76-LLL RESOLUTION NO. 76-LLL A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMEND- ING THE CIVIL SERVICE RULES AND REGULATIONS OF SAID CITY BY PROVIDING FOR THE ADDITIONAL JOB CLASSIFICATION OF PARAMEDIC OFFICER AND AMENDING THE MUNICIPAL EMPLOYEES' PAY PLAN BY ADDING THERETO THE PAY GRADE OF 30 FOR SAID ADDITIONAL CLAS- SIFICATION. WHEREAS, pursuant to the Charter of the City of Boynton Beach, Florida, the Municipal Personnel Director has proposed a certain amendment to the Civil Service Rules and Regulations of said City as well as the Municipal Employees' Pay Plan so as to provide an additional job classification at pay grade 30 to be known as "Para- medic Officer", the duties and responsibilities of said job classification being de- scribed in the attached Exhibit "A"; and WHEREAS, the City Manager has examined the aforesaid proposed amendments and has approved them without modification; and WHEREAS, after thorough review of said proposed amendments, the City Council deems the enactment and adoption of same to be in the best interests of the efficient administration of the municipal personnel system. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, AS FOLLOWS: Section 1: That the proposed amendments to the currently existing Civil Ser- vice Rules and Regulations and the Municipal Employees' Pay Plan of the City of ~oynton Beach, Florida, providing for an additional job classification at pay grade 30 to be known as "Paramedic Officer", the duties and responsibilities of which are described on Exhibit "A", which is attached hereto and hereby made a part hereof, be and the same are hereby approved, ratified and adopted. Section 2: In all other respects, the Civil Service Rules and Regulations as we] as the Municipal Employees' Pay Plan of the City are ratified and confirmed as hereto- fore adopted and amended. An employee in this class coordinates the City's emergency services program with-professional med personnel, local hospitals.and it's citizens. Work assignments may include responsibility £or the efficient operation of the City's emergency servicc~ well as directing the recruitment and training of EMTI.'s and o~her paramedic personnel. Assists and instructs individual and unit personnel~ assigned to the emergency medical care facilities of the Cit~ and helps establish for their operation as well as other administrative functions as required. Work is performed with considerable latitude for individual judgement and initia- tive and is reviewed through conferences, obervation, and results obtained. ILLUSTRATIVE TASKS (N~£E: These examples are intended only as illustrations of the various types of work performed in positions allocated to this class. Coordinates and develops paramedic aspects of the City's emergency Establishes procedures for the operation of specialized vehicle/te~m~ assigned to the Fire Department for persons having cardiac ssnnpttms or cardio-pulmonary resuscitation or injuries caused by accident, etc. Establishes liaison with local medical treatment facilities. Responsible for establishment and maintenance of emergency treatment equipment and for requisitioning all supplies used in the rescue program. Plans, directs aB.d supervises measures for the promotion of emergency medical services available to residents of the City and surveys the City to determine the incidents of injury/disorders generated to provide the most effective and efficient service to the public. Coordinates and interprets City emergency medical care %o the communffty. Ability %o exercise sound judgement, to promote harmony and cooperate with fellow workers and the general public. KNOWLEDGE~ ABILITIES _~YD SKILLS Extensive kn¢~ledge of the field of emergency medical care as it pertains to paramedic operations. Ability to perpare clear'and concise reports. ~ Ability to learn and remember street locations and condominium names and location in the City. Considerable knowledge of the skill in the operation and maintenance of %he various types of apparatus and equipment used by the department. Considerable knowledge of modern fire£ighting principals, procedures and practices. DESIPu~BLE EXPERIENCE ANI) TRAINING Considerable experience in firefighting work and extensive knbwledge of emergency medical care as it pertains to paramedic operations.
