75-AAARESOLUTION NO., 75- fl/j~ A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING THE RULES AND REGULATIONS OF CIVIL SERVICE BY PROVIDING FOR ADDITIONAL AND REVISED CLASSIFICATIONS OF POSITIONS AND THE DUTIES AND RESPONSIBILITIES OF SUCH POSI TI ONS. WHEREAS, pursuant to the Charter of the City of Boynton Beach, Florida, the Municipal Personnel Officer has heretofore recommended certain amendments to the current Rules and Regula- tions of Civil Service of the said City to provide additional and revised classifications of positions, together with the duties and responsibilities of such positions, copies of which proposed amendments are attached hereto; and WHEREAS, the City Manager has reviewed said proposed amendments and has approved them without modification; and WHEREAS, after thorough review of such proposed amend- ments, the City Council deems that the enactment and adoption of same is in the best interests of efficient administration of the municipal personnel system; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: The proposed amendments to the currently existing Rules and Regulations of Civil Service of the City of Boynton Beacht Florida, providing for additional and revised classifications of positions, together with the duties and re- sponsibilities Of such positions, as attached hereto and hereby made a part hereof, be and the same are hereby approved, ratified and adopted. .S.e.ction 2: In all other respects subject Rules and Regulations of Civil Service are hereby ratified and confirmed as heretofore adopted and amended. Employee is responsible for planning, directing and coordinating the construction maintenance ~_ud repair afore- mentioned. Supervision is exercised over a number of non-skilled, semi-skilled and lead laborers.. Assignments are received from the Superintendent of General Services and may be extended orally or in written form. V~qaen need for additional work is discovered by the supervisor through his constant surveillance, such work is immediately reported to the Superintendent for scheduling. ILLUSTRATIVE TASKS Supervises, plans and inspects construction of new streets, repairs to existing streets, alleys~ parking areas. Supervises construction of walks, curbs, gutters and storm drains where applicable. Estimates costs of projects, prepares requisitions for materials and supplies; checks invoices and division payroll. Assigns and reassigns personnel; plans work procedures, and confers with administrative superior concerning such activities. Investigates needed repairs, prepares necessary reports, specifies methods and materials to be used on jobs. Prepares reports of material and equipment used~ work accomplished as required by Department Superintendent. Performs related work as required. KNOWLEDGES: ABILITIES AND SKILLS Considerable knowledge of the principles and practices of street maintenance and repair. Knowledge of the function of street classifications such as express- ways~ major arterial, collector and local streets. Knowledge of street construction, including capacity range, e~tablishment of grades, and soil stabilization. Knowledge of the principles of sub-professional civil engineering. Ability to read and interpret blue prints and to foll~ grades estab-. lished by engineering computations. Considerable kn~zledge of the occupational hazards peculiar %o the work; knowledge of safety precautions and ability to transmit such 'k~owledge to cr~;s working under his supervision. Considerable experience in the supervision of street facilities, in eluding their construction, repair and maintenance. STREETS SUPERVISOR, continued Graduation from a standard high school, preferably supplemented by addi%ional courses in engineering or amy equivalent combination of training and experience. SUPERVISOR OF MAINTENANCE FOR LIFT STATIONS AND WASTE WATER TREATMENT PLANT ATURE OF WORK Employee in this position is under the administrative direction of the Utilities Director. The employee performs responsible and technical work in planning and directing the operations of the maintenance programs which are large in scope of activities and coordination of waste water plant and lift stations throughout the city's system.~ Administrative duties and responsibilities are received from the Utilities Director, but the employee is required to exercise considerable independent judgement and initiative in carrying out his duties. ILLUSTRATIVE TASKS Plans, organizes and supervises the work of all lift station personnel in the operation and maintenance of the waste treatment plant and lift station machinery and equipment. Available and on call for possible emergency conditions due to weather or breakdowns. Prepares work schedules; trains lift station personnel and assigns duties and shifts. Keeps records and prepares reports as required by the City and the Department of Pollution Control Performs related work as required. KNOWLEDGE, ABILITY AND SKILL Considerable practical and supervisory experience in the operation of electrical and mechanical lift station and waste treatment equipment. Thorough knowledge of the hazards to health and safety involved in working at lift stations and waste treatment plants and ability to apply proper precautionary measures. Ability to organize, supervise and inspect the work of skilled a~d semi-skilled personnel performing varied labor operations. A~ility to keep records and prepare clear and concise reports on lift s~ation operations and able to order supplies and maintain an invento~ a~ required. Ability to make most operating repairs to electrical and mechanical equipment. Studies pumping problems and makes recommendations as to the improve- ments of operating methods and the purchase of new equipment. Ability to understand and follow moderately complex written and oral instructions. Ability to establish and maintain good working relationships with employees and with the general public. DESIRABLE EXPERIENCE AND TRAINING Considerable experience in the operation and maintenance of lift station facilities. Graduation from a standard high school or vocational school. Possession of "B" state license or any confoination of training and experience. RECREATION MAINTENANCE ~tN III DZSTiNGUISHING FEATURES OF WORK: Employee assigned to this work performs under the general supervision of Building Maintenance Supervisor although the employee is directly responsible for the operation amid conduct of the facilities as assigned. Employee ~ns% have ability to maintain a variety of recreational facilities including the s~viF~r, lng pools, recreation centers, ball diamonds and playgrounds. ELLUS_T_RATIVE TASKS: .Pool: Operates municipal pool, maintains plant, checks waver condition. Maintains high standards of cleanliness at the pool, bathing area, ha-th- house and rest rooms. Maintains water purification at least equal to or above the minimum standards set by the Palm Beach County Health D ~ Centers: epar ~ment. Responsible for c!eamliness of the center and sets up for plan_ned recreation programs. Parks~ Pla,¥~rou~ldS, Ball Diamonds: Responsible for maintenance of playground equipment and general grounds work. l~akes repairs when possible to playground equipment, basket bali goals~ etc. Responsible for preparation of ball diamond for play, to include