Call to Order Chair Ready called the meeting to Order at 6:36 P.M. 2. Agenda Approval Motion Mr. Ramiccio moved to approve the agenda. Dr. Lowe seconded the motion. The motion passed unanimously. 3. Approval of Minutes A. Approval of Minutes Approve the minutes from the August 10, 2023, Historic Resources Preservation Board Meeting. Motion Mr. Jackson moved to approve the minutes. Mr. Ramiccio seconded the motion. The motion passed unanimously. Bradley Jackson, new Board Member, introduced himself and stated that he is a Civil Engineer and it was good to be serving on the Board. He commented that he has lived in Boynton since 2017, but he grew up in Wellington. 4 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida October 9, 2023 4. Communications and Announcements A. Updates from the Planning & Zoning Director, Amanda Radigan Planning & Zoning Director will provide the Board with updates and announcements. Amanda Radigan, Planning and Zoning Director, welcomed Mr. Jackson to the Board. She stated that she will send out the updated Advisory Board ordinance to the members, as there were some minor changes. She said that there was language added regarding how many architectural and real estate members the Board should have and that some of the Board's powers changed slightly. She advised that she will highlight the changes that are applicable to this Board. 5. Old Business A. Updated Report - 306 SE 1st Avenue aka Edith Andrews House Continued discussion of the historic designation report regarding the Edith Andrews House. The Board shall take action and make a decision on whether to proceed with local designation. David Milledge, representing the current owner, stated that they are continuing to work with City staff about a preferable location for the structure, possible grant funds to relocate the structure, and that they are working with Adam Temple, Assistant City Manager, and Ms. Radigan to determine the best course of action. He elaborated that as soon as there is a preferable location, the timeline will start. Chair Ready inquired, since the house is on green space, if the owner would be interested in designating a portion of the property on the bottom tip for the relocation, and seeing if the City would like to buy the house and the green space. Mr. Milledge said that they could explore that option, but at the current time, the owner would not want to sacrifice the land, and that the preference is to move the structure off site to a City-owned property. Chair Ready requested that Mr. Milledge discuss it with the owner and said that the Board can explore grant funds. She noted that green space is expensive. Mr. Milledge commented that he thought the price to purchase and move the home would be prohibitive. Ms. Radigan stated that the subject property is an entitled property with a land designation that was rezoned and that the entitlement increases the property's value. She explained that the most recent proposal the owner gave to staff, was that the owner acquired a hold- 2 5 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida October 9, 2023 out property on the corner of the north lot with a dilapidated structure on it, where the owner wanted to relocate the home. She mentioned that there would be a commercial use along the street front with a setback, creating a courtyard area in the front for a small cafe or coffee shop. She advised that this would activate the space in the front of the home and connect the space. She explained that staff s goal is to preserve the property, but the property is undesignated, and because the property is entitled, staff is limited in some of the things they can do, but staff supports preservation and maximizing the use of the structure. Mr. Milledge stated that they are still exploring additional opportunities for the structure and the proposal is still an option. Discussion followed about a potential location for the home by the Schoolhouse Children's Museum and that there will still be an opportunity to engage with a historic structure. Mr. Milledge commented that they spoke to the City about whether there are any funding opportunities to reduce the cost to relocate the structure. He said that based on their analysis of the Code, he understood the home could not be designated because the home was previously moved. Ms. Radigan clarified that there are exceptions in the Code, which says that a relocated structure could still be designated, if it had a certain characteristics, such as architecture. Chair Ready stated that the Board wants to preserve the home. Ms. Radigan requested that, since the owner is looking at conceptual plans for the south parcel, that Mr. Milledge convey to the owner that staff would be looking for this home to be addressed with that approval and as a condition of approval. She requested that they solidify one path forward and that staff looks forward to working with them, because she does not want this to be an issue when moving forward with the south development. B. Discussion of Advisory Board Annual Report at City Commission continued discussion of the annual report. Staff will provide the Board with the available date to be place on the City Commission Agenda. Craig Pinder, Senior Planner, confirmed that the November 7, 2023, City Commission meeting was available for the Board to make its presentation. He said that the date was flexible, but the report was currently scheduled for November. 3 6 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida October 9, 2023 Ms. Radigan suggested that if there are materials that the Board wants her to use, that she can style it into the report. Chair Ready noted that the new Board Member handles Marketing, Ms. Radigan requested that the members email her and Jae Eun Kim, the Principal Planner, all of the text, materials and images, that they want in the presentation and staff will forward them to Board Member Jackson to create the presentation. She said that when she receives it, she will forward the information to the members. Mr. Ramiccio inquired if they could include the 1996 survey, as interns were previously used, and stated that the survey needs to be updated. Ms. Radigan stated that if are any work products produced by a volunteer or intern, they have be paid. She noted that the City has an intern program, so there may be opportunities for this to be done. She thought that, if facilitated by a school, it could be a partnership and she would discuss it with Human Resources, who handles these types of programs. Dr. Lowe pointed out that the interns receive school credit, so they were already receiving a benefit. He commented that there may be some interns in the bachelor program that may want to be paid. He agreed to send Ms. Radigan the contact information of the person in charge of the intern program and added that she was the same person in charge of the survey that was conducted in 1996. Mr. Ramiccio further suggested that they encourage the City Commission to think about historic preservation, as an economic tool, and to blend history into the community. He noted that education is usually needed, as individuals are not aware of the value of historic preservation. He commented that demolition by neglect is real and that it is nice to have cottages and Mediterranean revival, with art deco homes, as it makes a cohesive neighborhood in a blend of styles without a cookie cutter feel. He said that they had a brochure showing the value of economic development with regard to historic preservation. He emphasized that the Board has to identify funding sources. Ms. Radigan advised when she would need the materials for the presentation. Dr. Lowe said that the number one priority was to obtain a Historic Preservation Planner and it should be emphasized. He commented that the Boynton Beach Historical Society asked him to find out what historic information is being provided at the Visitor Center. He advised that he found brochures listing the Heritage Trails in the City that have QR Codes, 4 7 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida October 9, 2023 and he requested an update on the visitor center, and if the trail and other Historic Preservation information was included. Ms. Radigan responded that the Center was in the works. She stated that if there was anything the Board wanted to ensure would be showcased, they should let her know and she would be sure it was included. 6. New Business 7. Other 8. Comments by Board Members Mr. Norfus noted page 24 on the report for the Andrews House, and the Town of Boynton Subdivision 1898. He asked about the location of Andrews Home, whether the Town started had formed, and if there were other plats. Discussion followed there are many plats for many subdivisions. Ms. Radigan stated that when the City of Boynton incorporated, they brought in the existing town plats and the year they were brought into annexation. She said that she assumed that the plat was the original plat of that area. There was brief discussion about the Archivist position at the Library. Dr. Lowe stated that he was aware of some people that may be interested in the job. He also noted that there was an update on the Boynton Beach website and the history, but there was an error. He commented that the information was taken down. He asked if someone could rewrite the history. Ms. Radigan explained that the website was still being migrated and they could not verify the information so they took the information down. Dr. Lowe suggested that the corrected information be reposted. Chair Ready announced that the Historical Society was having a free Zoom meeting_ on October 23rd. and the topic is "Weeki Watchee, City of Mermaids." Mr. Norfus announced that they are replacing the wood on the outside of the Meeks House on the 21St, and volunteers were welcome.
