86-BBBBA RESOLUTION OF THE CITY OF BOYNTON BEACh{, FLORIDA AMENDI~G RESOLUTION NO. 86-SSS WHICH ADOPTED THE PAY PLAN FOR 8'6/87. BE IT RESOLVED BY THE CITY COUNCIL~ OF THE CITY OF BOYNTON BEACH, FLORIDA: That the municipal employees' pay plan be amended by the attached pay matrix which supercedes the previously adopted pay plans A & B by ½% and deleting plan C to be effective October 30, 1986. That the following pay-grades are hereby amended, as follows: Payroll Clerk Grade 23 Data System/Records Clerk Grade 21 That the following position is added to Pay Plan B Project Manager Grade 34 That the job description for Project ~mnager is hereby attached and approved making it a part of the City's pay plan. The employee coordinates with City Departments, architects~ engineers, surveyors and contractors. Work involves the exercise of considerable independent judgement and technical decision making. Work is reviewed by the City Manager or his representatives through conferences and evaluation of reports. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustrations of the various types of work performed in this position. Performs all necessary tasks related to project and contract mana- gement. Studies structural plans of projects to be built and consults with professional staff to become familiar with plans, projected time schedules, designs, ~uality~ priorities and cost. Conducts relocation planning and move coordination with all City Departments. Checks materials received to ensure receipt for payment approval~ and to ensure compliance with reouired specifications. Reports project status and progress on a daily basis. Prepares and submits written reports as reuuired by the City Manager or his representative. Maintains detailed records related to all construction projects and existing facilities. Visits project work sites and all City facilities regularly to be aware of all activities. PROJECT MANAGER (Cont' d) Performs life-cycle costing analysis and exercises project cost control through recommendations for changes in design and/or material which would result in cost savings~ while maintaining project ~uality. Assists Building Maintenance Division in establishing material requirements, preventive maintenance programs, energy management activities, and budget preparation. KNOWLEDGE, ABILITIES AND SKILLS Thorough knowledge of modern methods, practices and procedures for facilities, design~, construct~on~ maintenance and security. Knowledge of the southern and Standard building codes and all City building codes and ordinances. Knowledge of local government operations and fiscal management. Knowledge of the principles of building systems engineering and energy management. Ability to devise, plan implement and evaluate programs and projects, and to supervise the work of others in pursuit of their accomplishment.~ Ability to utilize microcomputer-based work order tracking and maintenance scheduling programs and procedures. Ability to interpret building plans~ specifications and contracts pertaining to municipal building projects. Ability to establish and maintain harmonious working relation ship with the architect, contractor, sub-contractors, general public and co-workers. DESIRABLE EXPE~!E~C~.~ND TRAINING Graduation from a standard high school or trade school preferably with advanced training in construction or related field and ten year's progressive experience with emphasis on commercial or industrial fac- ilities project management and constructions:supervision. Two or four- year college degree in business or public administration or construction industry administration~': and local government experience preferred. Florida General Contractor's License preferred. Must possess a current valid Florida drivers license.
