79-FRESOLUTION NO. 79- F A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, CREATING THE POSITION OF I~UNICIPAL FINANCE DIRECTOR AND PROVIDING THE DUTIES, RE- SPONSIBILITIES~ DESCRIPTION, AND SALARY OF SAID POSITION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1. The work involves responsibility for supervision of the de- ally maintaining important centralized accounts. The employee is also responsible for preparing monthly financial reports and determination of accounting procedures to be used. ~ork is per- formed under the gqneral administrative supervision of the Cit~ ~Ianager, but with considerable independent judgment aBd initiative This employee also has t~e responsibility for ~ssemb!ing and coor- dinating preparation of the city's annual budget, under ~he vision of the City ~anager. ! LLUSTR.¢T! VE TASKS Supervises and participates in keeping of control, and sidiary accounts covering all city financial transactions. Supervises, participates in pre-auditing of expenditures for legality and for correctness of account coding and amount. Prepares adjusting journal entries, trial balances and balance sheets. Handles bond register; maintains insurance pot~cy files approves purchase orders as to availability of funds i~ Dudget prior to actual purchases; prepares budget reports. Advises, ~r;t~'uct~; and t~a~]s, ncco~lnting personnel in their duties; Performs related work as required. ~NOWLEDGES; ABIL~T!ES~ A~ SKILLS Thorough knowledge of modern office management procedures' and practices, particutary applied to acdounting and auditing~ operations. Thorough knowledge of modern principles, practices and methods of accounting with special emphasis of municipal Considerable knowledge of modern machines, accou~tin~ bookkeeping methods. ' Ability to analyze and interpret fiscal recor~ and to pre-- pare accurate and complete financial statement~. Ability to design and improve accounting pro,cd,res to meet ' changing needs. Ability to advise and train employees in city a¢coanti~g and auditing work. Ability to establish and maintain effective ~orking relation-- ships with City O£ficials, the genera~ public and ot~er employees. DESIRABLE EXPERIENCE A~ T~NING Considerabl6 responsible experience in accounting or book- keeping; graduation from a standard high school, supplemented by . college-level courses in accountin~ business and/o~ public admin- istration; or any equivalent combination of experience and training~
