85-HHA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, ADOPTING THE JOB DESCRIPTION FOR THE POSITION OF ASSISTA~=f UTILITY DIRECTOR AND MAKING IT A PART OF ~HE CITY'S PAY PLAN. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: SECTION 1: The duties and responsibilities of the position of AsSistant Utilities Director are hereby adopted and shall be in accordance with the job description attached hereto and made a part hereof. SECTION 2: That the position of Assistant Utilities Director will be at Grade 37 and will become a part of the City's pay plan. PASSED AND ADOPTED THIS 18TH DAY OF JUAn, 1985. CITY OF BOYNTON BEA~ ATTEST: CORPORATE SEAL Councilman ASSISTANT UTILITY DIRECTOR NATURE OF WOPJf The Assistant Utilities Director is the administrative head of the Utility Department. The person in this position reports directly to the Utility Director. The work assigned is technical and administrative. Work is perfomed under the general supervison of the Utilities Director to whom reports are made, however, the employee must be capable of exercising considerable,sound,independent judgement. ILLUSTRATIVE TASKS (NOTE: These examples are intended only as illustrations of the various types of duties in this class. The omission of specific statements of duties does not exclude them from this position if the work is similar, related or a logical assignment to the department function.) Assists the Utility Director in the administration of departmental ~u~rsonnel and activities. Monitors City utility projects and submits reports both written and oral to the Director. Responsible for coordinating and training city staff to assure uniformcompliance with City standards, specifications and codes. Supervises handling of citizen complaints involving utility matters. Prepares all necessary reports as needed, keeps accurate records of Utility Department. Assigns and reassigns personnel; coordinates work projects, works closely with subordinate supervisors. Estimate costs of projects, prepare bid specifications; oversee processing of requisitions. Performs related work as required. KNOWI.Fr~E, ABILITIES AND SKILLS Thorough knowledge of the principles and practices of civil engineering as applied to utility works. Ability to interpret engineering plans and specifications pertaining to all phases of municipal utility projects. Assists in preparation of the Utility Department budget; monitors budget expenses to assure fiscal restraints during the year. Ability to plan, supervisor and coordinate the activities of the Utility Department. Ability to act in the capacity of the Utility Director when he is not available. Ability to prepare detailed reports in a clear and concise manner and to explain complex technical language in non-technical language. Ability to establish and maintain effective working relationships with departmental officials, other employees, professional groups and the general public. DESIRABLE EXPERIENCE AND TRAINING Graduation frc~an accredited four (4) year college or universitywith a degree in civil or other appropriate engineering field. Five (5) years increasingly responsible experience in all phases of administration and techincal aspects of operating a municipal Utility Department with a water plant capacity of 15 millinion gallons per day. Registered as a professional Engineer in the State of Florida. Must possess a current valid Florida Driver's license.
