Minutes of the Library Board Meeting Held on Wednesday, April 2 , 2023, at 6:00 PM at City Hall Commission Chambers, 100 E. Ocean Avenue Boynton Beach, Florida PRESENT: George Feldman, Chair Craig Clark, Director Marcia Levine Jeannie Taylor, Assistant Director Margaret Newton Ace Tilton Ratcliff Lindsey Karten ABSENT: Nicole Prado Thomas Devlin I. Call to Order— George Feldman, Board Chair Chair Feldman called the meeting to order at 6:00 P.M. II. Approval of Minutes — March 29, 2023 Motion Mx. Tilton Ratcliff moved to approve the minutes. Ms. Levine seconded the motion. The motion passed unanimously. III. Correspondence and Communications Ms. Levine stated that she attended the Hester Center Senior Health Fair that the Boynton Beach Senior Center held with other Board Members, and that they took information regarding other City Boards and Departments with them. She said that it was great to represent the different departments in the City. IV. Public Audience (Individual Speakers Will Be Limited to 3 Minute Presentations) None. V. Chair's Report—Board Chair VI. Unfinished Business: Staffing Update— Craig Clark Meeting Minutes Library Board Boynton Beach, Florida April 26, 2023 Mr. Clark announced that they are recruiting to fill two vacant positions: a Librarian Archivist and a Senior Librarian. Career Online High School Program Update—Jeannie Taylor Mr. Clark gave the update, stating that there are 16 graduates and 16 students currently in the program, with five of them more than halfway complete. City Hall Signage for Library— Discussion Mr. Clark stated that he submitted a request for funding and the sign will be funded. He advised that he will work on the sign for the Library and Art and Cultural Center. Library Advisory Board Update to City Commission — Discussion to determine meeting date Mr. Clark commented that the City Commission decided that all advisory boards will provide an annual report at a City Commission Meeting. He explained that the report content has to be written by the Board, giving an overview of activities for the prior year and plans for the future. Chair Feldman suggested that the Board develop an outline and choose someone to make the presentation. Mx. Tilton Ratcliff noted that the liaison for another advisory board would be making the presentation for that Board, and she suggested the same be done with the Library Board, as the liaison has the best concept of what goes on in the Library Board Members could send Mr. Clark an email about what they discussed. Mr. Clark stated that he understood that the City Commission wanted the advisory board's perspective and he suggested that they include their last year's activities in the report. Discussion followed about what should be submitted for the report and about the purpose and mission of the Board. After further dialogue, it was decided that each member should provide their own personal input for the report and bring a summary of their thoughts and wishes and what they want to tell the City Commission about the Library, including likes, # dislikes,future projects and what they want to see. When the report is done,the members can decide on a date and who will make the presentation. Banned Books— Discussion Mr. Clark stated that he researched the issue and there is a report that banned books are on the rise, and there are a lot of censorship challenges that affect school libraries coming from the Governor. He commented that the only thing that affects public libraries, is when 2 Meeting Minutes Library Board Boynton Beach, Florida April 26, 2023 .................... a citizen wants to challenge a book. He said that if someone wants to challenge a book, they have to fill out a "Request for Reconsideration of Library Materials" form that is on the website, and he explained the process. He clarified that a disgruntled patron who goes through that process without their desired outcome can come before the advisory board and the Board would respond. Chair Feldman asked if school books were also in public libraries. Mr. Clark replied that of the 13 most banned titles, the Library has 77% of them available. Ms. Karten asked if they have had any requests for reconsideration. Mr. Clark responded that they had one 15 or 16 years ago and that the patron filled out the form and the book was left on the shelf. He said that some other libraries had challenges to books and Gay Pride displays. He announced that the City will have a display and that they are well prepared. Ms. Karten inquired who determines the display and for how long. Mr. Clark replied that they have a staff panel who determine what the different book displays will be for the year and that the Pride display has always landed on the list. VII. Now Business None Vill. Library Director's ReportiStatistics March 2023 Monthly Report Mr. Clark reviewed the Monthly Report detailing that there was a 52% increase in attendance from the same month last year. Chair Feldman asked about staff availability on the floor. Mr. Clark responded that any Library employee on the floor can help a patron. He explained that there are three Shelvers that were reclassed to Library Assistants. He pointed out that they are providing additional training for the Shelvers who can help serve the public a little more. Ms. Newton complimented the Children's Librarian, Sonja, and said she was fantastic. She stated that she was also working with Tiffany Marshall, the new Public Outreach Manager, who she also highly praised. Mr. Clark pointed out that tomorrow they are celebrating National Library Week. I . Announcements 3 Meeting Minutes Library Board Boynton Beach, Florida April 26, 2023 Next Library Board Meeting —May 31, 2023 Chair Feldman announced the next meeting. Mr. Clark stated that he would expect an email with comments for the presentation by the 10th and that he will contact the absent members to bring them up to par. Ms. Levine pointed out that First Friday is the 5th and that she will man the table and will have information about the various departments. Mx. Tilton Ratcliff commented that they may not be present at the May 31St meeting if a quorum is present. Mr. Clark