PRIATE CHANGES TO THEMP0 ORGANIZATIONAL
AGREEMENT.
WHEREAS, on January 25, 1978, Palm Beach County, pur-
Suant to federal guidelines, advised Governor Askew thau an on-
going process existed for .designation of an agency to perform
non-attainment air quality planning in Palm Beach County; and
WHEREAS, the City of Boynton Beach, Florida understand
that where feasible the organization designated~ and certified to
do amr quality planning shall be the Metropolitan Planning
Organization (MPO) responsible for the continuing, cooperative an(
comprehensive tzansportation planning process for the affected
area; and
WHEREAs, the City of Boynton Beach, Florida believes
the West Palm Beach Urbanized Area MPO, as the local tmansp~
tation planning agency, it is the appropriate agency to perform
amr quality planning for th~s area, especially in light of the
fact that this area's non-attainment is due to Ozone levels; and
WHEREAS, the West Palm Beach Urbanized Area MPO, has
indicaued to the Governor that it would consider accepting
responsiblity for this planning; and
WHEREAS, the City of Boynton Beach, Florida is a
participating jurisdiction mn the West Palm Beach Urbanized Area
MPO; and
that

WHEREAS, the City of Boynton Beach, Florida understand
there zs a problem concerning the lack of available funding
this planning.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF BOYNTON BEACH, FLORIDA:
Section 1: The City of Boynton Beach, Florida supports
the designation of the West Palm Beach Urbanized MPO as lead
agency for non-attainment air quality planning in this area.

its intent to approve

Sect~Qn 3_: The City of Boynton Beach, Florida urges
the Office of Management and Budget to release designated monies
for non-attainment planning authorized by Section 175 of the
Clean Air Acts Amendment of 1977.
__~ecti°n 4: In the event the Office of Management and
budget fails to release the designated funds, the City of Boynton
Beach, Florida urges the establishment of a funding arrangement
between the State Department of Environmental Regulation, the
Florida Department of Transportation and the local MPO for the
sharing of expenses of air quality planning.
