79-DDRESOLUTION NO. 79-D~) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, CREATING THE POSITIONS OF PROGRAMER I AND PROGRAMER II, AND PROVIDING THE DUTIES, RESPONSIBILITIES, DESCRIPTION, AND SALARY OF'SAID POSITION$~ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: ~ection 1. That the positions of Programer I and Programe~ II as classified positions are hereby created. The duties and responsibilities of said offices s~all be in accordance with tne job descriptions attached hereto ano made a part hereof. With Programer I at Pay Grade 27 and Pnogramer II at Pay Grade 30. The employee is responsible for the step-by-step preparation and instructions for the computer. The programer analyzes the problems, then starts to work out a solution using exact and logical steps. An experienced programer does the preliminary work. Work is performed under the general supervision of the Finance Director who reviews work through discussion. The ~mployee is required to exercise independent ~udgement and initiative in the proper operations of the computer. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustrations of the various types of work performed in this classification. omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment for this position.) The Analyzes problem and prepares exact and logical steps for its solution. Prepares detailed instructions that tells the ma~hlne how to process data. Prepares program or modified progrsaubased on the nature of the problems and the 9quipment used. Prepares and makes flow charts or diagrams showing the computer what order to follow in doing each step. Prepares instruction manuals for the computer operators to follow when running a program. The programer is responsible for "de-bugging" all programs used. KNO~rLEDGE~ SKILL AND ABILITIES Thorough knowledge of the principles, practices, equipment, materials and operating procedures of computers. Considerable knowledge of modern computer techniques and procedures as relates to municipal government accounting. Ability to maintain records and prepare reports. Ability to prepare a soft ware system. Ability to maintain effective working relationships with the general public and fellow employees. DESIRABLE TRAINING AND EXPERIENCE Graduation from a standard high school, supplemented with college course in computer work, i.e. data processing, accounting, or two years previous experience as a programer for a municipal government. PROGRAMER I NATURE OF WORK This is highly responsible work performed in the Computer Operation Division of the City. The employee is responsible for bhe step-by-step preparation and instructions for the computer. The programer analyzes the problems, then starts to work out a solntion using exact and logical steps. Individual in this classification is responsible for converting the system work to a usable program. Work is performed under the general supervision of the Programer II who reviews work through discussion. The employee is required to exercise independent judgement and initiative in the proper operations of the computer.
