O61-34ORDINANCE NO. 61-34 AN ORDINANCE OF THE CITY OF BOYNTON BEACH, FLORIDA. PROVIDING FOR THE SUBMISSION ~@ THE QUALIFIED ELECTORS OF SAID CITY WHO ARE FREE- HOLDERS, THE QUESTION OF ISSUING GENERAL OBLIGATION MUNICIPAL BONDS IN AN AMOUNT NOT EXCEEDING $130, 000. 00 FOR THE PURPOSE OF CON- STRUCTING, FURNISHING, AND EQUIPPING A MUNICIPAL CIVIC CENTER BUILDING PROJECT IN AND FOR SAID CITY, AT THE GENERAL ELECTION TO BE HELD IN SAID MUNICIPALITY ON THE 5th DAY OF DECEMBER, A.D. 1961. WHEREAS, the CITY OF BOYNTON BEACH, FLORIDA, does not presently have suitable installations or facilities for the conduct of civic functions and for other related general municipal recreational purposes; and WHEREAS, it is deemed essential and to the best interest of the public thai such a project for all age groups be constructed, furnished and equipped to meet the growing recreational and other civic needs of said municipality; and WHEREAS, the City Council has heretofore estimated that the cost of constructing, furnishing and equipping said project, together with other pertenant expenses incidental to the issuance of bonds id finance same, shall not exceed the sum of $130, 000.00; and WHEREAS, funds are not presently available for the purpose of constructing, furnishing and equipping the ,project hereinabove mentioned, and it will therefore be necessary to borrow money and in evidence thereof issue general obligation bonds of the city, and before such bonds can be issued the question of issuing same must be submitted to the qualified electors of said city and approved by majority of the electors voting on said question at an election called for such purpose, all in accordance with the charter and existing ordinances of the CITY OF BOYNTON BEACH, FLORIDA; NOW, THEREFORE, be it ordained by the City Council of the CITY OF BOYNTON BEACH, FLORIDA: SECTION 1: That it is hereby deemed essenlial and t° the best interest of the CITY OF BOYNTON BEACH, FLORIDA, to construct, furnish and equip a municipal civic center building project in and for said municipality and for such purpose it will be necessary that the city borrow money and'in evidence thereof issue general obligation bonds of said city. SECTION 2: That there be borrowed by, for and on behalf of said city, a sum not to exceed $130, 000.00 for the purpose of constructing, furnishing and equipping the above described facility and for paying incidental expenses incurred relative issuance of the bonds connected therewith, and that to evidence said loan negotiable bonds, to be paid by direct taxation, be issued and that said bonds be described as "MUNICIPAL CIVIC CENTER BUILDING BONDS, SERIES 1961", to be 130 in number, numbered 1 to 130 inclusive and be in denominations of $1, 000. 00 each~maturing serially over a period of 20 years, and to bear interest from their date at a rate or rates not to exceed 5% per annum~ payable semi-annually, to be determined at the sale thereof. SECTION 3: That for the purpose herein set forth, and for other purposes to be designated by proclamation of the Mayor, a general election is hereby called in and for the CITY OF BOYNTON BEACH, FLORIDA for the purpose of submitting the question of issuing $130, 000. 00 in Municipal Civic Center Building Bonds as hereinabove described to the qualified electors of said city who are freeholders, same to be held on the 5th day of December, A,D. 1961, between the hours of 7:00 A.M. and 7:00 P.M. on said day at the Shuffleboard Pavilion at the corner of S. E. 4th Street and Ocean Avenue in the City of Boynton Beach, Florida, all in accordance with the provisions of the charter and existing ordinances of said city relative bond referendum elections. SECTION 4: That the ballot to be used at said election for the purpose of submitting the above proposal to the voters shall be substantially in the following form: OFFICIAL BALLOT QUESTION TO ISSUE $130, 000.00 MUNICIPAL CIVIC CENTER BUILDING BONDS. Shall general obligation bonds in an amount not exceeding $130, 000. 00, to be paid by direct taxation, be issued by the City of Boynton Beach, Florida, for ih purpose of constructing, furnishing and equipping a municipal civic center building project, maturing serially over a period of 20 years, and to bear interest from their date at the rate or rates nol to exceed 5% per annum, payab semi-annually, to be determined at the sale thereof, as provided in Ordinance No. 61-34 of said city entitled: ORDINANCE NO. 61-34 AN ORDINANCE OF TI-IE CITY OF BOYNTON BEACH, FLORIDA~ PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF SAID CITY WHO ARE FREEHOLDERS, THE QUESTION OF ISSUING GENERAL OBLIGATION MUNICIPAL BONDS IN AN AMOUNT NOT EXCEEDING $130, 000. 00 FOR THE PURPOSE OF CONSTRUCTING, FURNISHING AND EQUIPPING A MUNICIPAL CIVIC CENTER BUILDING PROJECT IN AND FOR SAID CITY, AT THE GENERAL ELECTION TO BE HELD IN SAID MUNICIPALITY ON THE 5th DAY OF DECEMBER, A.D. 1961.
