If no quorum is established within fifteen(15)minutes of the noticed start time of the meeting,the City Clerk or designee will so note the failure to establish a quorum and the meeting shall be concluded. Board members may not participate further even when purportedly acting in an informal capacity. Speaking at Advisory Board Meetings: The public is encouraged to offer comment to the Advisory Board at their meetings during Public Audience,and on any regular agenda item,as hereinafter described.City Advisory Board meetings are business meetings and,as such,the Advisory Board retains the right to impose time limits on the discussion on an issue. • Public Audience:Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Advisory Board-Time Limit- Three(3)Minutes. • Regular Agenda Items:Any citizen may speak on any official agenda item(s)listed on the agenda after a motion has been made and properly seconded-Time Limit-Three(3)Minutes. Addressing the Advisory Board:When addressing the Advisory Board,please step up to either podium and state your name for the record. Call to Order Chair Mondello called the meeting to order at 6.36 p.m. II. Pledge of Allegiance III. Roll Call Roll was called and a quorum was present. IV. Agenda Approval — June 26, 2023 Chair Mondello requested to add Ms. Castillo under Unfinished Business. Motion was made by Ms. Pandev, seconded by Vice Chair Pierce-Roe. In a voice vote, the motion passed unanimously (4-0). V. Approval of Minutes — May 22, 2023 Motion was made by Ms. Pandev, seconded by Vice Chair Pierce-Roe. In a voice vote, the motion passed unanimously (4-0). VI. Unfinished Business Luci Castillo, Boynton Beach Marketing Manager for the Boca Raton Chamber introduced herself. She reviewed their mission and said she is there to reinvigorate the Chamber. Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida June 26, 2023 Chair Mondello said Ms. Castillo can be helpful when they start to do their Fall Festival and other events and programs. She noted she is a Boynton Beach resident, and she is trying to get to know the City. Vice Chair Pierce-Roe spoke about utilizing the digital signs in the community to market since many seniors do not have technology or social media. She said a lot of people like to grab the Chamber book and recommended including a few copies inside the Little Library at the beach. Ms. Castillo said hopefully in the future the Chamber will have office space that will include information, resources, and the opportunity to showcase businesses. She wants to create a vision that Boynton Beach as the new destination. a. Results from Recreation & Parks Advisory Board Surveys Chair Mondello said she does not have anything for the surveys. Vice Chair Pierce-Roe said many of the trees, plants, and bushes are dead in McGillicuddy Park. She noticed a lot of maintenance in Oyer Park to get ready for the 4th of July celebration. She wondered about a ribbon cutting at the Jaycee Park dog park. She asked about the funding for the dog park. Director Young replied that park impact fees were used to fund the project. Vice Chair Pierce-Roe asked if they received funding from the nearby development. Director Young said the City cannot impose those rules and regulation on developers for fees. Director Young said Jaycee Park is unique with its educational opportunities and they are considering implementing in other parts as well. Vice Chair Pierce-Roe recommended something at Oceanfront Beach since there is good history. She suggested educational plaques by the benches. Director Young said McGillicuddy is still considered an undeveloped park at this point. He said they will see some of the trees and invasives cleaned up. He added that the Park Rangers do monitor the park. Vice Chair Pierce-Roe asked if there is electrical at the cleaning stations in Oyer Park for lights. Director Young said he will check. Vice Chair Pierce-Roe acknowledged the new, large garbage cans. Director Young spoke about the Adopt A Park program and local schools and organizations who do community service. 2 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida June 26, 2023 b. Recreation & Parks Advisory Board Annual Report for Commission Chair Mondello said the presentation to the Commission will be on July 18. She noted the presentation will be at the beginning of the Commission meeting. Chair Mondello briefly reviewed the draft presentation. Director Young outlined what to expect at the Commission meeting. Director Young noted there is no picture of the Board. Vice Chair Pierce-Roe recommended meeting up at a park and to take a Board group picture. Director Young said Justin Johnson, Marketing & Outreach Manager can coordinate. c. New Board Member Introduction Director Young tabled the item. VII. New Business a. Upcoming Recreation Programs & Events Justin Johnson, Marketing and Outreach Manager, recognized staff efforts for the Juneteenth event. He said they received a lot of positive feedback, including the BBQ cookoff. He mentioned the upcoming basketball clinic Ezell Hester Center and game between the Boynton Beach PAL team and Boynton Beach PAL alumni. VIII. Public Audience None. IX.
