Coordinator Members of the Community Redevelopment Agency Mayor Broening initiated introductions among the guests seated around the tables and room. PART I. Global Information System (G.I.S.) Presentation City Manager Bressner introduced the G.I.S. team, noting that he and Peter Wallace had come to the City at about the same time a year ago. Since that time Mr. Wallace had been very busy assembling the ITS team and then Regina Hagger came to the City with some extensive experience with G.I.S. operations. The Commission budgeted funds for the G.I.S. system, and an outside consultant had been retained to do an overall plan for the City. This plan had been broken down into a three or four-year plan and the G.I.S. team were in the process of working through this plan. Mr. Bressner introduced Mr. Peter Wallace. Peter Wallace, ITS Director, said his team felt privileged to present the status of the G.I.S. project to the assembled Commission, Chamber and Boards. He felt there was really some cutting-edge technology involved and was proud of the team's efforts to date. He believed G.I.S. would provide greater efficiency for staff and increased service for the citizens. Mr. Wallace explained the organization of the G.I.S. team, which was a division of the I.T.S. Department reporting to the Assistant City Manager, Wilfred Hawkins. He stated there were three teams: 1) strategic, 2) technical, and 3) user and that each team transferred information back and forth between each other. The G.I.S. technology is "enterprise-wide" and will serve every department in the City of Boynton Beach. Mr. Wallace introduced Regina Hagger, G.I.S. Coordinator, to give a more detailed presentation on G.I.S. Meeting Minutes City Commission/ChambedCRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 Regina Hagger, G.I.S. Coordinator and leader of the program for the City, spoke about G.I.S. She said she was immersed in it, committed to it, dedicated to it, and busy coordinating it and searching for new applications in the City. Ms. Hagger introduced the individual department members, who spoke about their role in the overall process. Jonathan Leahy and Carolina Luque explained that they were responsible for data and system integrity. Glendon Morgan and Ted Owens explained that they were responsible for gathering data and translating it into visual maps. City Manager Bressner asked what percentage of time was spent on G.I.S. versus regular I.T.S. department duties such as the network? Mr. Wallace said that for this year, the infrastructure was being laid down including the acquisition of the software, hardware, and the network kit and this came to about 35 to 40% of the department's total workload. He believed that once the system was up and running and a Help Desk was on line, that this would drop to about 25% of the ITS Department's workload. Ms. Hagger went through a PowerPoint presentation on G.I.S. A technical definition of G.I.S. was given as: "A system of computer hardware, software, and procedures designed to support the compiling, storing, retrieving, analyzing, and display of spatially referenced data for addressing planning and management problems." Why G.I.S.? · · · · · · · Increased City Staff effectiveness Data sharing between City Departments Assists in visualization of data patterns Streamline routine tasks Increased level of service to residents Improved decision-making G.I.S. saves money, time & lives The Power of G.I.S. · Mapping tool · Utilizes existing databases · Provides highly accurate statistics such as area, distance, and perimeter · Fast · Powerful analysis tool to review "What If" scenarios 3 Tiers of G.I.S.: · Professional - where the data is created (Tier 1) · Desk-Top--the users, who will use the data in G.I.S. to create data of their own (Tier 2) · Web Browser--for use by the public in areas like the Library, reception area, City Hall at the Mall (Tier 3) Ms. Hagger introduced the group to Ms. Robin Hoband, a representative of Geographic Technologies Group, Inc., who prepared the Geographic Information System Implementation Plan. This plan represented the roadmap or "bible" for the G.I.S. group and told them how to proceed to full implementation over the three-year plan. 2 Meeting Minutes City Commission/Chamber/CRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 Ms. Hagger showed the group a Pilot Project that took ¼ square mile of the town and mapped it as a Demonstration Area for G.I.S. applications. This project was used to implement and debug the system. Ms. Hagger mentioned the Internet Map Server, which is currently being hosted by Geographic Technologies Group, Inc., free of charge, as part of the Pilot Project. Some of the drawing layers on this server would be aerial images, buildings, census blocks, census groups, city boundary, driveways, flood data, generalized soils, HazMat sites, land use, open space, parks, railroads, road casings, schools, streets, study area, tax parcels, water and canals. Mr. Wallace outlined the entire three-year implementation plan. Many different resources have contributed to the plan and their time had to be tracked for budgetary purposes. The plan was distributed to the group for those interested in long-term tracking of the project. Mr. Wallace said the project was on time and on track. G.I.S. Visions Have an Enterprise-wide G.I.S. for use by all City staff Provide access to the City G.I.S. via public access kiosks and the Internet Provide City G.I.S. data on the City Website Ms. Hagger invited the meeting participants to come up to the kiosk area to "play" with the data at the end of the presentation. Ms. Hagger stated that the success of the G.I.S. program was partly attributable to being in a data-sharing agreement with Palm Beach County. The County gave the Boynton G.I.S. team the foundation for the data such as centerlines for roads, the addresses, the digital-ortho photos, the tax parcels, water, and roads. They were using the same system, the same software, and the same files as the