BE IT ORgAINED ~ 'I'M TO~N CO~ISSION OF THE TO~N OF BOYNTON, FLORIDA. Section . "Definitions." (a) A tourist park or camp is hereby defined'to be any plot of g~ound upon which three or more single- family camp cottages ape located ~ud maintained for the accommodation of transients by the day, week, or month where a charge is or is not made. (b) Au automobile tourist park or camp is defined to be any plot of ground where accommodation is provided for three or more automobile trailer or house cars used b$ transients as living or sleeping quarters. (c) Unit is hereby defined to be m%y section o~ plot of ground upon which is erected any camp cottage and/or for the accommodation of each automobile trailer orLhouse (d) ~amp cottage shall be any building or structure used by single family as living and sleeping quarters. (e) Automobile trailer or house car Fnall be defined to be any vehicle used as sleeping oP living ~uarters mounted on wheels and propelled either by its own power or by other power driven vehicle to which it may be attached. (f) "Department of Public Health" shall mean such department created or established by authority of the Town Commission of the Town of Boynton, Florida, m%d entrusted with the regulation, control, and supervision of ~l matters pe~ta~%ing to the general health of the citizens and the community. (g) "Department of Public Service" shall mean such depart~nt or any division thereof created or establist~d by authority of the Town Commission of the Town of Boynt~n, Florida, and entrusted with the ~egulation, control, and' supervision of all matters pertaining to buildings and structures of any nature and their appurtenances, roadways, sidewalks, lighting, ventilation, and zoning. Section 2. It shall be unlawful for ~y person, persons, firm,, or corporation to establish, maintain, or operate wihhin the limits of the Town of Boynton, Florida, or its jurisdiction any tourist camp or park, automobile tourist camp or park, or any location or plot of g~ound for ~se of transients by the day, week, month, or season, whether charge is or is not made. who does not possess a permit from the Department of P~blic Health of the Town of Boynton, Florid~. Section 3. Any person or persons, firm or corporation hereafter applying for a p~rmi~ and/or license to estabm lish and operate $ tourist and/or automobile par~ or camp m~st first file with the approving authority a complete copy of the plan of the proposed camp or park. This plan with the legal description of the property sho~n shall be drawn to scale end must show clearly the extent and area to be used for camp purposes. All proposed roadways and/or d~ivew~ys shall be shown, together with each proposed lo- cation or site for camp cottages and/or trailers or camp cars, location of all proposed sanitary conveniences, laund~y building, and slop sinks, ~he proposed method of sewage disposal or removal, the plan for water $~pply and lighting. A typical plan for proposed camp cottages, toilet ~d wash rooms and laundr~ shall be filed for future reference. Before any permit or license shall be granted, these plans must first be fully approved by the Department of Public Service. Section 4. All land used as a tourist park or camp or automobile tourist park or camp shall be located on well drained sites of ~mple size, f~ee from heavy or dense growth of brush o~ weeds. The land shall be free from marsh and shall be graded tD insure rapid drainage during and following rain. Seetidn 5. Each site used as a tourist park or camp or as an automobile tourist park or camp shall be pm ovided with an ample and adequate supply of water of safe, s~ni- tary quality, approved by the Department of Health of the Town of Boynton, Florida. ~here water from other sources thsu~ that of the Municipal supply is proposed to be used,. the source of the supDly shall first be approved by the Department of Public health, who shall make regulations providing for the periodical examination of the water. Section 6. Each tourist or automobile park or~.camp shall be provided with safe and adequate provision for the collestion and removal of waste and garbage, and shall provide a proper and acceptable ~ewer system either by connection to the town sewer system where such is available, or to septic tank, all of which shall comply fully wi~h all laws, ordinances, and/or regulations prescribed by the Town or the Department of Public Health. Section 7. Each unit in any tourist ca~p or pa~k upon which a camp cottage is erected or placed shall be not less where private conveniences for each ~te or cottage are not provided, shall provide at locations, hereinafter defined, toilets, urinals, wash basins, slop basins, showers or baths, water faucets er spigots in accordance with the following: (a) One toilet or stool for each sex for every 10 units or fractions thereof; (b) Each toilet room provided for men shall have in add- ition one urinal stall; (c) Each toilet room having three toilets or fraction thereof shall be provided with one lavatory or wa~n basin; (d) One shower or bathtub shall be provided for each sex ~or each ten units or fraction thereof; (e) All toilets, basins, and showe'rs shall be placed in properly constructed buildings located not more than one hundred fifty feet (180 ft.) from each cottage or trailer unit; (f) Buildings shall be well lighted at all times, day or night, well ventilated with screened openings, and cons- trueted of such moisture proof materials as shall permit rapid and satisfactory