Minutes of the Library Board Meeting Held on Wednesday, August 30, 2023, at 6:00 P.M. At City Hall Commission Chambers 100 E. Ocean Avenue, Boynton Beach, Florida PRESENT: George Feldman Jeannie Taylor, Assistant Director Thomas Devlln Tiffany Pagan, Assistant to the Director Marcia Levine Ace Ratcliff(Arrived at 6:05 P.M.) ABSENT: Lindsay Karten Margaret Newton I. Call to Order— George Feldman, Board Chair Chair Feldman called the meeting to order at 6:05 P.M. II. Approval of Minutes —July 26, 2023 Motion Mx. Tilton moved to approve the minutes. Mr. Devlin seconded the motion. The motion passed unanimously. III. Correspondence and Communications Ms. Taylor stated that she received a communication from Ms. Newton and Ms. Karten stating that they could not attend the meeting. IV. Public Audience (Individual Speakers Will Be Limited to 3 Minute Presentations) None. V. Chair's Report— Board Chair Chair Feldman stated that he happened to come across information regarding a company named Read Line. He explained that the company provides books for sale and takes back unused books. He asked if the Library staff was aware of them. Ms. Taylor responded that it was not needed at the Library as they have a lease book company for new books and they lease multiple copies. She said that i they lease six books, they can lease one and send back five. She explained that many people buy books, read them, and then donate them for the Friends of the Library to sell, and that they receive a lot of book donations. Discussion followed that older books can go to the Little Libraries and it was noted that the City has three little libraries: one at the beach, one at Sara Simms Park, and one at Barrier Free Park. It was pointed out that local Little Libraries are listed on the internet. VI. Unfinished Business: Staffing Update — Jeannie Taylor Ms. Taylor stated that there are two open positions. She said that they interviewed and hired an Archivist, who was unable to start for medical reasons, and they put the position back out and have a new round of applications they are preparing to interview for. She advised that they also need a Librarian for the Creative Edge Studio, because Ms. Graves was promoted. She stated that some applications were received, but they did not receive many strong applicants, so staff decided to have the posting remain for another week. Ms. Taylor announced that the college intern finished his time at the Library last week and that he was a great help. Career Online High School Program Update — Jeannie Taylor Ms. Taylor announced that there were two more Career Online High School graduates that were celebrated at the last City Commission Meeting and that there has been another student that has since graduated they are hoping will be recognized by the City Commission. She advised that they have 10 people in the program. She pointed out that when the program receives a lot of press,there are a lot of applicants, but the Library does not always have the funds for scholarships. She mentioned that the Governor did not approve funding for the program this year. Library Advisory Board Report to City Commission — Review and Approval Ms. Taylor stated that the members had the report in their packet and explained that the written materials for the presentation will be in the back-up for the Commission Meeting. She said that Ms. Levine will make the presentation. Ms. Fagan said that she took the report that was written and created a high-level overview in the PowerPoint Presentation. She mentioned that she was amenable to any changes the Board deemed appropriate. Ms. Levine noted that the emphasis is that the Commission wants to see the Board's involvement, not necessarily what the Library Staff has done. She said that it was important to highlight how the Board interacted with these accomplishments. 2 Meeting Minutes Library Advisory Board Boynton Beach., Florida August 30, 2023 Discussion followed that there would be no changes to the presentation, but Chair Feldman would give a summary overview before delving into the presentation. Ms. Levine agreed to include the Board's involvement and how they interact with staff, and there was agreement that Mx. Ratcliff and Ms. Levine would split the presentation with Ms. Levine, writing something for the Chair and then sending it to the Staff to distribute. She said that the next meeting will be in October and the members will rehearse the presentation then and make the presentation in December. Motion Mx. As a board; we were only indirectly involved in this honor.;but recognize how and why this honor happened.. Our Director, Craig Clark and his team have given us the ship to ride. on with smooth waters below and the future clear.with ideas andinitiatives:on.the horizon.. We will tryto explainwhat we do as a board and how we want to influence with new ideas and programs supporting our City. . Career Online High School The Boynton:Beach City Library offers a Career Online High:School program:to earna fully-accredited:high school:diploma along:with a career certification. The requirements are that they havea library card, are 19 years of age or older, and that they pass a two- Week pre-requisite course. The programis