Any l~w enacted by the legislature after July 1., 1978, which requires a municipality or county to perform an activity or provide a s~rvice or facility which will require the expenditure of additional funds must provide a means to finance the activity~ servzce or facility. The means of financing, suchactivity, s~vice or~ facility may be threugh remission of additional fund~, of the state to said mu~aicipality or county,. ~thrcugh ,specific authority granted the municipality or county to levy ~ special-tax therefer, or as,otherwise provided by such law. If financing is provided by remLssion of additional funds by the state-, or as otherwise pro~ ~y such law, such remission or other method of f~nanc~ngshai1 bear a reasonable relationship to the actual costs, of performing the activity er providing the service or~ facility, and shall.net reduce, supplant or adversely affect other state revenues shared with or granted to municipalities or counties. The mun-icipality or county may refuse to compTy with, a~l~ainiste=, or enforce any law which does not c~mply with the requirements of this section. No subsequent leg islation~shalt be deemed to supersede or modify any provision of this ~ct~ whether by ~mpli- cation or otherwise, except to the extent that such ie~istat~®n shall do so expressly; reaseas for legislative nonco~pliance with this section shall be stated with particularity.