cleaning, scouring, and washing; (g) The floors shall be of concrete or similar material, elevated not less than leu r inches above grade, and each room provided with floor drains; (h) Slop sinks or basins with water supply over shall be provided to serve each four units and shall be constructed in accordance with design, size, and material approved by the Department of Public Health; (i) '¢~ere persons other than the Caucasimn race are em- ployed or sheltered, separate conveniences shall be pro- vided subject to the same regulations and rules herein des- cribed. Section 15. Each tourist park or camp or automobile park or camp shall be under the direct management of the owner or licensee or his agent or representative for whose acts he or ~ney shall be ~esponsible. The name of the person entrusted with the direct management of the camp or park shall be filed for refer- ence with the Department of Public ~emlth and with the Police Department of th~ Town of Boynton, Florida. Such person or persons must be of good reputation ~nd character and shall satisfy the public authority of their experience and capacity to supervise, m~nage, regulate, control, and maintain good order in the camp. Section 16. Each tourist or automobile park or camp shall be provided with a building to be known as the office in which shall be kept copies of all records pertaining to the management or supervision of the camp or park, such records to be available for inspection by the Departeme~t of Public Health or by t~he Police Department. Section 17. It shall be the duty of the owner, his agent, or manager to keep a register of all persons accommodated on the park or Camp, said register to include the names of all persons, their home addness, the nu*,her and description of their automobiles or other vehicle; to prescribe rules ~d regulations for the management of the park o~ camp; to make adequate provision for the enforcement of such rules; to subscribe th s~ud adopt such general rules and regulations which may be he,eaSter adopted for the management Of such parks or camps. Further, it shall be the duty of the owner, his agent, or manager to: (a) Provide for re~lar inspedtion of the water and the sanitary conveniences; (b) Provide for ~e collection and removal of garbage or other waste material; (c) Prohibit the placing or storage of unsightly material ~r vehicles of any kind; (d) Provide for the ~gular cleaning, painting, repairing, disinfecting 8~ all buildings; and (e~ Take such other measures as may be deemed to be nec- essary by the Department of Public Health to preserve the health, comfort, safety of all persons residing in the camp and the general public; (f) Shall cause each dog, cat or other pet animal to be kept under control at all times, either by being tied up or confined in proper enclosure; (g) Shall report to the Department of Public Health all cases of communicable disease or suspected cases of comm- unicable disease affecting any inmate of the park or camp; (h) Shall report immediately to the public authority all acts of a disorderly character committed by any person or persons inside the park or camp; and (i) Shall see that copies of Stauda~d Rules and Regulations shall be prepared and posted in conspicuous locations throughout the park or camp. Section 18. Each tourist or automobile park or camp shall cleverly indicate one or more e~trances and exits, the use of which shall be enforced. ~nere it is established by complaint of adjoining property owners that their prop- erty is being trespassed upon by i~nates of any tourist park or camp or automobile park or camp, it shall be the duty of the owner, nmnager, or other persons responsible to p~ovide fence or other effective barrier to insure such o~ers of adjoi~g property protection against tres- pa a sing. Section. 19. Nothing ~erein contained shall prevent the combination of a tG~rist park or~ camp and an automobile tourist park or camp, provided the requirements of each are fully complied with. Section 20. It shall b~ unlawful, and it is h~reby declared to b~ unlawful, for any person to camp in a tent, camp car, trai~er, and/or other portable shelter on any property other than his own without having first secured from such owner a regular per,it so to do. Such permit must be shown to any peace officer or duly authorized official of the Town of Boynton, Florida, upon request, and failure ~o do so shall be deemed a violation oF this ordinance. Section 21. It shall be unlawful to p~rmit waste water or material from sink~, showers or o~her fixtures in camp cars or trailers to be deposited on any street, alley, automobile camp or park, or upon any lot within the corporate limits of the Town of Boynton, Florida. Section ~. Tourist pa~ks or camps and automobile tourist parks or camps shall no~ be permitted in the Town of Boynton, Florida, ~ areas embraced by the following boundaries: Section B~. All ordinances o~ parts o~ ordinances ~ conflict with or inconsistent with the provisions of this o~dinance are hereby repealed. Section 24. Any person, firm, or corporation ~ho shall violate or fail to comply with any of the provisions of this ordinance shall be punished by a f~e not less than Five Dollars ($5.00) nor to exc~ed~Five Hundred Dollars ($500.00), or by imprisonment at hard labor on the streets or other works of the Town of Boynton, Florida, for a te~m not exceeding ninety (90) days or both. Each day that a violation is permitted to eEist shall constitute a separate offense. S~ction 25.