online learning and students can work anytime thatis convenient for their schedule:.: Studentsare allowedup to. 18 months.:to complete.: the diploma :credits. Previously earned high school credits can be transferred in to help students finish sooner: Diplomas have been:earned by 18 people since the program.began There are currently • 12 students .working in the program. :This: program. has "not only changed lives in our community but has also contributed to our local economy.' : Collection. Development Policy & LibraryBill of Rights Given :the recent hot topic issue of challenging books for censure or removal, at the • Library Director'ssuggestion, the Board unanimously approved a Collection Development Policy, which is accessible through the City's website..The Collection Development Policy is a guide that clearly establishes the responsibilities of the library for collecting; acquiring, organizing,:and retaining materials within the Collection.:The Policy clarifies that the main goal of the Library is to "provide a broad and balanced collection using:the space and resources available" by building collections that are "responsive, relevant, and inspiring for the.community:" • Perhaps most importantly, the Policy notes that the Library upholds the right of the • individual to secure information that presents a diversity of viewpoints,.enabling:citizens : to make informed choices in a :democracy. The Policy clarifies that the Library takes a neutral stance on:the material in .its collection, neither-approving or disapproving. The `Library values intellectual_freedom and strivesto provide equitable; diverse, and inclusive materials.and. services:.The Library.also upholds the right of the individual to- secure. information, even: if:that content may prove to be:controversial, unorthodox; or deemed unacceptable by.certain individuals. Reading Club Program The Summer Reading Program is a public library initiative that encourages young readers to continue to read through the summer, even when school is out. Young readers include kids aged 5 to 12 years and teens aged 13 to 17 years. Parents can also sign up their "pre-readers" so long as:they track the:read material: Readers can sign up in.person or online and the:goal is:for readers to keep a log of the title.and author of any books:read through the summer. Books include a broad definition, from school texts to audiobooks and comic books-so long as they're reading, it counts! Book Logs are provided for readers who register at the Library or online, though regular paper can be used as well:. Logs must be turned in by August.4. Kids who complete the Program will earn a prize and • teens will be:registered for a prize drawing. The Friends of the Libraryprovides support : to the.Program by paying for the prizes. This year's Summer Reading:Program began with a:kick-off.at the:Library on Saturday, June 3 from:10 AM:to 2 PM. The:kick-off included crafts, :a magician, and face painting:: The kick-off was well attended,with 300 people attending and .150 young readers signing up for the Program.. Adult Reading Club Program The-Library's Adult Reading Club focuses on keeping adults interestedin reading and involved with.the Library. This Reading Club, which:meets from January:through March to:include our Snowbird population, has,been going strong far:about 15 years: Members read books of their own choosing. year ear the libraryregistered 120 library patrons in the;program: Each: participant that completed the program each received a library branded insulated cup: Public Technology Training Program In 2021, the library received an ARPA grant:in the amount of $93,084 from the Florida :Division:of Library Services state grants program: With those grant dollars the library was able to hire a part-time Public:Technology Trainer. BriannaTabilWas hired in February, 20227 iBrianna quickly designed and began teaching a very robust training program that : includes:classes-about Small Business Resources for Entrepreneurs, Microsoft Word, Excel and PowerPoint, Protect Yourself Against Scammers, Spammers, Hackers just to name a:few. Thank:you to the City Commission that unanimously:.voted to make this position full-time October 1:, 2022. Margaret .Newton,' Library Board Member, :has participated in. several public technology programs and nonpublic technology programs:sponsored by the library.: ;Some of the tech programs;include'What is a OR Code? Cutting :the Cable Code, and information on ChatGPT. She found that the public technol:ogy.offered by the library has enhanced her technical.knowledge and has opened an awareness of resources=that she.did not know existed. Ms. Newton was especially interested in the ChatGPT instruction:that introduced • her to Virtual Assistant Gal Friday. She is also looking forward to "Using Al" (artificial intelligence) to help you answer questions. The wide variety of public offerings concerning the public.technology Training sector that the library is making available to its citizenry ensures a well-read, well-equipped, well- maintained•citizenry :as we continue moving into the 21st century. Ms: :Newton is one individual among-many who is privilegedtoutilize the public technology training offered • by