Bucher During the planning and design phases of the Industrial Avenue / Lake Boynton Estates Infrastructure Improvement project, everyone connected with the project put forth a 100% effort to provide all available data to Kimley Horn and Associates (KHA) for the detail design. With specific focus on the Pond B area (east end of SW Ist, 2nd, 3rd and 4th Avenues in LBE), the records available to the City indicated several water mains in this area. The As-Built data was sketchy so to augment the existing data, the Utility group performed field locates. All of our available data, for the pond area, was gathered and prOvided to KHA before the design of the pond was complete. Now that we are in construction, we have physically uncovered the most critical of the existing water mains (DI pipe) in the pond area. Its location is not where the As-Builts indicate and most importantly, it's not buried as deep as the As-Builts had indicated. Additionally it runs down the entire length of the western berm at a depth ranging from 6 to 18 inches (required depth is 36"). In addition to the above, we have discovered that along SW 6th Street, from the American Legion south all the way to the south end of Pond B, the water main varies in size from 4 to 6 inch and is entirely made up of AC pipe. We've had a number of water main "breaks" due to the age and brittleness of the AC pipe. Attached is the draft proposal from KHA to replace the existing piping segments from the American Legion to the south end of Pond B with 8" DI pipe, appropriate valving and surface restoration. KHA will have a formal proposal with CAD drawings to me by May 30, 2002, which I will forward to you. We are hoping that we will be able to get this on the June 18th Agenda because this additional work will impact both roadway reconstruction and swale development in this area. Mora (Mora Engineering Contractors, Inc.) is moving north (away from this work area) on SW 6th Street with the installation of the drainage system and is holding off on surface restoration pending approval of this additional work. Utilities Department City of Boynton Beach Project Management Division Interoffice Correspondence I have review the KHA draft proposal and cross verified the pay items, including the KHA staff mix and rates against the current Contracts and confirm the cost breakdown as: Mora KHA Sub Total Contingency (15%) Total Cost $127, 165.00 $22,528.00 $149,693.00 $22,453.95 $172,146.95 KHA and I have reviewed the proposal with Mora, and they concur with the proposal. Mora is in the process to determine the time impact on the project however it was generally agreed that this additional work would take app. 45 days. KHA and I agree with the general duration. June 4, 2002 Mr. Paul Fleming City of Boynton Beach 124 East Woolbright Road Boynton Beach, FL 33435 · Industrial Avenue Corridor/Lake Boynton Estates Additional Services Related to Design and Construction of 8" DIP Watermain along Southwest 6th Street 044349002 Dear Paul: You will recall that during FPUA's relocation of their gas main along Southwest 6th Street, breaks in the existing asbestos-cement (AC) water mains occurred near Detention Pond B. Subsequently, Mora Engineering Contractors, Inc. (MEC) experienced similar problems at a couple of locations while constructing drainage and watermain improvements as part of their current contract with the City. Further review of the survey data and existing utility information provided by the City, as well as field utility locates by MEC, indicated the potential for additional problems with construction around the existing AC watermains. It was determined that such problems could impede construction. In addition, there are long-term maintenance concerns with the AC watermains. During subsequent discussions with you, we agreed that additional improvements to the existing potable water facilities serving Lake Boynton Estates would facilitate construction of the previously contracted improvements and would be beneficial to the residents and the City. After reviewing this concept with the Utilities leadership team, you asked Kimley-Horn to propose specific improvements to the system. Kimley-Hom subsequently directed MEC to pothole at numerous locations along Southwest 6th Street and in the vicinity of Detention Pond B to better define the existing routing of these mains and connections to branch lines. After reviewing the data received from MEC and discussing with you the potential impacts on construction, we prepared a conceptual design of an 8" DIP watermain within existing City right-of-way from the north side of Veterans Circle to the south end of Detention Pond B. The design addressed connections to the existing branch lines serving residences south of Veterans Circle to Southwest 4th Avenue as well ~ro Drive Florida · TEL 561 845 0665 FAX 561 863 8175 ~ Kimley-Horn ~I~ and Associates, Inc. as a connection to the existing 6" AC watermain crossing the northwest comer of Detention Pond B. The design also provided for future branch line connections within the City rights-of-way for Southwest 1st, 2~d, 3rd, and 4th Avenues that will facilitate service connections to the fronts of lots. At your request, we also prepared an estimate of detailed engineering, constmction observation, and construction costs for the proposed improvements: We understand that the Utilities leadership team has reviewed the conceptual design and cost projections and that they are in support of the proposed improvements. At your.direction we have assembled a package describing the proposed improvements and detailing the associated engineering, construction observation, and construction costs. We. have prepared a one-page conceptual design drawing for your use. Also attached are Exhibits A, B, and C detailing Kimley-Hom's proposed scope of services and fees for the watermaln design, permitting, and construction observation. The scope and fees are presented in the same format as our previous work orders for the City with the understanding that our existing contract will be amended to include these services. We also have prepared a construction cost estimate for the proposed improvements as Exhibit D. This estimate incorporates unit prices utilized by MEC for construction of similar watermain improvements along Industrial Avenue under their existing contract. The proposed engineering fees are $22,528.00. The estimated construction costs are $127,165.00. The total additional costs to the City are estimated at $149,693.00. We will proceed with the design and permitting upon authorization from the City. MEC will construct the proposed improvements upon execution of a Change Order modifying their contract. H:\044349000\Corres~lune02\Fleming 06-044)2 EXHIBIT A SCOPE OF SERVICES Kimley-Hom and Associates, Inc. has been requested to provide the following additional services by the City of Boynton Beach: Lake Boynton Estates Water Main Upgrades/Redesign Kimley-Hom is designing an 8" DIP watermain along Southwest 6~ Street in Lake Boynton Estates to replace the existing 6" asbestos-cement water main. Due to the frequent breaks in the asbestos-cement pipes experienced during construction of the FPUA gas main and the other utility improvements and the resulting disruption of service, the City has requested a design to replace the mains. This design is being performed such that installation can be made concurrent with the previously authorized roadway and stormwater improvements. The design will include: · Approximately 1,740 feet of 8" DIP watermain · Valves, fittings, fire hydrant assemblies, sample points, and other appurtenances required to complete the looped system and bring the proposed line into service · Reconnection of existing water services along Southwest 6th Street to City meters where applicable · Reconnection of watermain to branch lines along Southwest 6th Street · Grout filling of 2,650 feet of existing 6" asbestos-cement watermain · Removal of approximately 40 feet of existing 6" asbestos-cement watermain · Permit application submittal to Palm Beach County Health Department · Restoration of driveways and roadway as needed The extent of the water main replacement will be from the north side of the traffic circle at Southwest 6a' Street and Ocean Avenue to the utility easement along the back side of the lots located on the south side of Southwest 4~ Avenue. The asbestos- cement pipes will be abandoned in-place and grout filled. Exhibit C is a detailed breakdown of the proposed fees. The lump sum fee includes labor costs and direct expenses identified in Exhibit C as well as items such as local cellular phone, in-house duplicating and blueprinting, facsimile, local mileage, telephone charges, postage, and computer expenses. All permitting, application, and similar project fees will be paid directly by the Client. Alternatively, Kimley-Horn will agree to pay these fees with the understanding that the City will reimburse us for these expenses. Fees will be invoiced monthly based upon the percentage of services completed as of the invoice date. Payment will be due within 25 days of the date of the invoice.