dragg'nmng, watering, setting of bases, plates and marking fields. Skill in the use and ~are bf equipment assigned %o specific activities. Thorough knowledge of the care, maintenance and operation of a municipal ~imming pool. Thorough kn~vledge of modern principals and practices of water purification; knowledge of county and municipal health standards. Ability to establish and maintain effective working relationships with other employees and the general public. FIRE DISPATCHER- NATURE OF WORK This is a semi-skilled position involving the use of a two-way radio system, telephones, and other means of communica- tion. An employee in this classification receives complaints, inquires and requests for aid; secures information relative to the nature and location of the accident, emergency, or fire; sounds the alert; dispatches men and equipment to the scene of the occurrence in accordance with well established depart- ment procedures. All typing, filing or other clerical is performed semi-independently under general supervison of the Fire Chief and/or his designates. ILLUSTRATIVE TASKS Receives, records and relays messages from motorized vehicles as well as messages and information from the general public to the shift Lieutenant or commanding officer. Keeps a radio and telep..~one log of all con~nunications and activity occurring during assignment hours. An employee in a position allocated to this class is responsible for assisting in conducting a variety of complex exRminations, tests, and anal~=ses; preparing, processing, and identifying media cultures and laboratoz% specimens; conducting routine chemical and biological analyses utilizing standard testing procedures and clearly defined laboratory and equipment practices. An employee in a position allocated to this class is responsible for conducting moderately complex laboratory investigations and experiments; per- forming moderately complex physical, chemical, and biological analyses of laboratory specimens and cultures; treating laboratory and field specimens with reagents and related solutions and observing and recording physical and chemical changes; and/or conducting a variety of tests to determine acidity, chemical and bacterial and related ingredients of specific media, and other laboratory saad field specimens. Work is performed under the supervision of the supervisor of the waste water treatment plant and is reviewed for results obtained. An employee in %his classification is responsible for the smooth,~ efficient operation of receiving cash and other negotiable instruments in pay- men% of bills, fees, etc. Work requires considerable facility in counting money and making, change but is performed accord%ng to well defined procedures. ~¥ork is reviewed periodically by Department Head and aid is given when new procedures are established or in unusual or difficult matters. Employee may exercise limited supervision over Cashier I. ILLUSTP~&TIVE TASKS Receives, counts, balances and reports cash and negotiable instruments for payment of bills, %axes, fees, etc. receipts same on validating machine or eash register. Employee is given instructions at beginning of work period but is expected to work independent of supervision after initial leafing period. Work is reviewed by superiors through accounting controls, audi- and abservation of results. ILLUSTRATIVE TASKS Operates standard office, bookkeeping and billing machines. Codes and posts, a variety of media, such as tax liens, cash receipts and disbursements, invoices, requisitions, bills and various other charge and maintains related records and controls. Applies prorating schedules and computes operating costs for activit events and equipment usage. Prepares periodic reports covering various phases of accounting and fiscal records. Under direction, prepares, analyzes checks audits and/or distribut payrolls. · · Verifies, balances and/or audits purchase orders,-statements, invoic, · and tax rolls. An employee in this class is responsible for maintaining a set of ledgers and other fiscal information through machine posting. Work is performed according to prescribed procedures and may include related clerical tasks in preparing materials for machine operation and in prepa- ration of summary reports. The employee receives detailed instruction during learning period but is expected ko work with considerable independeree once the system and procedures are learned. Work is reviewed through accounting controls and audits. The employee filling this position may exercise limited supervision over the Accounting Clerk I. ACCOUNTING CLERK II, Continued DESIRABLE EXPERIENCE AND TRAINING Experience in the operation of standard bookkeeping machines; experience as an Accounting Clerk I with the City, graduation from a standard high school ar any conlbination of training and experience. NATURE OF WORK DEPUTY UTILITIES COLLECTION SUPERVISOR This is responsible and varied clerical work requiring a thorough knowledge of the procedures in the Utilities division of the Finance Department. The employee in making decisions must base them on established departmental policies and practices. Work involves considerable contact with the public and the employee must be able to explain the City's regulations and procedures relating to water billing accounting system. Work is performed under the general super- vision of the Utilities Collection Supervisor who reviews work through discussion and review. The employee is required to exercise independent judgement and initiative and when required will act in the Utility Coltectio] Supervisor's place. ILLUSTRATIVE TASKS Assists in the direction of the preparation and mailing of all utility bills, the posting and maintenance of customer's ledgers and other records and the collection of current and delinquent accounts. Assist the Supervisor in operating all phases connected with the billing and collection of water, sewer and garbage fees and service charges. Processes work orders relating to customer service and investigation of complaints. Prepares periodic reports as required. Handles and assists staff menfoers with inquiries and complaints concerning utility bills and sewer charges, requests for service or refunds; works closely with meter readers and other service personnel in utility division. Coordinates collection activities with the operating personnel in the water department and the building department. KNOWLEDGE~ ABILITY & SKILL Ability to assume the responsibilities of the supervisor when required. Considerable knowledge of modern office and accounting practice and procedures as applied to the billing and collection of utilities account and ability to instruct and/Or supervise the work of one or more employees engaged in routine and advanced duties of the.Utilities Division. Must have the the ability to assume all work assignments and to organize work schedules in the absence of the supervisor; ability to establish and maintain effective working relationships with other employees and the general public. DESIRABLE EXPERIENCE AND TRAINING Two years service with the City of Boynton Beach Utility Billing Department. Graduation from a standard high school, preferably supplemented by a course in Business Administration or any equivalent combination of training and experience.