County. They were not recreating anything so the system could be done here at a very Iow cost. The job of the City of Boynton Beach's G.I.S. team is to take in the data, verify it, and give it back to the County. G.I.S. partnerships exist at the County level with the Property Appraiser, Engineering, Planning, Information Systems Services, Parks and Recreation. Other partnerships are with Florida Atlantic University, specifically the Department of Urban and Regional Planning and the G.I.S. Lab. Ms. Hagger showed some digital ortho photographs that were taken in 1999, the basis for which was CAD data from the Facilities Department, displayed in the G.I.S. system. Ms. Hagger followed this with some of the G.I.S. Maps including Commission Districts, CRA Boundary, and Zoning Maps. Ms. Hagger distributed many maps for the participants as handouts. City Manager Bressner asked Ms. Hagger when she thought the maps would be made available for the general public? He asked if any arrangements had been made for people to go to the City Clerk's office, for example, to have copies made? Ms. Hagger said this was a good question. She said that the information would be on the web and that people could access the information right from their homes. 3 Meeting Minutes City Commission/Chamber/CRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 Fire Hydrant Inventory The City is working in partnership with Florida Atlantic University and the graduate students in the Department of Regional and Urban Planning and G.I.S. Lab and they were doing a G.I.S. fire hydrant inventory for the City. The students were going throughout the City collecting the location of all the fire hydrants in the City. Glendon Morgan demonstrated the GPS backpack unit that the students were using for this study. Ms. Hagger explained the Global Positioning System (GPS), which is a worldwide radio- navigation system formed from a constellation of 24 satellites and their ground stations. GPS uses these "man-made stars" as reference points to calculate positions accurate to within a meter or better than a centimeter. The beacon collects the satellite transmission into the backpack and the operator enters the data into the hand-held unit about each structure being assessed - a lamppost, a meter, a fire hydrant and so forth. When the operator is ready to collect the data, a button is pressed which instantly gives the coordinate information. They are inputting all sorts of information into the hand-held unit as they are viewing the fire hydrant such as color, general condition, and whether or not it needs maintenance. Fire Rescue Service Area The Fire Chief asked the G.I.S. Department to do a mapping exercise with a buffer of a mile and a half around the service area of each of the City's three fire stations, which represented their response zone. The maps showed that there was some duplication of effort. The Fire Chief then asked the G.I.S. Department to do a radius of two and a half miles around Fire Stations 1 and 3 because they had hook and ladder apparatus at them. When the two areas were viewed together, it was possible to see the areas where there was overlap and the areas that were not directly covered and where there was a lower level of service. This was merely a mapping exercise, not an analysis of the data. The next step would be a routing analysis of the vehicles based on the speed of the road, the condition of the road, the width of the road, time of day, traffic, and so forth. G.I.S. can collect the fire station zone such as "Show me the areas that are within seven minutes of this station." City Manager Bressner remarked that the target was a four- minute response time Citywide. It looked like the City needed four stations for better response times based on preliminary analyses of the issue. He said the G.I.S. technology would be very important to the City when it ran the call data to determine the optimal locations of the fire stations. Ms. Hagger commented that in Boca Raton they had videotaped the entire City, everything in the right of way 300' on either side of the road, and with a GPS unit on board, got coordinates and emulated the video image on a computer, resulting in a survey of the area that did not have to be done manually. The G.I.S. technical team was quite impressed by this technology. Ms. Hagger asked that the City consider acquiring this as it would be an excellent pictorial, historical database that could be used by the City Commission and other City departments. City Manager Bressner stated that it would also be useful to document hurricane damage and that it would be an excellent archival tool. Meeting Minutes City Commission/ChambedCRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 Ms. Johnson asked Ms. Haggar the cost of this technology and she replied that there was a contract that the City could piggyback on with the City of Boca Raton for $1.00 per sign. They drive your City, for example, and say we found 20,000 signs and that would be $20,000. For example, the City may want to count the stop signs. Q&A Ms. Johnson asked Ms. Hagger if the census data was captured by G.I.S? Ms. Hagger stated that the census tracts were in from the previous census but the 2000 census data would not be available until April. She said when the census data came in, they would map it, and a person could click on the census tracts to find out all the information on a particular tract. Mr. Bottcher stated they were working on a real estate task force in the Chamber putting together an inventory of commercial properties that would be available. Ms. Johnson said she had already spoken to Ms. Hagger about this and that Ms. Hannah Matras was also familiar with it. Ms. Matras had asked Ms. Hagger to do a screen capture of the zoning, which would be put on a CD and distributed to prospective residents or businesses. Mr. Aguila asked what was being done by the City to educate the rest of the residents, at a level that they understood, that this was available so they would know to look