75-EEERESOLUTION NO. 75-E'EE A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING RULES VI AND XI RULES AND REGULATIONS OF CIVIL SERVICE. WHEREAS, pursuant to the Charter of the City of Boynton Beach, Florida, the Municipal Personnel Officer has heretofore recommended certain amendments to Rules VI and Xi of the current Rules and Regulations of Civil Service of the said City, a copy of which proposed amendments are attached hereto; and WHEREAS, the City Manager has reviewed said proposed amendments and has approved them without modification; and WHEREAS, after thorough review of such proposed amendments, the City Council deems that the enactment and adoption of same is in the best interests of--efficient admini- stration of the municipal personnel system; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: That the proposed amendments to Rules VI and XI of the currently existing Rules and Regulations of Civil Service of the City of Boynton Beach, Florida, attached hereto and hereby made a part hereof, be and the same are hereby approved, ratified and adopted. Section 2: In all other respects subject Rules and Regulations of Civil Service are hereby ratified and confirmed as heretofore adopted and amended. ATTEST: City Clerk CITY OF BOYNTON BEACH, FLORIDA August 14, 1975 From: Mr. Frank Kohl, City Manager William Sullivan, Personnel Director Please have a resolution prepared amending the Civil Service Rules and Regulations on the following sections: RULE Xi Section 4, Page 23 Payment may be made for unused sick leave at the rate of 1/4 of the total number of hours accumulated not taken, upon termination of employees serving a probationary period on an original appointment. Employees that have attained permanent civil service status and are regular employees will have payment made for unused sick leave at the rate of 1/2 of the total number of hours accumulated not taken, upon termination or retirement. Part-time and provisional employees are not eligible for benefits outlined in this section. Rule Vt, Section 14, Page 10 The above paragraph will remain in force and effect, however, no employee will receive a merit increase as outlined after September 30, 1975. Rule VI, Section 15, Page 10 Bonus Increases: The City Manager is authorized to approve a bonus of $500 when such a bonus is justified in writing on the prescribed forms by the Department Head. This bonus will no% affect the employee's pay grade and step. Funds for bonuses will be budgeted as a separate allowance and administered under the direct control of the City Manager. Employees are not automatically entitled to bonus money and only one bonus will be allowed to an employee after permanent Civil Service status has been attained during his service with the City. Employees that received merit increases in salary as outlined in Section 14 are not eligible for a bonus as outlined in this section 15. This approach is a system where top performance can be recognized by the in~ediate supervisor and prompt rewards can be made at the discretion of the supervisor provided the department head concurs. This top performance must be substantiated by the supervisor and the Department Head using the prescribed forms furnished by the City Manager. Rule VI, Sec. 3 Amend to read L-2 final step of plan, delete L-3 and L-4
