Minutes of the Library Board Meeting Held on Thursday, July 26, 2023, at 6:00 P.M. At City Hall Commission Chambers 100 E. Ocean Avenue, Boynton Beach, Florida .. ABSENT: Thomas Devlin 1. Call to Order— George Feldman, Board Chair Chair Feldman called the meeting to order at 6:01 P.M. Self-introductions were made. A quorum was present. II. Approval of Minutes —June 28, 2023 Motion Ms. Karten moved to approve the minutes. Ms. Levine seconded the motion. The motion passed unanimously. III. Correspondence and Communications IV. Public Audience (Individual Speakers Will Be Limited to 3 Minute Presentations) None. V. Chair's Report— Board Chair Chair Feldman spoke about ongoing activities on the second floor, noting that there are a lot of classes taking place. VI. UnfinishedBusiness: Staffing Update— Craig Clark Meeting Minutes Library Board Boynton Beach, Florida July 26, 2023 Mr. Clark announced that there are two Librarian vacancies, and that one of them, the new Archivist, will start August 215t, and that staff will be interviewing for the Digital Librarian position next week. He advised that when filled, the Library will be fully staffed. Career Online High School Program Update—Jeannie Taylor Jeannie Taylor, Assistant Library Director, stated that the program has two more graduates and that they will announce one or both of them at the next City Commission meeting. She said that, to-date, there are 18 total graduates. (Mx. Ratcliff arrived.) Library Advisory Board Report to City Commission — Discussion Mr. Clark commented that he added a paragraph to Ms. Newton's portion of the Library Report to talk about the ARPA Grant that paid for classes. He noted that 126 classes were offered to the public, 369 patrons participated in them, and that there were 209 one- on-one sessions hosted to-date. Motion Chair Feldman moved to accept the report. Mx. Ratcliff seconded the motion. Chair Feldman announced the report was accepted. Mr. Clark displayed the Recreation and Parks Board presentation that was given to the City Commission, to provide the members with an idea of how their presentation would be handled. He said that the Report is the back-up to the presentation, as Library staff will create a PowerPoint Presentation to accompany the report, and that the presentation will be viewed at the next Library Board Meeting. He said that if approved by the Board, he will request that they make their presentation at the December City Commission Meeting. There was agreement Ms. Levine would make the presentation and if not, Chair Feldman would. As a last resort, Mx. Ratcliff agreed to make the Presentation. VII. New Business 2023-2024 Library Budget Request Mr. Clark stated that Tiffany Pagan, Assistant to the Library Director, has handled the budget for them and would review it with the Board. She said that she has worked at the Library since she was a high school senior, 20 years ago. She reviewed the overall budget:$2,584,135 and of that $2,178,749 is personnel, salaries and benefits. The operating budget, which includes travel, utilities, office supplies, databases, is $295,386; and cap expenses, which include the print books, DVDs, audio books and any physical material at the Library) is $110K, which is the same as last year. She mentioned it includes their magazine subscription to WT Cox, which is a one stop shop. She said that staff picks their subscriptions and they handle them through the individual publishers. She advised that the budget decreased half a percent. (Chair Feldman left the dais at 6:26 P.M. and returned to the dais at 6:27 P.M.) Ms. Pagan commented that they apply for Library State Aid each year, but LSTA grants were not available last year or this year. She pointed out that they are always looking for grants, which was how they funded the Creative Edge Studio. She also thanked the Friends of the Library, as they donate fund to youth programs, and their book leases, which is when there is high demand for a new title, they can purchase multiple copies, and keep 20%of what they order and return the rest, which allows the Library to keep up with supply and demand. She said that the Friends of the Library donate about $34K, which supports the Summer Reading Club, and helps pay for vendors, program supplies and entertainers, and that it helps with prizes for the Adult Reading Club which is held January through March. She mentioned that they could not have the children's programs they do without them. Vill. Library Director's Report/Statistics June 2023 Monthly Reports IX. Announcements Next Library Board Meeting —August 30, 2023 Mr. Clark stated that usually they skip the August meeting, and they merge the November and December meetings, due to the holidays, to the first Wednesday in December. There was agreement to meet in August, but not in September, and combine the November and December meetings, and meet the second Wednesday in December which is the 13th. Mr. Clark stated that he will apprise the Board of the Report Presentation date. X. Adjournment Motion There being no further business to discuss, Chair Feldman