Ocean Avenue Boynton Beach, Florida, on Monday, June 5, 2023, at 2:00 P.M. PRESENT Sandra Watson Brent Rolle, Board Liaison James Czizik Mary DeGraffenreidt, Recreation Manager Thomas Devlin James Watson, Alternate ABSENT: Christina Charles Ann Cwynar Marcia Levine Reena Gallagher, Alternate I. Call to Order Chair Watson called the meeting to order 2:04 P.M. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Attendance Roll call was taken. A quorum was present. IV. Approval of Agenda a. Additions, Deletions, Corrections Chair Watson added to XI. New Business, Item 3, The Grand Family. b. Adoption Vice Chair Czizik moved to approve the revised agenda with the addition of The Grand Family. Mr. Devlin seconded the motion. The motion passed unanimously. V. Approval of Minutes VI. Public Input (Comments limited to 3 minutes and 1 Turn) Meeting Minutes Senior Advisory Board Boynton Beach, Florida June 5, 2025 VII. Unfinished Business Chair Watson stated that the Board was previously trying to revise the Ordinance, and that she received an email from the City indicating that they were doing the same. She noted that when the Board made their presentation to the City Commission, it was mentioned that they are trying to change the Ordinance, so that each Board is not mandated to do certain things, and that the Boards could undertake other tasks they may want. Mr. Rolle mentioned that not all the liaisons were contacted and that the process has not been tasked to this Board. Mr. Devlin commented that the City contacted him about the matter and that he mentioned that he sent revisions to Mr. Rolle, which he also forwarded to the Assistant City Manager and understood that they would try to incorporate them. Chair Watson said that the City may be waiting for all the advisory boards before making any announcements. She thought that they should table this item until further notice and jot down ideas for the Board in the meantime. Vice Chair Czizik stated that he was also contacted and that the time line that the Board put together to discuss the eight duties, was not in keeping with what the staff was trying to accomplish. He said that they left a lot of options off the table for the Board. VIII. Presentations to the Senior Advisory Board a. Kathryn Powell, Legacy Corp Program Director of Morse Life Health System Kathryn Powell, Legacy Corp Program Director, spoke about a new program: The Seniors Helping Seniors Companionship Program. She explained that it is part of a Federal program, and that they are recruiting members to provide socialization and transportation services to seniors that need to go to places like doctor's offices, grocery stores and other locations. She said that ideally, they are looking for individuals aged 55 and older who can volunteer 10 hours per week. Ms. Powell explained how the program would work and stated that volunteers can receive a monthly living allowance, mileage reimbursement, and an educational stipend, which can be transferred to a student 18-years old or older. She noted that there is paid training, and that the volunteer should try to adhere to a consistent schedule. She explained how their clients are obtained. Rick Carr, City resident, asked if a team member can use the educational points for a vocational education as opposed to a college education. Ms. Powell responded that she understood it could be applied to any public or private school that accepts the scholarships or grants, and she agreed to follow up. 2 Meeting Minutes Senior Advisory Board Boynton Beach, Florida June 5, 2025 Mr. Devlin asked if tuition would be reimbursed. Ms. Powell said that she did not know, but that she will follow up. She thanked the Board and left flyers and information for the members. IX. New Business 1. Father's Day Luncheon Information Mr. Rolle said that they are conducting marketing outreach. He explained that once the Ordinance tasks are set, they will expand their contacts to the Board, and the Board's contact list to the City's Marketing Department, to email information to get the word out to the general public about senior helpful to seniors. Mr. Rolle also announced that the Father's Day Luncheon is open to everyone and that the registration deadline is the 12tH 2. Marketing Activities and Information to the Seniors in the Community Chair Watson stated that she met Ms. Powell at a social worker luncheon and she asked if they can work with staff to secure a location for the Morse Life training, Mr. Rolle stated that if they wanted to offer this training, staff would be in touch with Morse Life. Brief discussion followed about the process to secure a training location, and it was mentioned that the Board's request would need to be made in writing. 3. The Grand Families Chair Watson introduced a program called The Grand Families, that is offered through a mini-grant from Healthier Boynton Beach. She said that the program is for grandparents who are helping to raise their grandchildren. She elaborated that she was working with the Sims Center to try to meet twice a month and she thought that they could publicize the program to help provide grandparents with a social outing, to obtain some relief and to talk to case workers. She said that the program is through Morse Life. Mary DeGraffenreidt, Recreation Manager, stated that in order to use the Carolyn Sims Center, she will have to write a Facility Use Agreement for Morse Life. She stated that when bringing in outside organizations, the organization needs to have general liability insurance to accompany the Facility Use Agreement, and then she would submit it for approval. She announced that the City is hosting a Juneteenth Event on Monday, June 19th, at Sara Simms Park. She said that they added a Whose Bad BBQ Contest component to the event, similar to a Pit Master Competition, and there will be children's play features ,activities, health and community vendors, food trucks and a lot of live entertainment, including gospel to youth and cheer performances.