the: library. However, this library.'s offerings indicate a knowledge of not:just the • present-day newspapers, articles and the books, etc.:that are a normal offering of a "normal" library. There is-an understanding that this City library is more than just a holder of knowledge in many:forms. This library embraces the concept of information innovation and using innovation philosophy:we will continue:to schooleach other as we maneuver ourselves into a world or worlds of knowledge that are yet unknown to us. Banned Books Discussion On ,October 26, 2022, Craig Clark, :Library Director,:and Lindsay Karten; library:board: member, attended BANNED BOOKS: 1st Amendment and Legal Limits to the Freedom to Read, presentedby the Lawyers for Literacy Committee.The panelists speaking at this "lunch and learn".presentation included Sean.Fahey, Esq.,.an attorney for the Palm Beach County School Board Attorney and James Larson,:an Intellectual Resources:Manager at the Palm Beach:County Library System. At the October 26, 2022, Board meeting Ms. Kasten discussed with the Board:some-of the topics addressed at the Banned Books presentation. First and.foremost,:no books havebeenbanned to date..The "banning" of books would entail the suspension of book sales via online andin-store purchases. The term is not meant to describe the prohibition.of books atpublic and.school libraries. The Palm Beach school district has had a few incidents of parents complaining about the. content of the books in the school.libraries. The books in public schools are divided into categories based on elementary,•middle, and high school levels. If there was a complaint, called. a "challenge", that a book was developmentally or- otherwise:inappropriate, the palm.beach school:district reviews:the;challenge. Additionally, staff created a Facebookpost-highlighting the 80th anniversary, .the CAP and the Availability of the DVD. Even Further upon a suggestion the library curator created a full display case depicting the origins Palm CAP artifacts obtained from several sources. Also posted on Library Facebook page.: This was just one of the several displays of local historical figures and events.last year. : Finally, :upon Suggestion: and recommendation:of the board, staff registered.:as CAP : Aerospace Educators to obtain available free STEM to use in Library Youth Education: The first STEM kit ordered was the Sphero BOLT Programmable Robot and a Sphero Code Mat. Economic Development Initiatives Creative Edge Studio. Creative Edge Studio:serves as the makerspace within the library, equipped through the :support of an LSTA.grant, The studio:is furnished with various:tools such as a Glowforge laser. cutter, wide-format :printer, 3D printer, and scanner, sublimation printer, Cricut machines, sewing machines, embroidery machines, and more The studio's objective extends beyond inspiring: creativity; it aims.'to transform that creativity into viablesmall businesses,therebycontributing value tothecity.of Boynton. - Virtual Zone: . • • . • .. At present, we are collaborating.'with the:economic developmentteam to create an extensive :resource hub for small businesses in the City.of:Boynton. .This collaborative : effort engages support from our. Public:Technology Trainer, the Creative Edge .Studio : and The Virtual Zone: Nestled within the:Teen Area, The Virtual Zoneis equipped with a: WhisperRoom Sound Booth (sponsored by the :Friends of the Library), a soundboard iMac, and editing software. Small businesses will have the opportunity to utilize The_ Virtual Zone in the morning, allowing them to produce podcasts, radio advertisements,. and more. I am considering changing the time for the Tech Talk to extend to 11:30a since Tech Talk tends to go WAY over the time posted. 35 One-on-One appointments: I assisted a chef with his on-boarding papers for a new job at an exclusive resort in West Palm Beach. He needed to learn how to log onto his account for his new job. He also needed to learn how to sign papers digitally. I met with a motorcycle club member who wanted to create a logo and a business card for her organization. We put together a logo using Adobe Creative Cloud and then I showed her how to upload the logo to Canva and insert it into a business card. A person who attended my business card creation class last year emailed me the business card he created, asking for some input. We made an appointment to go over the business card and then I printed him off 10 business cards. Other Notes: August 31St, Christina Graves and I were invited to give a brief presentation at the CRA's Business Booster Workshop.There were 27 small business owners and entrepreneurs in attendance. My presentation was very brief, due to time constraints. I introduced them to the Boynton Beach City Library, I showed them A-Z Database and told them about our GaleDemographics resource and spoke about other free resources and opportunities we have at our library. I handed out the tech class schedule,the digital library pamphlet and library card applications. I have already been contacted by a few small business owners asking for help with navigating the online resources. I am going to hold my Free Small Business Resources class in October in