will send out email reminders to the members. X. Ongoing Library Initiatives Pro rams the board oversees offers suggestions: Staffing Update Library Signage Banned Books Discussion Library Programs-bbflpl.libcal.com Career Online High School Program AmeriCorps Program ARPA Grant—Technology Training for Entrepreneurs and Career Advancement Summer Reading Club Holiday Food Drive—Friends of the Library and the City of Boynton Beach Dec 2022 Civil Air Patrol Hello Craig, Attached are some of my thoughts about the board and the annual report we'll be presenting to the City Commission: Per the by-laws, I believe that the Library Board currently adheres to the requirements set forth—generally speaking, the Board does not make as many decisions as, say, other Boards in the city do. The Library Director serves to present their monthly report and the statistics are accessible in our monthly packets. I think it's inarguable that the Library itself is doing an incredible, literally award-winning job. From Career High School graduates to increased visitors to a plethora of activities including writing, quilt-making, art, the Creative Edge Studio, and more, the Library is truly one of the best in the county. As a regular visitor to the Library, I see firsthand how involved the librarians and the staff are in their work and in encouraging the community. That work is reflected in the statistics, especially (as of late) the number of customer visits. I think the Board has been useful in places—I'm thinking specifically of reviewing and approving the Request for Reconsideration of Library Materials as policy in response to the governmental censoring that has run rampant over the last few years. I would be curious about seeing if there are places where the Board can take on a more active role—perhaps in handling specific problems or special projects, as noted in the by-laws. (I think having the Director's input here would be useful in order to walk the line between being practical versus creating an imposition upon what is already a functional Library team.) Otherwise, the Board is more a reception for information versus actively involved in furthering the Library's missions. I would like to improve the by-laws to insist that the Board Members at minimum have library cards/memberships, but also that there be some kind of requirement that the Board members also be involved in using the Library itself. It seems silly to have a Board who never even steps into the building, or remains unawares of what services the Library can provide as a result of their own disconnect. I'm not sure if there is a way to do this, but having the Board's Correspondence, Communications, or Chair/Committee reports reflect that action might be useful—say, one month the Board agrees to tour the Creative Edge Studio, one month we attend a class, one month we use some of the quiet study rooms, one month we attend a reading, etc., etc. I think that's all I've got for now; hopefully any of this is useful. Warmly, Ace Tilton Ratcliff I they/them The Boynton Beach City Library Board I was asked to convey my impression of the Boynton Beach Library Board and how it is functioning as it concerns the City of Boynton Beach Library and its service to the citizens of Boynton Beach, Florida, and the incorporated areas of Palm Beach County. I joined the board in December of 2022. Atmosphere: The City of Boynton Beach Library exudes an atmosphere of welcome,comfort, availability, proximity, and convenience for its patrons. Programs: I have been privileged to engage in several activities sponsored by the library.Some of the programs and sites are: The Children's Library,The Writers Corner Group, which, because of requests from the members, was moved from one evening a month to two evenings a month, and ad hoc meetings such as "Pages of Hope"—Mental Health Discussion book for May 2023. Public Access: The hours that the library is open for public use are very user-friendly for the library patrons, and the drop boxes for books that must be returned are in very accessible places. Aesthetically: This is a physically beautiful library that promotes calmness and learning. There are spaces for individual pursuits and space for groups to partake in reading or quiet discussions. Staff: I would like to commend the library staff for going above and beyond their stated duties. For example, my encounters with the person in charge of the children's library were extremely helpful and I am looking forward to continuing that relationship. Also, I must mention both the Director and Assistant Director of the library. They have set the tone for openness, while understanding that they have more than just one or two people to please. Conclusion: 1 would like to emphasize that I advocate a Library Board that helps to enhance and embrace the core services of the library. And,for me, the core service of welcoming community and community outreach is number one. This month we visited the Miami Maker Faire. We have attended the Orlando Maker Faire many times, but this was the first time that it looked like the event in Miami really came together in a way that looked like it would be worth attending. At the Miami Maker Faire, we met students at FIU's makerspace and learned about some new software. Prusa was also there, that is the brand of the new 3D printer we recently purchased. I chatted with them about the printer, learning more about its limitations. Miami-Dade Library was there showing off the Magic Leap, a type of Augmented Reality headset that we also have. I have trouble coming up with program ideas with AR and VR headsets, predominantly because it does not feel hygienic to me. I plan to reach out to Miami- Dade and find out how they are creating programs around this device. During routine orientations of the Creative Edge Studio, I never find people interested in using these AR and VR headsets. We plan to tour Makerspaces in South Florida to see what they have going on and their organization of the space. We feel this could be valuable to learn different methods of organization and structure within Makerspaces. It's interesting how the yearlong residents think because the Snow Birds left that my program ends until September.All in attendance were happy to know that regardless ofitnot being season, |will always hold classes! 