BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section l: The duties and responsibilities of the position of Fire Chief are hereby amended and shall be in accordance with the job description attached hereto and made part hereof, at Pay Grade 37. Section 2: All resolutions or parts Of resolutions in conflict herewith are hereby expressly repealed. Seal) FIRE CHIEF Dept': Firs Code: 1980 Charactsristics of the Job and Nature of Work: Works under the administrative direction of the City ~nager in an administrative and technical job, involving the direction of pe~sommel and acitvities of the .Municipal Fire Dspartment. The incumbent is responsible for al~ employees and activities of the Fire Department. The incumbent plans, organizes and directs an emergency organization specifically concerned with: 1) preventing and minimizing loss of life and property by fire; 2) providing emergency life Support snd stabil- ization service to critically ill or injured persons; 3) administering all aspects of the Department including policies, training, budgeting~ personnel supervision and direction. The incumbent must be familiar with the cause and method of extinguishing every possible type of fire, and be continually available to take active command of extinguish-- ing major fires and providing an administrative network of supervisory officers to serve in the incui~bent's absence. The work is performed with considerable independence and latitude in supervising and being responsible for all technical fire operations. The incuml)ent must be able to 'work within the frsmework o~ the municipal policy established by the City Council and the City Manager. The work of the inc~nt is reviewed through the results achieved and is performed under the general supervision of the City Manager's direction. The incun~bent performs other work as required by the City Manager. Examples of Duties and Illustrative Tasks: Directs and is responsible for personnel~ property and operations of the department. Reviews through.written t6cal reports or personal observation and takes necessar~ action to improve departmental operations. e Direct the administrative and departmental budget and exercises control over expenditures. Prepares the budget under the direction of the City Mansger, evaluates the need for and recommends the addition of new men, material, apparatUs or supplies. Responds to alarms and personally directs activities at larger fires and/or reviews the supervisory activities of subordinates at other emergency events. Supervises and reviews the activities of the Fire Marshall to ensure reasonable and responsible inspection of buildings and property, enforcement of fire prevention codes, ordinances and laws. CHIEF (cont'd): Se Prepares the annual departmental budget:and e~ercises control over expenditures and personnel. Supervises and ~eviews the activities of t~e paramed~ic Coordinator and Paramedic Program as an integral part of fire suppression program of the City to insure adherence to departmental standards in training and preparedness in Paramedic and firefighting abilities and j~dgements. Responsible for maintenance and'repair of Fire Department building snd apparatus, supervises.thc maintenance of Fire Department records, prepares reports and correspondence.~ Knowledges, Abilities and Skills: Thorough knowledge of principles and practice of modern firefighting equipment and apparatus. Knowledge of principles of budgetary development, administration and supervision. Considerable knowledge of the principles of municipal fire department administration, and the ability to plan, initiate and carry out long term programs and Fire Department organizational de%reloPment, fire prevention and Fire Department program development. The ability to plan, evaluate, assign and coordinate activities, personnel and equipment of the Fire Department. Proven ability to establish and maintain positive, effective working relationships with all groups of City department employees as well as the general public. Minimum Training and Experience: High School diploma or GED, preferably accompanied with an ~ssociate Degree in Fire Science, Public Administration or a related fiei~ with specialized training in modern Fire Department Administration and demonstrated ability in administration of personnel, development and administration of budgeting, and an overall administrative experience of a Fire Department's operation. Twelve years of Progressively responsible experience in Fire Service with e minimum of six years experience as a departmental officer demonstrating an ability in administration of departmental personnel, and experience in ~spects of overall responsibility for significant portion of departraental operations. Completion of minimum standards as required by the State of Florida.
