ENTRA~CE AT TEE MINIMUM RATE OF SERVICE: PAY IN TEE CLASSIFIED AND NON-CT~SSIFIED The minimum rate of pay for a classification shall be paid any person on his original appointment to a position except when the City Manager determines there has been demonstrated an inability to recruit at the minimum rate of pay or the new employee possesses exceptional qualifi- cations warranting employment at a higher rate in the pay range. GRADUATED RATE OF PAY IN THE CLASSIFIED A_ND NON-CLASSIFIED SERVICE: Advances mn compensation from the minimum to the maximum rate shall be by successive ~steps after completion of a prescribed meritorious service at the next lowest rats as outlined below: CLASSIFIED EMPLOYEES: Employees entering step one (1) through step five (5) will remain at each of these steps for one year. Employees entering step Longevi~One (L-l) will remain at tlah pay level for two (2) years. Employees entering step Longevity T~o (L-2) will remain at that pay level for three (3) years. Employees entering step Longevity Three (L-3) have reached the final step in the pay plan. Additional increases would be achieved through promotional increases. NON-CLASSIFIED EMPLOYEES: Employees will spend a year each in the first two steps, then two years in the next step and finals out in the fourth step. Employees are eligible for increases according to the above schedules based on their starting date of employement or their anniversary date at the adoption of this resolution° CLASSIFIED EMPLOYEES' OVERTIME: Employees are eligible to be paid at the rate of time and a half for any hours worked over their regular working week of 40 hours with the exception of the sv~orn members of the Fire Department, provided they actually worked this time. Persons on authorized leave with or without pay during a pay period would be eligible for the overtime rate provided they actually worked over the 40 hours. The authorized leave is not considered when calculating the 40 hours actually worked. If an employee works on a holiday they will be paid for the holidy if the City Manager approves and will be paid for the hours worked at their regular rate. If they exceed their normal work wee~ they would then be eligible for overtime as ou%!ined. Fire Depart- ~ment employees working the 52 hour average work week must actually work their nine day cycle in order to be eligible for the time and a half rate as outlined. If they do not actually work but are on authorized leave with or without pay during the pay cycle they would not be eligible for the over- time ra~e as outlined. GENERAL CONDITIONS: Employees are eligible for a five percent (5%) increase with a promotion or whatever % is required to attain the entrance range. If an employee does not fulfill his slx month probationary period on a promotion they will be reinstated in the pay grade and step they were promoted from. This increase does not affect their regular anniversary increase. Employees demoted whether voluntarily or not will take the appropriate percentage decrease between their present position and the lower positionl Employees taking a lateral transfer will not have their salary penalized. Employees that are promoted from a pay grade of 27 or under to a pay grade of 30 or over will receive a minimum of 6% increase. Employees that are demoted would be reduced a minimum of 6% plus whatever other % is required to attain the new grade and step as outlined above. Members of the Police Department who are authorized and qualifed by the Chief to operate the motorcycle will receive 5% hazardous duty pay. Part time employees filling regularly established classified positions under this pay plan receive no benefits and accrue no seniority. Persons filling vacancies created by regular civil service em~oyees on leave of absence are considered part time. Employees may be promoted only at the start of a new budget year if such promotion.has been approved by the City Manager and City Council during the budget sessions for which the promotion is scheduled. The only exception to this rule would the sworn police and fire personnel. Any employee who has physically left work (punched out) and is called back to work by his Department Head or his designated representative for a regular or emergency department related assignment, shall be compensated for one (1) hour plus the time worked according to the regulations on overtime listed above at their regular rate of pay unless such employee is covered under the provisions of a contract. . APPRENT ~ICE New appointments to a classified position may be designated as "apPrentice,, or "trainee", provided the position isn't classified as such and ~hall be paid at a rate of one Ste pay rate Whenever Ene employee attains the profi~~ ~uu Eo exceed, six months. y r certificatzon during the six months they can be advanced to the normal Starting rate of pay and will receive their next regular pay adjustment on their anniversary date. DISABILITY Employees who are on disability leave will have their position held for a maximum of six months after dane disability claim is accepted and approved by the proper agency, after which they will have their name placed on a re-employment list as provided Under Civil Service Rules and Regulations. If the employee fails to comply with any provisions required by the agency handlin~ t~e.claim they will waive their rights for reinstatement in thezr Open posztion or any other position. gg~ , AUTO SHOP SUFERVISOR NiTURE OF WORK ~his is skilled manual and supervisory work in the maintenance, repair and overhatut o£ automotive and related equipment. Work extends to check~ ou~t all equipment; ordering of automotive repair parts and ~mpplies as well as for expedit- ing fleet maintenance~ repair or overhaul. - The employee~ e~-ercises considerable independent judgment and initiative in devising work' methods~ so as to maintain the equipment in good operating condition. He is responsible to and works umder the Assistant Director or the Director of Pablic Works, He is responsible-for the efficiency, production~ safety and work habits_.of hJ~$ crew.. ASSISTANT DIRECTGR OF PUBLIC ,K/k21IRE OF WOrK This is responsible administrative work as Assistant to the Director of Public Works. The employee in this class relieves a superior of much operational detai~in the functioning of the Public Works Department. He conducts investi- · S gatmo~ . and analysis proc6dure connected with the operation of the department. Work in this class will include assisting.in the est~olishment and implementation of departmental policies and operational procedures. Work involves responsibility for the organization, direction and eoordinatlon o£ activities for the following divisions: Streets, Sanitation, Aui~ Control, Garage and Shop and includes the folt'owing activities: street maintenance and repairs, garbage and trash ~ollect~on, maintenance and painting of' City vehicles and equipment. Work is performed semi-independently in accordance with well established procedures, however, employee is required toexercise considerable independent judgement.