4-Week Computer Literacy Series: oApril 13m nApril 37`» o may 4th o May 11m I feel like the group of people I have for this session is the best one I have had so far! There is a good mixture of young and old attendees, along with different demographics—three of my attendees speak Spanish, so they are helping each other when they don't understand what I said. I have a young man (18)from South Africa who is very motivated to learn about the computer. He told me that he plays video games, so he knows a little bit about the computer, but not enough to understand it on his own. He is a fantastic person to have in the class, he is so patient and he helps the older patron that sits next BOYNTDNBEACH CITY LIBRARY MONTHLY REPORT—APRIL 2023 to him.Also, despite only holding two classes so far, I have had 100%attendance both classes,which has never happened since I started these four-week sessions. 31 One-on-One appointments: I meet weekly with a local author to help her with tech questions.This month she was preparing for a virtual lecture on her book. We worked on a PowerPoint presentation and I showed her how to use Zoom.We went over making sure how to open up Zoom and make sure her camera is working.The morning of the lecture,she called me in a panic—her WiFi was down and she didn't know what to do. I told her to come to the library and I'll let her use my office for the program.She came by and we sat in my office as she did her lecture. It went off without a hitch! The lecture was about 45 minutes long, and in the end, she was so grateful that I was able to accommodate her. An older gentleman came for my help creating a logo for his company. He is a Hydrogeologist, Innovator and Engineer and he wanted a logo that encompassed his work.We used Adobe Creative Cloud Express to create the logo. I was able to download the logo for him and put it on a USB drive for him.We then went to Canva and created business cards for him.After the creation of the business cards, I was able to print a set of cards for him. (Since the CES is no longer offering business card printing, I was given permission to print off one sheet per patron who comes to me with help with their business cards.) I was introduced to a mother of three who is going through medical school to become a labor and delivery nurse, however,she has been doing her school work on an iPad and she couldn't make sense of the website on her laptop,since it looks completely different.We went over the website together—it is called canvas.com (NOT Canva.com). I showed her how to submit her homework on the site and how to reply to comments in her account.We scheduled another appointment just in case she needs more help or has any other questions. Other Notes: I am no longer going to hold classes about MS Publisher.The last class I held in April made me realize that there are better programs out there to create designs.The two people that attended agreed and we ended up going over Canva and how to create a flyer on Canva instead. On Monday, March 24th, I was contacted by the program director at Carlisle in Lantana. She heard about my tech talks and was wondering if I would be able to hold a tech talk at their facility. I called her back on March 28th, I had to inform her that I am not able to go to their facility since they are located in Lantana. Instead, I offered for them to come to the library and we can set up a private session for the Carlisle residents once or twice a month.The program director told me she will call me back to try and set that up. I am still waiting for her return call. This month continued to stay busy with the "regulars" coming in as well as new students.This program continues to be loved by many parents and students and everyone who comes finds it very helpful. I believe the impact will still be great with the Florida State Testing coming up. The children and youth have not only connected to me, but have loved having Miss Sarah, a fellow AmeriCorps member, come in and help. It has been helpful for both me and them, especially if miss a day. The reading and math subjects have gotten stronger in all of the children. The donated books and flashcards have been helpful, but I believe that I have finally understood how the kids learn, so it makes it much easier for me to help them. It feels so fluid and adaptive and has been going very well. The librarians and front desk workers have continued to be very helpful if I need anything and constantly support me with the children. Kids are starting to see BOYNTON BEACH CITY LIBRARY MONTHLY REPORT-APRIL 2023 summer break ahead and I know that distraction will only make them want to do homework less, but every student I have is a hard worker and wants to get better. They have continued asking for extra worksheets and math exercises in order to feel more confident and it has been great to see. I already know I am going to miss all of them, I have loved this service. There were 52 children and youth who came into the library for tutoring in April. Most children come in 2-3 times a week with a couple coming all 4 days for extra help. There were 10 new students, which is the most we have had in a while, with the other 42 being"regulars" who have loved the program for years. Many of the new students are younger kids who want to keep practicing what they have learned. Other new students have bee those who have final projects coming up and need more help with those as well. Third grade is the most common grade of the students who come here with 16 of them being in third grade. There were also 7 kindergarteners this month and 11 first graders. Only one middle schooler;this program continues to be very popular with elementary age children over the middle school and high school range. The most popular subject served here is math, but many children now are asking for help for both math and reading. Many of the younger children have packets of both that they need help on. Reading comprehension has