moved to adjourn. Mx. The meeting was adjourned at 6:32 P.M. 1 a f kw LI ka-,J�- Catherine Cherry Minutes Specialist 3 Library Advisory Board Annual Report to City Commission 2023-2024 Florida Library Association's 2022 Library of the Year The Library Advisory Board is proud of represent our Library as the number one library in the State of Florida. As a board, we were only indirectly involved in this honor, but recognize how and why this honor happened. Our Director, Craig Clark and his team have given us the ship to ride on with smooth waters below and the future clear with ideas and initiatives on the horizon. We will try to explain what we do as a board and how we want to influence with new ideas and programs supporting our City. Career Online High School The Boynton Beach City Library offers a Career Online High School program to earn a fully-accredited high school diploma along with a career certification. The requirements are that they have a library card, are 19 years of age or older, and that they pass a two- week pre-requisite course. The program is online learning and students can work anytime that is convenient for their schedule. Students are allowed up to 18 months to complete the diploma credits. Previously earned high school credits can be transferred in to help students finish sooner. Diplomas have been earned by 18 people since the program began. There are currently 12 students working in the program. This program has not only changed lives in our community but has also contributed to our local economy. Collection Development Policy & Library Bill of Rights Given the recent hot topic issue of challenging books for censure or removal, at the Library Director's suggestion, the Board unanimously approved a Collection evelog ent Polio, which is accessible through the City's website. The Collection Development Policy is a guide that clearly establishes the responsibilities of the library for collecting, acquiring, organizing, and retaining materials within the Collection. The Policy clarifies that the main goal of the Library is to "provide a broad and balanced collection using the space and resources available" by building collections that are "responsive, relevant, and inspiring for the community." Perhaps most importantly, the Policy notes that the Library upholds the right of the individual to secure information that presents a diversity of viewpoints, enabling citizens to make informed choices in a democracy. The Policy clarifies that the Library takes a neutral stance on the material in its collection, neither approving or disapproving. The Library values intellectual freedom and strives to provide equitable, diverse, and inclusive materials and services. The Library also upholds the right of the individual to secure information, even if that content may prove to be controversial, unorthodox, or deemed unacceptable by certain individuals. Of utmost importance in selecting the material for the collection is its merits and use in serving the needs of the community, remembering that the community is made up of patrons of all ages, backgrounds, interests, education, and opinions. The Collection Development Policy clarifies the responsibility for the Library's selection of materials, how suggestions may be made for purchase, and clarifies the standard of selection criteria for inclusion in the collection. The Collection Development Policy covers gifts, donations, independently published materials, and displays. The Policy clarifies the format of included materials as well as the ways the collection is separated (i.e., the Adult Collection, the Juvenile Collection, the Periodical Collection, etc.) The Collection Development Policy also lays out the Library Bill of Rights, an unambiguous statement clarifying the basic principles that govern the service of all libraries as forums for the exchange of information. The Library Bill of Rights was originally adopted by the American Library Association in 1939 and amended multiple times throughout the years. The Library Board also unanimously approved a process for patrons to request a reconsideration of Library materials. Paperwork is accessible through the City's website. Paperwork must be filled out in full and submitted to the Library Director for consideration. As of June 19, 2023, no requests for reconsideration have been filed. Summer Reading Club Program The Summer Reading Program is a public library initiative that encourages young readers to continue to read through the summer, even when school is out. Young readers include kids aged 5 to 12 years and teens aged 13 to 17 years. Parents can also sign up their "pre-readers" so long as they track the read material. Readers can sign up in person or online and the goal is for readers to keep a log of the title and author of any books read through the summer. Books include a broad definition, from school texts to audiobooks and comic books—so long as they're reading, it counts! Book Logs are provided for readers who register at the Library or online, though regular paper can be used as well. Logs must be turned