4 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
5 APPROVING AND AUTHORIZING THE USE OF FIRE DEPARTMENT
6 FLEET FUNDING FOR THE PURCHASE OF A NEW FIRE RESCUE BOAT IN
7 THE AMOUNT OF $404,833.64, UTILIZING THE GSA (U.S. GENERAL
8 SERVICES ADMINISTRATION) CONTRACT 47QSWA18D009G, IN LIEU
9 OF USING THE PREVIOUSLY APPROVED FUNDING FOR THE FIRE BOAT
10 FROM ARPA FUNDS; AND PROVIDING AN EFFECTIVE DATE.

13 WHEREAS, as a part of the Boynton Beach Fire Rescue Marine Operations and Boating
14 Safety Initiative, a new Fire Rescue vessel will be purchased using existing budget year fleet
15 funding utilizing a piggyback to GSA contract #47QSWA18D009G; and
16 WHEREAS, this item was initially approved for purchase with ARPA funding; however,
17 it was not known that the fire boat industry is still being majorly affected by supply chain
18 issues and the ARPA usage requirement for funding would add 4 to 5 months to the
19 purchasing process before the boat could be ordered, which would add 12-18 months to the
20 delivery time frame making an overall delivery time 36+ months; and
21 WHEREAS,this purchase follows procurement procedures and is being made through
22 GSA Contract Number 47QSWA18D009G, having a federal supply service initial contract
23 period of September 10, 2018, to September 9, 2023, and renewed through September 9,
24 2028; and
25 WHEREAS, the City Commission of the City of Boynton Beach, Florida, upon the
26 recommendation of staff, deems it to be in the best interests of the City residents to approve
27 and authorize the use of Fire Department fleet funding for the purchase of a new fire rescue
28 boat in the amount of $404,833.64, utilizing the GSA (U.S. General Services Administration)
29 contract 47QSWA18D009G, in lieu of using the previously approved funding for the fire boat
30 from ARPA funds.
31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
32 BOYNTON BEACH, FLORIDA, THAT:

33 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
34 being true and correct and are hereby made a specific part of this Resolution upon adoption
35 hereof.
36 Section 2. The City Commission hereby approves and authorizes the use of Fire
37 Department fleet funding for the purchase of a new fire rescue boat in the amount of
38 $404,833.64, utilizing the GSA (U.S. General Services Administration) contract
39 47QSWA18D009G, in lieu of using the previously approved funding for the fire boat from
40 ARPA funds.
41 Section 3. This Resolution shall become effective immediately upon passage.