also continued to be a popular subject that parents would like their children to work on, so that has been fun to help with as well. Overall, April was a great month for the AmeriCorps tutoring program at the youth library. I love working with the children, they are all so fun and they are starting to love to learn. The children that come in every day are starting to really trust me and it has been very rewarding to see that. I know May will be filled with state testing and final projects so I am looking forward to what comes with that. This month, myself and the Studio Assistant took vacations and still managed to pack our schedule full of Studio appointments. started handling Studio Orientations differently starting this month. They were conducted as a program, registration required, maximum of four people per orientation session. The intention was to conduct two orientations a month, reaching eight people, once orientation is complete,they can then make an appointment to start projects in the Studio. I decided to handle appointments this month after getting numerous complaints that it is very challenging to make appointments in the Studio. I also added a new restriction for how many Studio appointments an individual can make. The new restriction and approach to conducting orientation has helped a lot. I have had patrons tell me how much easier it is and therefore less stressful. I have also been promoted to Senior Librarian of Customer Relations. The Studio will see a reduction of use as I make the transition out of the Studio and to the Senior Librarian position. The Studio Assistant will continue to handle regular appointments until a new Digital/Maker Librarian is hired and trained. I have had over 5 people in every single session in May.A lot of attendees are just showing up but luckily I recognize the majority of the ones that just show up for the class. Holding the Tech Talk at the front really helps promote the class. I usually start sitting in the pop up area around 9:30a and twice just sitting there waiting for others to show up opened up a conversation with afew patrons just passing bythat look atthe board. The May 1 11h class had 10 attendees! I had to pull up a few extra chairs but the entire group was very curious about the iOoud. 29 One-on-One Appointments: The month ofMay was avery fulfilling month mf1:1's. At the very beginning of the month, I was approached by a young man who just came from Bangladesh to pursue a career here in the US. He needed assistance with a resume,since he was not familiar with the proper lay out since this was his first time in the United States.We went over his CV,which was incredibly impressive! HeisaGIS Officer and UAV Pilot who spent time in Haiti after the earthquake. His job was to map out the land and all the destruction.After his job in Haiti, he went to Bangladesh to help map out the land and use drones to get arial shots. His experience was truly inspirational. After we went over his resume,we talked about interviewing skills and what to expect with interviews in the US. I showed him behavioral interview questions and STAR Method BOYNTONBEACH CITY LIBRARY MONTHLY REPORT—MAY ZOZ3 | interviewing.Two weeks later, he came back to my office to tell me he did his interview and he is now 3 of 20 that were offered the job. He also wanted help formatting an email to his prior employer in Bangladesh. He said his English was not that good (I found out he only started learning English about six months ago!), but I had to reassure him that his mastery of English was amazing and that he was easy to understand. I haven't seen him since then, so I am going to assume that he got the job! May 17th,a gentleman came to my office asking for help filling out an application.After going over exactly what he needed, I was able to find out that he was actually a CDL truck driver and he was going through a recertification and needed help navigating the website. I was able to show him the site and what he needed to do.We started going over the recertification process and it became evident that he knew all the information and all the answers but he had very poor reading comprehension.We ended up spending three and a half hours going over the entire recertification course. I sat and read each question out loud and he was able to answer the questions before I even finished the question. He obviously knew the content; he knew his job and everything necessary to drive a large truck, he knew all the answers, he just couldn't read to comprehend—he did know how to read, but when it came to answering long winded questions he struggled. He passed the recertification course and I printed out his certificate on some nice premium laser paper. He left with a huge smile on his face and renewed hope. He told me he has been trying to get help with the course for a few months and the deadline for completing the course was the next day and he was getting very anxious about completing the course. I told him to come back whenever he has time to let me know how he is doing. Other Notes: I started my new schedule this month. I am now working Monday—Thursday,8a—7p. Since starting this new schedule, I am able to see more patrons for one-on-ones. I have about four regular patrons that come in once a week for tech assistance. With this new schedule, I am able to fit in more individual session. In one week, I was able to meet with 5 NEW patrons in just one week as opposed to the normal 1 or 2 new patrons in one week. I noticed that Monday mornings are very quiet and I rarely get anyone scheduled Monday morning, but Thursdays after 5pm have been packed with new appointments. Once again, my Canva class had an extensive waiting list and two of the eight registered did not show up. My new plan with this class is to hold it once a month until the waitlist dies down a little. Tiffany Marshall and I have been trying to coordinate a date and time for me to hold some tech sessions at the Boynton Beach Senior Center.We are still working out the details with Brenton Rolle. Stephanie Soplop,the ADA Coordinator, informed me about a free webinar about creating PDF fillable forms.
