Once the plans are found to be acceptable, the City Engineer or designee shall issue a written statement of technical compliance, and notify the applicant of any fees and surety. b) Obtain and submit a copy of all applicable permits from outside agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM) and any others, shall be provided. c) Dedicate to the city any easement(s) that city deems necessary for public services and said dedication shall provide that developer and/or owner shall hold city harmless for any of its acts performed within or abutting said easements if any loss or damage is caused to abutting X property. d) Submit a S&S cost estimate to include quantities and unit cost for both the onsite and offsite improvements for paving, grading, and drainage. Note: Water and sewer fees and surety shall be computed and collected separately by the Utilities Department. Site permit fees shall be computed and collected separately by the Building Department less the fees associated with the Land Development Permit. e) Remit payment of Engineering Division review and permit fees based on the cost estimate of a duly licensed professional in the State of Florida. (LDR Ch. 2. Art. III. Sec. 3). f) Provide a surety in compliance with LDR Ch. 2. Art. III. Sec. 6. in the amount of 110% of the engineer's certified cost estimate. Surety for required utility system improvements shall be coordinated directly with the Utilities Department. g) Schedule and attend a pre -construction meeting with the City's Engineering Division held jointly with the Utility Department. Prior to the pre -construction meeting, submit copies of the X required shop drawings as approved by the Design Engineer. 6. Prior to the pre -construction meeting, the contractor shall provide the city with detailed construction mitigation plans. All construction activity regulated by the LDR shall be performed in a manner so as not to adversely impact the conditions of adjacent properties, unless such activity is permitted to affect said property pursuant to a consent granted by the adjacent property owner, under terms or conditions agreeable to the adjacent property owner. This includes, but is not limited to, the control of dust, noise, water or drainage runoff, debris and the storage of construction materials. (LDR Ch. 2. Art. III. Sec. 3.D.3.) Impacts on businesses, public inconvenience, disruption to multi -modal and vehicular/pedestrian travel on roadways/sidewalks in the vicinity of construction shall be minimized. Prior to a Certificate of Occupancy: a) The engineer of record shall certify in writing that the required improvements were installed under his responsible direction; that all improvements conform with the approved civil engineering drawings, and all laws, regulations, codes, and ordinances. In addition, the applicant's engineer of record shall submit tests and reports (concerning the work and materials used during construction of the required improvements), in addition to as -built drawings on a high- quality time stable reproducible material showing the original X design as compared to the actual finished work. It is the applicant's responsibility to ensure that the application requests are publicly advertised in accordance with Ordinance 04- 007 and Ordinance 05-004, and an affidavit with attachments X (ownership list, radius map, and copy of mailing labels) is required to be provided to the City Clerk and Planning & Zoning one (1) week prior to the first public hearing. 9. Approval of the Site Plan and Conditional Use application does not grant approval of the proposed signage. The property owner must secure Building Permit approval for the signs depicted on the X Preliminary Mater Sign Plan (PMSP-1), including the Eco Mint Carwash logos shown on the building elevations (A-1). 10. At the time of final inspection, staff may require additional vegetation to screen the overhead door from view of the right -of- X way. 11. The parking spaces located along the east property line shall X include a two (2) foot overhang in lieu of wheel stops. 12. The detail/working spaces must be clearly striped with the same angle and dimensions as approved and depicted on the Site Plan X (PSP -1). A maximum of 9 vehicles may be detailed simultaneously. To maintain vested status, a building permit must be secured or an extension applied for before the expiration. A copy of this Development Order, including these conditions, must accompany the submission of the fully amended site plan set. The person managing your permit applications should be made aware of any additional documents and any third -party letters listed in the conditions of approval that need to be submitted with your permit package. In order to mgate any parking impacts to the residents, the proposed site plan provides a 41' rear setback, inclusive of a 12'Type2 landscape buffer with a maximum 2'ht. berm and 6'ht. buffer wall. The applicant has proposed perimeter LED lighting (with light cutoff at the property line) throughout the proposed development, which is anticipated to reduce glare and promote traffic safety. 3. Additionally, it provides commercial services, which support the resident and visitor populations as well as creating employment opportunities for the adjacent residential community to the south.
