A RESOLUTION OF THE CITY OF BOYle:TON BEACH,
FLORIDA, AUTHORIZING EXECUTION OF APPLICA-
TION AND AGREEMENT FOR PARTI~'IPATION IN
PALM BEACH COUNTY PUBLIC LIBRARY SYSTEM.
WHEREAS, The City Council of the City of Boynfion Beach, Florida,
is desirous of applying to the Board of County Commissioners of Palm
Beach County, Florida for participation in the Palm Beach County Public
Library System and for financial reimbursement, rio the exfienfi..available,
for use in connection with the operation of the City's public library facility;
and
WHEREAS, Palm Beach County is desirous of providing free public
library service by securing free use of the City's public library, facility
and materials to all residents of the County Library System service area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF BOYNTON BEACH, FLORIDA:
Section h That the Mayor, or in his absence the Vice Mayor, and
the City Clerk, or in her absence the Deputy Clerk, are hereby authorized
-and directed to execute in the name of and on behalf of the City of Boynton
Beach, Florida, that certain Application and Agreement for participation
in the Palm Beach County Public Library System, in accordance with the
terms and conditions set forth in the copy of said Application and Agreement
attached hereto and hereby made a part hereof by reference.
Section 2: That under the terms of the aforesaid Application and
Agreement the City of Boynton Beach is applying to the Board of
Commissioners of Palm Beach County, Florida for financial reimbursement
in the total amount of $19, 695.42, or such lesser amount as may be available
which amount shall be solely allocated for use by the City's public library
facility in the event such Application is approved.
Section 3: Upon full execution of Application and Agreement the
City Clerk is hereby authorized and directed to forward a certified copy of
this Resolution together with the executed Application and Agreement to
Florence E. Biller, Library Director, Palm Beach County Public Library
System, 3650 Stmamit Boulevard, West Palm Beach, Florida 33406.
Section 4: That this Resolution shall take effect immediately
upon its passage.

APPLICATION AND AGREEMENT FOR PARTICIPATION
IN THE PALM BEACH COUNTY PUBLIC LIBRARY SYSTEM
The City Council of Boynton Beach, hereby applies
to the Board of County Commissioners of Palm Beach County, Florida for
participation in the Palm Beach County Public Library System and for
financial reimbursement, to. the extent available, for the use of its
library facilities.

for the fiscal period ending September 30, 1975, properly reflects the
financial operations of the Boynton Beach Public Library
as certified-by our certified public accountants.
The applicant agrees for a period of one year beginning October i,
1976, pursuant ~o this application and agreement as follows'
1. to provide free public library service and free use of its
public library facilities and materials on both a direct borrowing basis
and through inter-library loan to all residents of the County Library
System service area, which includes the County Library Taxing District
and all participating municipalities, in the same manner as to its own
residents.
2. to provide physical facilities used exclusively for public
library~service-with~areas~-for~reference_and reader~use~b~~.persons of
various age groups, and_to'keep its public library open for a minimum
of 40 hours per week with paid personnel on duty during all hours whem
open to the public, and whose time is devoted exclusively to public
library service.
3.--to provide-and spend from city funds a minimum sum. equal
to $2.00 per capita for all persons residing within the limits of the
city or a sum equal to a minimum of .75 mills 'tax ~n the taxable value
of the property in the City, whichever is lesso

The Board of County Commissioners of Palm Beach County acknowledges''
receip~ of the aforegoing application and hereby approves application in
the total amount of $ 19,695'.42 ; which ~mount is 18 % of the
City's expenditures for salaries and library materials as shown in the
Certified Public AccountantVg certified s~atement attached hereto;
provided however, that should taxes collected for the County Library
Taxing District for the 1976-1977 fiscal year by June 1, 1977, fall below
90% of the estimated tax 'revenues, payment to the City shall be pro rated
in direct ratio to the propgrtion of taxes received below 90%. Payment
shall be made in two instillments on or about February 1, 1977, and on or'
about June 1, 1977, each installment in the amount of 50% of the total
amount to be paid unless an adjustment is necessary in the second installment
because of uncollected taxes.

We have examined the above statement of cash revenues and expenditures
by categories for the year ending September 30, 1975. We have also reviewed~the
provisions of the "Application and Agreement for Participation in the Palm Bemch
County Public Library System" ~to be submitted by the City of Boynton Beach~ for
the fiscal year 1976-'1977.
Our examination was made in accordance with generally accepted auditing
standards, and accordingly, included such tests of the accounting records and
such other auditing procedures as we considered necessary in the circumstances.
In our opinion, the above statement presents fairly the sources of'
revenue and expenditures by categories for public library purposes for the City
of Boynton Beach for fiscal year 1974-1975, as defined in the "Agreement for
Participation in the Palm Beach County Public Library System."

NOTES TO FINANCIAL STATEMENTS
NOTE 1
Cash expenditures do not include monies from Federal Revenue Sha~ing Funds.
NOTE 2
Since the issuance of the original audit report dated February 16, 1976,
it has been determined that custodial and maintenance expenses were charged to
departments other than the library. However, the work was actually performed at the
library and on the library grounds. Time and other payroll records have been reviewed
to substantiate the reclassification of the additional expenses reflected on the
financial statement.