hopes of bringing in the attendees from the workshop. Classes in the month of October will be solely held in the Florida Room—I have been getting too many complaints about the community room being too inconvenient for patrons to find. I have also been dealing with conflicting schedules from other departments. I think holding the classes in the Florida Room exclusively will mitigate some of those issues. The 21St to the 24t" were spent preparing for the first week of classes (lesson planning and signing up students to their appropriate level). I have five Haitian students and two Colombian students so far. The first week of classes covered introductory dialogue, such as, "Hi, my name is" and "Nice to meet you." I used cognates (similar words in Spanish, French and English) to gain an assessment of where their English is currently at and to make them feel more comfortable seeing a somewhat familiar word. I developed fun activities with cognates, such as matching the word to the corresponding photo (i.e. "Television" pairs with the photo of a T.V.). I also went over the alphabet with the beginner's class and started to discuss matching words and sounds. Vowels and their long vowel sounds were also introduced. For the intermediate class, there was more of a focus on conversation, on forming and asking questions and answering those questions in a complete sentence, either to me or another student. This class mainly voiced that they want to speak better English to others, to be able to hold a conversation. Students would ask each other questions, and the students would reply in turn, in complete sentences. For individual tutoring, I have the students converse with me in English to gain an assessment of their speaking skills. I correct where it is needed, and I ask them what they would like to know in English. The students are very grateful when I correct them. These individual sessions have included verb tenses (past and future) and what specific words in English mean, such as "doubt," and their pronunciation. I had six individual tutoring sessions overall. I am impressed with their knowledge of English and how fast they are learning. My students and classes are wonderful! AmeriCorps Children's Tutoring Monthly Report:August/September 2023 From August 14th to August 25th, I have had the opportunity to plan my lessons and activities, get the sign-up sheets ready, as well as work with the administration to get the marketing flier ready. Having this time to plan and get my bearings has helped me to come up with some strategies to help the students that come into the tutoring space to the best of my abilities. Sign-ups have been successful and parents have been on top of their game. Aug 28th-31st was my first week of tutoring. I had 19 students for the week. I had students that came twice and some that came once. Most of them were between 4th through 6th grade, though I did have other students between k-3rd. From the first week I did notice that math and reading were BOYNTON BEACH CITY LIBRARY MONTHLY REPORT- AUGUST 2023 BOYNTON BEACH CITY LIBRARY MONTHLY REPORT—AUGUST 2023 15 difficult for some that were in 3rd-4th, but most of the students grasped their work and just wanted me to double check them. As I got into the month of September, the number of students grew per week, and I was seeing about 25-35 students per week. Most students came twice a week for help. I have more kindergarten students this month, so we have been playing sight word games with the word tiles we have in the room, as well as sight word cards to help them become better readers. The students love to come to tutoring and to get help with their homework, or worksheets/activities I provide if they have o homework and want to work on something specific. A few of my students have needed extra help with reading. They had trouble with reading comprehension and they would get frustrated when they couldn't read certain words. Mostly my third/fourth graders. Knowing this, I have taken the initiative to print reading comprehension worksheets and have worked with them on the stories to show them how to find the answers in the story and that through this activity it also helped them with their reading homework as well. They have improved their reading homework a lot because of the practice provided. I do see that encouragement has helped the students believe more in themselves, which makes them want to learn and advance in their studies. We took the vocabulary can't out of the room because all students can do so much more than what they think. We can read, we can learn, we can have fun. I have a feeling the number of students will grow as homework help continues, and as it does, I will continue to adapt, learn new techniques to help every student that comes, and to make sure the environment is educationally fun for the students. Almost every single one of my tech talks have a full sign up sheet, but then when it comes to the class,those that signed up don't show up, and walk-ins usually fill in the gaps. The group that has been coming lately come with their own tech questions, so most of the time we get off track, but everyone that attends is so happy just to sit and talk tech. I showed her how to use