83-DDDDRESOLUTION NO. 83-'/)~)~) A RESOLUTION OF THE CITY COUNCIL OF THE CITY'OF BOYNTON BEACH, FLORIDA, ADOPTING THE PAY PLAN FOR FISCAL YEAR 1983/84, AND ESTABLISHING AND AMENDING JOB DESCRIPTIONS FOR CERTAIN MUNICIPAL POSTS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: That the pay plan for all municipal employees with the exception of the police bargaining union (police officers and detectives) is hereby adopted, ratified and approved. Section 2: That the job descriptions for Director of Planning, Clerk Stenographer, Senior City Planner be adopted and Laboratory Technician Trainee, Laboratory Technician I, II, III, Maintenance Technician and Firefighter be amended. These job descriptions are attached hereto and made a part hereof. All other job descriptions for positions in the classification plan for 1983/84 remain the same and are on file in the Personnel Department° Section 3: This resolution shall be effective and retroactive to September 29, 1983. Employees hired as part-time, temporary or seasonal will be paid the rate indicated for such job title, hour for hour, and are not eligible for any City benefits. Addition or deletion to the Pay Plan will not affect members of bargaining units unless ratified as an amendment to their current contract. Current contracts that specifically deviate fromthis pay plan will supersede that area noted. In no case can the union contract and the pay plan be used together for the same issue. Unless it is outlined in the contract, the pay plan is the final indicator in the administration of payroll matters. ENTRANCE AT THE MINIMUM RATE OF PAY IN THE CLASSIFT~TD AND NON-CLASSIFT~D SERVICE: R/qeminimum rate of pay for a classification shall be paid anyperson on his original appoin~nent to a position except when the City Manager determines there has been demonstrated an inability to recruit at the minimumrate of pay or the new employee possesses exceptional qualifications warranting employment at a higher rate in the pay range. GRADUATED RATE OF PAY Zq THE CLASSIFIED AND NON-CLASSIFIED SERVICE: Employees enterzng step one (1) through step five (5) will remain at each of these steps for one year. Employees entering step Longevity One (L-i) and step Longevity Two (L-2) will remain at that pay level for two (2) years. L~nployees entering step Longevity Three (L-3) and step Longevity Four (L-4) will remain at that pay level for three (3) years. Employees entering step Longevity Five (L-5) have reached the final step in the pay plan. Additional increases would be achieved through promotional increases or budgetary salary adjustments affecting the pay plan. NON-CLASSIFIEDEMPLOYEES: Employees will spend a year each in the first two steps, then two years in the next step and final out in the fourth step. CLASSIFIED ~PLOYEES' HOURS OF WORK, OVERTIME, CALL BACK AND COMPENSATORY TIME: HOURS OF WORK: The City M~nnager shall establish hours of work which insofar as practicable shall be uniform within occupational groups which shall be determined in accordance with the needs of the servzce and which shall taken into account the reasonable needs of the public who may be required to do business with various City depazh~Lents. E~oloyees shall be paid for legal holidays and those called to work shall also be ~aid for the time worked as provided. Hourly rate employees must work their full requiarwork days in~ately before and after the holiday in order to receive pay fo~ the holiday or be in an authorized with pay status on their full regular work day in~ediately before and after the holiday. Part-time, temporary and en~ergency appointed employees shall not be entitled to holidays with pay. PAY PLAN -- CITY OF BOYNTON BEACH -- 1983/84 BUDGET Continued OVERTIME: Overtime pay or compensatory time may be given only for authorized or directed tin, worked in excess of the employees normal work week and is subject to budget limitations and approval of the CityManager. Overtin~will not be granted for less that a fifteen (15) minute period. The choice of whetherto grant ove~ pay or compensatory time rests solely withmanagement and depends on the most efficient and economical delivery of service. L~loyees are eligible to be paid at the rate of time and one half (1½) for any hours worked over their regular work week of forty (40) hours or forty eight (48) hours for the sworn combat members of the Fire Department. If the employees work on a holiday, they will be paid for the holiday if the City M~nager approves and will be paid for the hours worked at the time and one half rate. In calculating hours actually worked for the purposes of overtime, paid leave benefits such as holiday, sick and vacation leave shall be counted as hours worked. However sick leave wi~h pay will not be granted on a holiday. Leave without pay shall not be counted as time worked and overtime hours worked during such a pay periedwould be authorized at straight time. Such overtime will be subject the rate as outlined above unless such employee is covered under the provisions of a union contract. CATI~ACK: Any employee who has physically left work (punched out) and is called back to work by his Department Head or the Department Head's desi_~nated representative for a regular or emergency department related assignment, shall be compensated for one hour (1) of call back pay, plus the tL~e worked in excess of the first fifteen (15) minutes. Such overtLme will be subject to the rate as outlined above unless such employee is covered under the provisions of a union contract. COMPENSATATORY TIME: An employee eligible for overtime in accordance with the pay plan may be granted compensatory time off at the same rate it was earned, i.e., straight time for straight time, time and one half for time and one half for each hour of overtime worked. Department Heads will not allow the eligible employees to accumulate over forty (40) hours of compensatory time at any one time. All depazhL~nt records must show date compensatory time was earned and date it was taken. Compensatory tLme should be shown on the payroll sheet when taken. Upon termination compe~nsatoz~f time records mustbe certified by the department head and forwarded to the City Manager for his approval before payment is made. Employees who are not eligible for