for it on a website and if not, when would that process start? Ms. Hagger said their focus right now was to get the data and get it mapped but the staff that was trained would be creating more data and this would be put on the City's website. Mr. Bressner said that staff had to begin thinking digitally instead of the old cartography and understand how the data worked and to assemble the data in a way that made sense for the staff and for the Commission, the CRA and the citizens. Ms. Hagger stated that the program would be explained to neighborhood groups in an interactive format. Mr. Greene asked Ms. Hagger to comment on the responsibility of the departments to maintain the data. Mr. Greene said the data was evolving so the data would change and someone had to be responsible for the data's maintenance and continued accuracy. Ms. Hagger said 'right now they were responsible for the data (the G.I.S. team). Eventually the data would be transitioned over to a particular department, whose responsibility would be to edit and maintain their own information. Mr. Aguila stated that architects worried about other people manipulating their data and any liability that they might have. He asked what they were able to do to protect the data that the design professionals gave the City for the review processes? Ms. Hagger said that the City was concerned about the legalities involved. With plan review a person would submit a record copy and that file did not change. The file is not altered, corrected, or changed. With FEMA certificates, for example, you could actually put a watermark on it so the original can be identified. Ms. Hagger concluded her presentation and invited the participants to "play" with the touch screens provided at the meeting. 5 Meeting Minutes City Commission/ChambedCRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 PART II, Streamline Occupational License and Permitting Process City Manager Bressner stated that as part of the City Commission's Strategic Initiatives, one item dealt with the development procedures. The City Codes are somewhat antiquated and in need of careful review. The permit process for the big developers appeared to be very good. The permit process for the smaller businesses did not seem to move as smoothly. As the Chamber had indicated to the City, the strength of the City was through its businesses, large and small. The Chamber had asked the City to work cooperatively to develop improvements to the permit process, including Code revisions. Ms. Heavilin found four people from the business community that were willing to offer their expertise in the matter. The group would probably start out with focus discussions to get an idea of what they saw as problems and to serve as liaisons to the business community. Many people had raised issues about the permit process to the City Manager. Some of the experiences had been positive. The turnaround for permits had been good but there were some stories of problems. The City Manager's style and approach was to build on assets rather than to deal with liabilities. If they were able to identify the assets that they had, they could then establish a set of alliances with strategic business partners in the community to help resolve some of the issues. The committee that had been set up had Lusia Galav as the team leader for the City and the team would soon begin to meet. City Manager Bressner was on the team as a member. City Manager Bressner asked Ms. Johnson what the Chamber wanted as a result of this effort? Ms. Johnson replied, "a streamlined process for small businesses, not something that could take two months to go through the channels like now." She said a recent case had been a common sense issue and yet the person had to go through various committees and it had to go through two readings and so forth. It was costing the small business money in a matter that could and should have been done much more efficiently. Mr. Bressner said that the root of that was whether a particular business should be allowed in a business classification and he said it was "counter- intuitive" that this business should have been listed. Mr. Greene said it would be helpful from the staff standpoint if there was a way to inform or help small businesses appreciate the importance of coming to talk to them first before they went out and spent money. It would save everybody a lot of grief. The City wants to be as helpful as it possibly can. They are stuck with the same Code problems that the end user has. Mr. Greene said they did not have a problem with certain issues, but their responsibility was to enforce the existing Code. If people would come and talk to the City beforehand, the City could provide some guidance and it would be less costly for the business. Ms. Johnson agreed and said the City was not at fault. It was just an antiquated process and that to get the information to the end user was almost impossible. She thought it might be a good idea to have a workshop for commercial realtors - they were the ones who usually introduced the end user and they could direct the end user to the City. Mr. Bressner felt also that a dialog with the brokerage community was a crucial first step towards improving the situation and that they could be given a checklist of issues that the City wanted them to discuss with their clients so the end user and the City would not be out of sync. 6 Meeting Minutes City Commission/Chamber/CRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 Mr. Bressner said the City had a specification based Zoning Code, not a performance- based one, an approach he favored. Under this type of Code, if a person is not specifically told he/she cannot do something, he/she can. Mr. Bressner said that situations had been brought to his attention that showed an amazing lack of communication. From staff's perspective, it was important to realize that these were real life situations and that the people were not making things up, it was happening. He had made it his business to go out and