the app WhatsApp, and I got her in contact with her family in Peru. Throughout September she was struggling with finances and needed help navigating the social services websites. Earlier in the year, I got her connected with a few food banks and other resources to help. Eventually, she realized it was too much for her to handle. I helped her get in touch with a family friend in Missouri by doing a search on A-Z Database to find him. Once connected with him, he invited her to move in with him. On September 26th, she came by to say good bye and informed me that after forty years of living in Boynton Beach, she was moving to Missouri to start a new life with her friend that she got in contact with. I have heard from her a few times since then, and she is doing amazingly. I have had a few sessions with a gentleman who is having a hard time finding a job. He is older, doesn't have a high school diploma and is struggling with finding a job. We created a resume together—he has never had a resume. I got him on to Indeed.com and showed him how to navigate the website, and how to respond to emails. He revealed to me that he was going to be homeless by the beginning of October. I got him in touch with a few social services for people experiencing homelessness. I have a nice packet of information for those that need help while being homeless. He has been seeing me semi-regularly just to make sure he is doing all the right things to get help. Other Notes: Thursday, October 28th, 2023 1 was invited to speak at the Government& Community Affairs meeting. It went so well. I was able to promote the library and all the resources we have. All that attended had no idea what we offer for small business owners and entrepreneurs. During that meeting, I was able to connect with John Durgan and Sheila Tyson.They are interested in collaborating with me on reaching out to these small businesses in Boynton Beach. I have dived into the Side By Side curriculum books to establish my lesson plans for the week. For the beginner's class (10 students), we played some charades highlighting action verbs, like "run;' "swim" and "eat." It took a few rounds for the students to catch on to how the game works, but they eventually understood that assignment. I also introduced the present tense with the various verbs and pronouns "he/she/it is running." Then, lessons were focused on the famous "to be" and locations with subject pronouns. They learned a lot of new vocabulary, like "post office," "notebook" and "dining room," pertaining to objects and places they all come across. I'm sure by now they are sick of hearing and answering, "Where is the map?" "It's on the wall" and so on. Then, at the end of the month, present continuous tense was introduced (running, swimming, etc.), which brought up the infamous charades once more. For the intermediate class (10 students), we also covered action verbs to see how everyone is familiar with them, but we went through different tenses, like run and ran, swim and going to swim (past, present, future). They are great at using an action verb in a complete sentence. Next, I made all of us hungry by going over countable and uncountable nouns (much, many) with food. We had a pretend dinner party to help us and talked about what we like to buy at the supermarket (and which place we shop at—Presidente is a popular joint for my students, as is the famous Publix). We ended the month with more lessons on food and shopping scenarios at the grocery store. For individual tutoring (currently, three students total), I use the same lessons for their corresponding level of English, though I have one new student who is advanced, so I am teaching from a higher level of curriculum. I am still loving my classes and the amazing students that fill them (tutoring included). We have a great time here at Boynton Beach City Library! AmeriCorps Children's Tutoring Monthly Report:August/September 2023 From August 14th to August 25th, I have had the opportunity to plan my lessons and activities, get the sign-up sheets ready, as well as work with the administration to get the marketing flier ready. Having this time to plan and get my bearings has helped me to come up with some strategies to help the students that come into the tutoring space to the best of my abilities. Sign-ups have been successful and parents have been on top of their game. Aug 28th-31st was my first week of tutoring. I had 19 students for the week. I had students that came twice and some that came once. From the first week I did notice that math and reading were difficult for some that were in 3rd-4th, but most of the students grasped their work and just wanted me to double check them. As I got into the month of September, the number of students grew per week, and I was seeing about 25-35 students per week. Most students came twice a week for help. I have more kindergarten students this month, so we have been playing sight word games with the word tiles we have in the room, as well as sight word cards to help them become better readers. The students love to come to tutoring and to get help with their homework, or worksheets/activities I provide if they have o homework and want to work on something specific. A few of