in by August 4. Kids who complete the Program will earn a prize and teens will be registered for a prize drawing. The Friends of the Library provides support to the Program by paying for the prizes. This year's Summer Reading Program began with a kick-off at the Library on Saturday, June 3 from 10 AM to 2 PM. The kick-off included crafts, a magician, and face painting. The kick-off was well attended, with 300 people attending and 150 young readers signing up for the Program. Adult Reading Club Program The Library's Adult Reading Club focuses on keeping adults interested in reading and involved with the Library. This Reading Club, which meets from January through March to include our Snowbird population, has been going strong for about 15 years. Members read books of their own choosing. This year the library registered 120 library patrons in the program. Each participant that completed the program each received a library branded insulated cup. Public Technology Training Program In 2021, the library received an ARPA grant in the amount of $93,084 from the Florida Division of Library Services state grants program. With those grant dollars the library was able to hire a part-time Public Technology Trainer. Brianna Tabil was hired in February, 2022. Brianna quickly designed and began teaching a very robust training program that includes classes about Small Business Resources for Entrepreneurs, Microsoft Word, Excel and PowerPoint, Protect Yourself Against Scammers, Spammers, Hackers just to name a few. Thank you to the City Commission that unanimously voted to make this position full-time October 1, 2022. This fiscal year 126 classes have been offered to the public with 369 library patrons attending those classes. Ms. Tabil has provided one-on-one assistance to 209 library patrons as of July 26, 2023. Margaret Newton, Library Board Member, has participated in several public technology programs and nonpublic technology programs sponsored by the library. Some of the tech programs include What is a QR Code? Cutting the Cable Code, and information on ChatGPT. She found that the public technology offered by the library has enhanced her technical knowledge and has opened an awareness of resources that she did not know existed. Ms. Newton was especially interested in the ChatGPT instruction that introduced her to Virtual Assistant Gal Friday. She is also looking forward to "Using Al" (artificial intelligence) to help you answer questions. The wide variety of public offerings concerning the public technology Training sector that the library is making available to its citizenry ensures a well-read, well-equipped, well-maintained citizenry as we continue moving into the 21 st century. Ms. Newton is one individual among many who is privileged to utilize the public technology training offered by the library. However, this library's offerings indicate a knowledge of not just the present-day newspapers, articles and the books, etc. that are a normal offering of a "normal" library. There is an understanding that this City library is more than just a holder of knowledge in many forms. This library embraces the concept of information innovation and using innovation philosophy we will continue to school each other as we maneuver ourselves into a world or worlds of knowledge that are yet unknown to us. From Facebook to Power Point, to QR Codes, to Cutting the Cable Cord. Ms. Newton stated, "Please keep leading the technology way and we will happily, not just gratefully follow." Banned Books Discussion On October 26, 2022, Craig Clark, Library Director, and Lindsay Karten, library board member, attended BANNED BOOKS. 1St Amendment and Legal Limits to the Freedom to Read, presented by the Lawyers for Literacy Committee. The panelists speaking at this "lunch and learn" presentation included Sean Fahey, Esq., an attorney for the Palm Beach County School Board Attorney and James Larson, an Intellectual Resources Manager at the Palm Beach County Library System. At the October 26, 2022, Board meeting Ms. Karten discussed with the Board some of the topics addressed at the Banned Books presentation. First and foremost, no books have been banned to date. The "banning" of books would entail the suspension of book sales via online and in- store purchases. The term is not meant to describe the prohibition of books at public and school libraries. The Palm Beach school district has had a few incidents of parents complaining about the content of the books in the school libraries. The books in public schools are divided into categories based on elementary, middle, and high school levels. If there was a complaint, called a "challenge", that a book was developmentally or otherwise inappropriate, the palm beach school district reviews the challenge. Based on the outcome of the school district's decision, the book would either stay at the current school library or the book would be moved to the middle or high school library. The board discussed whether any book removal requests have been made to our library. Mr. Clark reported one complaint that did not lead to any