overtime payment as indicated in the pay plan are ~xpected to work the necessary hours to complete their assignments. These employees are eligible for such limited compensatory time off with permission of the Department Head or City~lmaager. G~AL CONDITIONS: Employees are eligible for a five percent (5%) increase with a promotion or whatever percentage (%) is required to attain the entrance range. If an employee does not fulfill his six month probationary period on a promotion they will be reinstated in the pay grade and step they were promoted from. This increase does not affect their regular annmversary increase. Employees demoted whether voluntarily or not, will be placed in the step of the grade of the lower classification that the employee would have normally attained m PAY PLAN -- CITY OF BOYNTON BEACH - 1983/84 Continued for that position based on their number of years of service with the City. Employees that are promoted from a pay grade of 28 or less to a pay grade of 30 or over will receive a mininmmof 6% increase. Employees that are demoted would be reduced a minimum of 6% plus whatever other % is required to attain the new grade and step as outlined above. Members of the Police Department who are authorized and qualifiedbythe Chief to operate the motorcycle will receive 5% hazardous duty pay. Part-time employees filling regularly established classified positions under this pay plan receive no benefits and accrue no seniority. Persons filling vacancies created by regular civil service employees on leave of absence are considered~mrt-time. Employees may be reclassified at the start of a new budget year only if such reclassification has been approved by the City Manager and City Council during the budget sessions for which the reclassification is scheduled. The only exception to this rule would be the sworn police and. fire department personnel. APPRENTICE: New appointn~nts to a classified position maybe designated as "apprentice" or "trainee" provided the position isn't classified as such and shall be paid at a rate of one step below the normal minimum pay rate for that classification for a period not to exceed six months. ~enever the employee attains the proficiency or certification during the six months they can be advanced to the normal starting rate of pay and will receive their next regular pay adjus~nent on their anniversary date. DISABILITY: Employees who are on disability leave will have their positions held for a maximum of six months after disability claim is accepted and approved by the proper agency, after which they will have their name placed on a re-employment list as provided, under the Civil Service Rules and Regulations. In no case, however, will a position be held open longer than nine (9) months from date of incident. If the employee fails to comply with any provisions required by the agency handling the claim they will wazve their rights for reinstatement in their open position or any other position. WORKER'S COMPENSATION: Whenever an employee is totally disabled from duty for a period of no more than seven (7) calendar days because of an injury determined to be compensated under the provisions of the Workers' Compensation Act, he shall be entitled to full r ~egular pay. If the period of disability is greater than seven (7) calendar days, the employee will be eligible to receive a sum of money up to an amount equal to the difference between his workers' compensation check and his normal net take home pay. The workers' compensation insurance check will not necessarily be delivered on the regular pay day. The injured employee will be eligible to receive the salary supplement for a period not to exceed three (3) months from date of injury. PAY PLAN - CITY OF BOYNTON BEACH - 1983/84 CONTINUED At the end of the three months, or sooner, the City Manager, Department Head and Personnel Director will review the case for a determination of the e~Dloyee's physical ability to perform his City employment after a report from the C~ty physician and considering all other relevant factors. In no case will the salary supplement be extended beyond six (6) months from date of injury. The injured employee may elect to receive accrued sick leave until that is exhausted and then vacation leave, in accordance with his regular hourly wage to the extent that this combined sick leave or vacation leave, City supplement (if less than the full ~amount authorized) and workers' compensation benefits equal his regular weekly net take home salary. The employee must contact the payroll clerk to qualify for the combined check. It is incumbent on the employee to make application for pension disability in accordance with the pension plan they are members of. Failure to do this autc~atically cancels the additional City benefits. If the appropriate disability pension board denies the claim, the additional City salary supplement benefit will be cancelled. If the appropriate disability pension board accepts the claim, the salary supplement will be cancelled after issuance of the disability pension check or at the end of the ~ duration outlined above whichever comes first. If an ez~ployee who is receiving workers' compensation payment along with the City supplement, sick or vacation leave, is found to be working or receiving compensation for his services, during this period, they will be subject to reimbursing the City for all medical expenses and supplemented sick or vacation pay taken. MEDICAL AND LIFE INSLIRA/qCE: Employees on a non-paid status for a payroll period will be personally liable for payment to the City for all insurances, i.e., medical and life. DIREOTOR OF PLANNING NATURE OF WORK: This is responsible~professionat and administrative work as the City Planner. Work involves responsibility for formulating and carrying out technical de- tails and phases of the general plan for the future comprehensive development of the City. The employee in this class supervises and directly participates in the performance of specialized planning activities and research essential %o the pre- paration of the general plan. He is responsible for the coordination and successbil execution of studies and programs. Examples of such studies and programs can include, but are not limited to; property, disposition of