my students have needed extra help with reading. They had trouble with reading comprehension and they would get frustrated when they couldn't read certain words. Mostly my third/fourth graders. Knowing this, I have taken the initiative to print reading comprehension worksheets and have worked with them on the stories to show them how to find the answers in the story and that through this activity it also helped them with their reading homework as well. They have improved their reading homework a lot because of the practice provided. I do see that encouragement has helped the students believe more in themselves, which makes them want to learn and advance in their studies. We took the vocabulary can't out of the room because all students can do so much more than what they think. We can read, we can learn, we can have fun. I have a feeling the number of students will grow as homework help continues, and as it does, I will continue to adapt, learn new techniques to help every student that comes, and to make sure the environment is educationally fun for the students. We will be alternating a beginner program and an intermediate program. We feel this is the best approach with the public, they can attend the beginner program and then next month attend the intermediate program. We have been attending embroidery lessons, taking out embroidery machines and learning through projects. October 26th— NO CLASS. I officially extended the time for Tech Talks since it was going over all the time. I feel like my patrons would like the Tech Talk to be even longer, but 60 minutes is enough. I'm excited and ready for the Snow Birds to return! My Tech Talk classes are slowing down —the last few only had one or two attendees. One of my regulars who comes to my Monday evening classes told me she wants to attend the Tech Talks but she can't make it in the morning. As a courtesy for her, I managed to make three of the Tech Talk subjects into full classes. 25 One-on-Ones: I've been meeting regularly with a gentleman experiencing homelessness. We have been working very hard on navigating the HUD website and getting him access to his emails and connecting to WiFi. We worked on a resume and I helped him upload it to Indeed.com. One of our sessions, he got a phone call from a potential employer and he realized that he didn't know how to answer the questions the potential employer was asking him, so we went over interviewing techniques and some of the basic interview questions. I helped him with understanding behavioral based questions and what employers are looking for when asking those types of questions. I had two one-on ones with people who attended my Tech Talk at the Senior Center. One couple needed help learning how to use the cellphone they received from the center. We came to realize that the free phones they received were only partially unlocked. I couldn't help them with the problem since I was not familiar with that cellphone model (NUU?) Other Notes: I started my monthly visit to the Senior Center. The plan is for me to visit them every first Tuesday of the month. I had 11 seniors in my first session and it was incredible. I went in with three different topics to talk about, but they came with their own questions. As a result, I made two one on one appointments for them to come to the library. Brenton Rolle told me later that they had such a positive response and people were asking when I would be back. On October 9th, I attended a virtual training with Economic Development on the city's newest Small Business Resource, SizeUp. This resource will be perfect in addition to our A-Z Database. Below is my review of SizeUp and how the library can take advantage of this resource. My student count has gone up from 25-35 students to 45-50 per week. I have seen many new students, some that speak spanish as a first language, but understand some english and a student that speaks creole, but he was able to understand hand gestures so we were able to get some work done.With students that don't understand english well, it does bring on challenges that I personally haven't experienced before, but I am thankful for the support of Sonia who helps me with advice and also Mr James who gives me encouragement as well. Parents are being more understanding of the sign in sheet, as well as knowing to stay in the library and not to just drop their students off. It's been more organized, and organization helps the students get the time they need to do their work, but also gives me time to prepare for them and to not just have drop ins. For this month, I do want to highlight one of my students. I have a student who is in the first grade, and they were reading at a kindergarten level. We have been working on their sight words and spellings words, and I have had the student for about 8 sessions, and the student was able to read their first 1st grade worksheet I printed for them, and the student needed no help. The student even read the story to their mother and the mother was so proud and in tears. She did tell me that the student's teacher told her that his grades have been improving and that the teacher said even in class the student is paying more attention and is responding more to the lessons.
