice Plumbers.
"It shall be the duty of the Board of Examiners of Plumbers to
examine and pass on the qualifications of all applicants who desire to engage
in the business of plumbing within the City. The examinations will be held
the'first '~.~onth_of each ~ua~terof the year after the application and payment
of fees fgr sabre, said fees and application to be made to the Plumbing
Inspector. Examinations will not be given in any quarter for applications
which are filed after the final ten days ~1 0) preceding the date of the examina
tion.
This examination shall satisfy the Board as to the applicant's
ability as a plumber and his familiarity with the Plumbing Code of the City.
Said examination may be made in whole or in part in writing and shall be of
a practical and elementary character but sufficiently strict to test the quali-
fications of the applicant.
The examination for certificate of competency as a journeyman
plumber shall be uniform and may be taken only by one who has served:~a~
minimum of four (4) years proper apprenticeship at plumbing° Such an
examination shall be conducted with regard to the practical knowledge of the
applicant respecting proper plumbing, methods of working, skill and knowled
of the Plumbing Ordinance of the City.

The examination for certificate of competency as a master
plumber shall be uniform and may be taken only by one who is a~ least
twenty-one years of age and has the qualifications of a jo~?neyman plumber.
Such examination shall be conducted with the regardfo the practical and
technical knowledge of the applicant respecting the business of plumbing,
water circulation and supply, sanitation, drainage, designing the system,
p~rs~estir~a-tes~, costs, experience, financial responsibility, knowledge of
iaTM 'relating t~° the plum~ing business, knowledge of the Plumbing Ordinance
of the City, and his fitness otherwise to receive certificate and occupational
license as a master plumber.
Any person desiring to engage in or work at the trade Of
plumbing as app,:entice, must be registered with the State of Florida
Apprenticeship Program and obtain a permit to do so from the Board of
Examiners of Plumbers~ which shall be issued free of charge. An appren-
tice shall be permitted and allowed to do plumbing work only under the
direct supervision of and working with a master plumber holding a valid
certificate of competency and occupational license, or a journeyman plumbe~
holding a valid certificate of competency, who shall be held responsible for
the work of such apprentices. Such permits may be suspended or revoked
for cause by the said Board. When a permit is issued to such apprentice,
he shall sign the apprentice register in the office of the Plumbing Inspector~
showing his name, age, residence address, the name and business address
of his employer and such other information regarding his experience and
qualifications as may be required. Such permits must be renewed annually
before the 1st day of October in each year.
If an applicant should fail to pass an exmination for.. Master
Plumber, he will not be allowed to be re-examined until a~mon~hs from the
date of his original examination."
SECTION 2: Authority to Codify. Authority is hereby granted
to c0d~y,.and~corporate'l~-~lhis ordinance in the City's existing code.
SECTION 3: Separability. Each of the provisions of this
ordinance are separable, including word, ¢la~e, phrase, or sentence, and
if any provisions hereof shall be declared invalid, the remaining ,portion
shall not be affected but shall remain in full force and effect.
SECTION 4: Repealing Provisions. Ail ordinances or partS of
ordinances in conflict herewith are hereby repealed.
SECTION 5: Effective Date . This ordinance shall become
effective immediately upon passage,