public land, and long range planning matters such as the development of a mas~er plan covering traffic- ways, land use, parks, and recreation and public facilities. This would also include his analyzing the City's eligibility for any and all federal grants. Work is performed under general direction of the City Manager, but with considerable latitude for individual judgment and initiative and is reviewed by conference and by observation of results achieved. ILLUSTRATIVE TASKS Assigns and checks progress of the technical planning activities of the department. Suggests time priority of specific projects in accordance with their necessity and desirability and the time limits se% for completion. Reviews applications for Planning and Zoning Board for changes in zoning, changes in zoning ordinances, subdivision of land; vacation of streets, etc. Prepares guideline of surveys to be prepared,.and specifies who will be involved in the makeup of the master plan. Oversees all budgetary matters and equipment used within the department. Prepares final reports and recommendations to the Planning and Zoning Board. Acts as technical advisor to Department Heads and similar officials on planning matters. Performs related work as required. Makes application and applies for any type of grants in which the City may be eligible to participate.' KN~gLEDGE, AB!LIDITIES AND SKILLq Considerable experience in various areas of public planning, including increasingly responsible supervisory activities and proven ability as an ad- ministrator; a master's degree from an accredited college or university with major course work in city planning, engineering, geography or related fields; or any equivalent combination of training and experience that provides the roll,ring knowledge, abilities and skill: Thorough knowledge of the principles and practices of city and regional planning. Ability to speak or write to public groups and civic organizations. Considerable ~owledge of economics, municipal finance, urban sociologTf and the principles and practices of architecture and traffic engineering as applied to urban planning. DIRECTOR OF PLANNING - continued kbility %o direct and perform technical research, to study, analyze, and present in report form the results of such research. CLERK STENOGRAPHER NATURE OF WORK This is advanced clerical work which also requires taking and transcribing notes of oral dictation. Employees in this class take shorthand notes of dictation and transcribe them by typewriter. Subjects dealt with are frequently technical in nature and require familiarity with terminology used in specialized work. The variety and difficulty of work differs among positions. Positions require the operation of other standard office equip- ment which no previous training is required. Until the more difficult phases of a job are learned, an employee works under relatively close supervision but thereafter detailed instructions are received only when changes in procedures are made. Work is reviewed by a supervisor through observation of operations, review of correspondence and typewritten material and by giving advice and assistance on unusual or difficult problems. ILLUSTRATIVE TASKS (NOTE: These are intended only as illustrations of the various types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment for this position.) Takes and transcribes dictation of correspondence, articles, reports or other materials, answers telephone and gives information in response to inquiries. Types letters, memorandums, requisitions, forms, statistical reports~ personnel records, law cases. Operates adding machines, dictaphone, calculator, and copy machines. Cross-indexes and files documents and correspondence alphabetically, numerically or by other classification. Takes and transcribes oral dictation as required. Performs related work as required. KNOWLEDGE, ABILITIES AND SKILLS Considerable knowledge of business English, spelling and arith- metic. Knowledge of office practices and procedures. Ability to understand and carry out moderately complex oral and written instructions. Ability to make minor decisions in accordance with rules and regulations and to apply these to work problems. Ability to make arithmetic computations accurately with reasonable speed. Skill in taking and transcribing oral dictation at a minimum of 80 WPM. Skill in typing a minimum of 45 WPM. CLERK STENOGRAPHER - continued DESIRABLE EXPERIENCE AND TRAINING: Experience in stenographic and general clerical work and graduation from a standard high school including or supplemented by courses in business practices and stenography or any combination of experience and training. Ability to work well with co-workers and public. SENIOR CITY PLANNER NATURE OF WORK This is highly responsible, professional and managerial level work involving assisting the Director of Planning in all phases of the Planning Department operation. Work assignments from the Director of Planning are usually broad in scope requiring considerable, indep- endenn judgment in making professional and technical decisions of considerable difficulty. An employee in this position is expected to perform all duties within established policies and within the bounds of the City's Comprehensive Plan. ILLUSTRATIVE TASKS (NOTE: These examples are intended only as illustrations of the various types of work performed in this classification. Assists in directing and coordinating the efforts involved in the City's overall comprehensive planning program. Assists in outlining the structure of studies to be prepared in completing the various elements of the Comprehensive Plan as mandated by the State Planning Act. F IREF IGHTER NATURE OF WORK This is general duty firefighting work in combating, extinguishing and preventing fires and operating firefighting apparatus. An employee in this class is responsible for the protection of life and property through firefighting activities usually performed under close super- vision. Work requires performance of hazardous tasks under emergency conditions which may involve handicaps such as smoke and cramped surroundings. Employees may be assigned to the operation of equipment in responding to alarms, employing special skills learned on the job, or to the conduct of routine fire inspections.