further complaints or action. Most Library Board members were concerned about the restriction of books in numerous county and school libraries through Florida. Civil Air Patrol Programming & Exhibit As it was the 80th anniversary of the Civil Air Patrol, The board appreciated that the library's collection already included 2 copies of "Puddle Jumpers of Palm Beach" documenting the origins of the Civil Air Patrol. Additionally, staff created a Facebook post highlighting the 80th anniversary, the CAP and the Availability of the DVD. Even Further upon a suggestion the library curator created a full display case depicting the origins Palm CAP artifacts obtained from several sources. Also posted on Library Facebook page. This was just one of the several displays of local historical figures and events last year. Finally, upon suggestion and recommendation of the board, staff registered as CAP Aerospace Educators to obtain available free STEM to use in Library Youth Education. The first STEM kit ordered was the Sphero BOLT Programmable Robot and a Sphero Code Mat. Signage for the Library on City Hall Building It was brought to the board's attention from several of our neighbors that it is difficult to find the library. It was very easy to find the library had its own building. The library lost more that half it's patrons when it moved to the temporary site during the city hall construction due to people unable to locate the temporary site. Today, library patrons still complain there is no signage on the City Hall building stating that the library is located inside. The library consumes close to 50 percent of the City Hall building. Believe it or not there are still many people that do not know the library is here. The library advisory board has discussed this issue many times and recommended that signage be added to the current City Hall building so that people can find us. Library staff still receive multiple calls on a weekly basis asking, "where is the library located?" The Library Director has been in discussions regarding library signage and stated that the city has set aside funding to make this happen. We would truly appreciate getting the signage installed in the near future. I am trying to get Customer Relations staff in the habit of walking around more frequently, and walking all the way into the cubicle study rooms where people are able to sneak food. The community puzzle has been great fun. It has been a source of engagement for the greeter. Once this puzzle is complete, we will move on to a different display that I hope is equally engaging. Traffic has slowed significantly as we are still waiting to hire someone new for the job. In July I held no appointments. I assisted as needed. Sewing continues to be incredibly popular. I have decided to start separating those appointments so the distinction can be made. I actually requested the sewing program be pulled for the e-newsletter because it was becoming overwhelming for the Studio Assistant. She has revised the beginner project. With feedback from the attendees, she has simplified the lesson and removed the hand stitches. All programs have had full registration with a waitlist. It seems to be an ongoing struggle to get a full class, even with full registration and a waitlist. July 20`h—Computer Lingo 102 *continuation of Computer Lingo 101 from June 15`h Tech Talk* July 27`h—Using Al to help you answer questions. 38 One-on-one appointments: I assisted a patron in creating multiple logos for his company, his friend's company and for an event he is participating in. We used Canva.com to create these logos—we also worked on a signature for his emails. I helped an older patron learn how to upload images to Facebook using his phone. We went over privacy and security on Facebook, and I showed him how to send messages to his daughter who lives in another country. A regular patron of mine came to me to learn how to use 2FA apps (2-Factor Authentication). I showed her how to use her phone and how to access the 2FA features in her email and on her phone. I was approached by a nurse who needed help updating her resume.We made an appointment, and we managed to put together her resume and fill in the work gaps that she had. I printed out her resume on nice card stock and sent her a copy of her resume through email so she can access the file quickly. I haven't heard back if she got a job,yet. Other Notes: I attended a virtual class put on by the Palm Beach County Library System on July 18`h, called "Identifying AI-Generated Content"—unfortunately,the class wasn't very informative. It did give me some good ideas for holding my own AI classes. I have been dealing with an increase of people registering for classes but then not showing up. It's getting worse—if you look at the attendance for the Basic Excel Formulas Everyone Should Know,you'll see there was a waitlist with 11 other people and only 6 showed up—two of those that showed up were actually on the waitlist and decided to come to the class anyways. It is very frustrating and I am at a loss as to what to do to ease this issue.
