3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
4 AUTHORIZING THE CITY TO APPLY FOR THE DEPARTMENT OF
5 HOMELAND SECURITY FISCAL YEAR 2023 FIRE PREVENTION AND
6 SAFETY GRANT PROGRAM FOR AN AMOUNT NOT TO EXCEED
7 $1,500,000, WITH A CITY MATCH NOT TO EXCEED 5 PERCENT;
8 AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND
9 EXECUTE THE GRANT AGREEMENT, IF AWARDED, AND ANY
10 AMENDMENTS THAT DO NOT INCREASE THE CITY'S FINANCIAL
11 OBLIGATIONS, SUBJECT TO APPROVAL BY THE CITY ATTORNEY'S
12 OFFICE; PROVIDING AN EFFECTIVE DATE; AND FOR ALL OTHER
13 PURPOSES.

16 WHEREAS, the Department of Homeland Security ("DHS") issued a Notice of Funding
17 Opportunity for Fiscal Year 2023 Fire Prevention and Safety Grant Program, with a focus on
18 enhancing the safety of firefighters and, therefore, the public with respect to fire and fire-
19 related hazards; and
20 WHEREAS, the Fire Prevention and Safety Program provides financial assistance
21 directly to eligible fire departments, national, regional, state, local, tribal, and non-profit
22 organizations such as academic (e.g., universities), research foundations, public safety
23 institutes, public health, occupational health, and injury prevention institutions for fire
24 prevention programs and firefighter health and safety research and development such as
25 clinical studies that address behavioral, social science, and cultural research; and
26 WHEREAS, the City's Fire Department is applying for the Fiscal Year 2023 Fire
27 Prevention and Safety Grant Program for an amount not to exceed $1,500,000, with a City
28 match not to exceed 5 percent; and
29 WHEREAS, upon recommendation of staff, the City Commission finds it in the best
30 interest of the citizens and residents of the City of Boynton Beach to approve the grant
31 application to Fiscal Year 2023 Fire Prevention and Safety Grant Program for an amount not
32 to exceed $1,500,000, with a City match not to exceed 5 percent; authorize the City Manager
33 to execute the application, and if awarded, the Grant Agreement, subject to review for legal
34 sufficiency by the office of the City Attorney; authorize the City Manager to take all
35 administrative and budgetary actions necessary to implement the grant; and authorize the
36 City Manager to execute any amendments to the Grant Agreement that do not increase the
37 City's financial obligations, subject to review by the office of the City Attorney for legal
38 sufficiency.
39 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
40 BOYNTON BEACH, FLORIDA, THAT:
41 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
42 being true and correct and are hereby made a specific part of this Resolution upon adoption
43 hereof.
44 SECTION 2. The City Commission approves the grant application to Fiscal Year 2023
45 Fire Prevention and Safety Grant Program for an amount not to exceed $1,500,000, with a City
46 match not to exceed 5 percent; authorizes the City Manager to execute the application, and if
47 awarded, the Grant Agreement, subject to review for legal sufficiency by the Office of the City
48 Attorney; authorizes the City Manager to take all administrative and budgetary actions
49 necessary to implement the grant; and authorizes the City Manager to execute any
50 amendments to the Grant Agreement that do not increase the City's financial obligations,
51 subject to review by the Office of the City Attorney for legal sufficiency.
52 SECTION 3. This Resolution shall become effective immediately upon passage.