talk to businesses and it had been made clear to him that there were issues that staff needed to deal with. Part of it was common sense and not just having someone sit there like a customs official with a pile of stamps in front of him or her and saying "yes", "no". This was not an image the City wanted to project. They want to have an image that the City wants to work proactively with the business community as well as with the residents who are improving their property. The City wanted to make it as painless as possible. The City could also provide some value added information to the applicants so they could make some informed decisions about their property and possibly end up with a better project than they might have thought of on their own. Mr. Bressner thought Quintus Greene had done a great job instilling a customer focus on the staff. He had some issues he had to deal with in his department and he would need some help. Ms. Jeanne Heavilin said that education was something that had to be looked at. She thought that the small business owner was often at fault for not checking things out ahead of time or following instructions. She said it was not always the City's fault. She thought some kind of marketing might be helpful. Another complaint they heard was lack of consistency. One staffer would give someone a checklist, the applicant would complete it and go back and another staffer would interpret it differently and say it was not okay. Perhaps they needed to have one staffer follow through on a case from start to finish. She also said that on some older buildings, it was very expensive to bring them up to Code and people did not want to do it. She thought the City could, aside from safety issues, consider grandfathering more things in. Ms. Johnson asked Mr. Bressner how long he thought it would take for the committee to come back with some recommendations and solutions? Mr. Bressner thought he could get back to the Chamber Board after the team had met several times with some kind of timeline. Mr. Greene said they had been given a six week window by the City Manager so he thought some kind of clear direction would be coming out in that timeframe. Mr. Bressner said they appreciated the Chamber's offering some individuals to help the City out. Part III. Status Report on the Marina There was some question that this matter was actually on the agenda. It was Ms. Johnson's understanding that it would be on the agenda although it was not listed on the agenda. The Marina developer, Mr. Bruce Jarvis, was present and offered to give a technical update on the status of the Marina Project and proceeded to do so. Meeting Minutes City Commission/ChambedCRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 They had spent the last two months on defining what they had in terms of an asset. That encompassed a lot of detailed survey work creating an as-built where they knew exactly where everything was located. They found that unlike a suburban environment, they could not afford mistakes of one to two feet in the Marina Project, but had to deal in inches instead. They had complex infrastructure in Casa Loma that was connected with the Marina that inter-related to the Two Georges so they broke it down into four phases. 1) Marina They developed a separate set of plans for the Marina and they were almost done in terms of the final electrical, including fixturing, and the remaining bidding would take another two weeks. 2) Casa Loma Improvements/Coordination with the Two Georges They had been meeting once a week with Bill Skaggs and his architect because what they were supposed to do in Casa Loma had a lot to do with what Two Georges would be doing with their bulkhead. He thought Two Georges was coming closer to agreeing to use Mr. Jarvis' engineer and marine consultant. If they did so, the coordination of the plans would move more smoothly. He thought they had convinced them to raise their driveway and bulkhead up to their street level, which would create a much better deal from a construction standpoint. It also creates a much better streetscape. In doing that he thought they could get some landscaping down the south side of Casa Loma. The Marina was constructed eight feet narrower than the plans show. Consequently there were about eight feet of upland area to begin moving things around between Casa Loma and the Two Georges, that would end up with an advantage to the commercial and Two Georges and to the detriment of the boater who comes in there and tries to park their 40 foot boat. 3) Phase 1 Commercial The second floor will have 9,000 square feet of office space and 11,000 square feet on the ground floor. This was being bid out and prices should be in at the end of the following week. Then he would know more about the numbers and some changes would be made that he had discussed with Mr. Greene - widening some corridors, changing some landscaping in the the Marina. 4) Residential and Parking Deck He had a design concept to show Mr. Greene later in the week. Mr. Jarvis knew it was frustrating not to see any progress. He was also frustrated. However, it was crucial that he not make any mistakes at this point. If he did make any mistakes, he would end up paying for them for years from now. As far as the general timing went, he said the Two Georges would shut down around the first of July because that section of the chickee park was going to be torn down, raised up, and restructured. At the same point in time they would be trying to coordinate the heavy lifting within Casa Loma, because there was so much utility work on that street. 8 Meeting Minutes City Commission/ChambedCRA/Planning & Development Workshop Boynton Beach, Florida March 5, 2001 They may start that Casa Loma utility work a little bit before Two Georges closed down. They worked out a plan where Two Georges could stay in operation during the changes. The Marina work should be finished within the next 45 days. They were getting very, very close. The next meeting was targeted for June 4, 2001.
