75-D SOZ T'¢ON' 75 D A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH¢ FLORIDA, AMENDING THE RULES AND REGULATIONS OF CIVIL SERVICE BY PROVIDING FOR THE ADDITIONAL CLASSIFICATION OF THE UTILITIES DIRECTOR AND THE DUTIES AND RESPONSIBILITIES OF SUCH POSITION, WHEREAS, pursuant to the Charter of the City of Boynton, Beach, Florida, the municipal Personnel Officer has heretofore recommended a certain amendment to the current Rules and Regula- tions of the Civil Service of said City to provide ~orthe.~d'di!ti~n ~-C!aSSlfi~ation Of position of Utilities Director, together with the duties and responsibilities of such position, a copy of which proposed amendment is attached hereto; and WHEREAS, the City Manager has reviewed said proposed amendment and has approved it without modification; and ~EREAS, after thorough review of such proposed amend- ment~ the City Council deems that the enactment and adoption of same is in the best interests of efficient administration of the municipal personnel system; NOW~ THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: That the proposed amendment to the currently existing Rules and Regulations of Civil Service of the City of Boynton Beach~ Florida, providing for the additional classifica- tion of the position of Utilities Director, together with the duties and responsibilities of such position, as attached hereto and made a part hereof, be and the same is hereby 'approved, ratified and adopted. 'Section 2: In all other respects subject Rules and Regulations of Civil Service are hereby ratified and confirmed as heretofore adopted and amended, PASSED AND ADOPTED this ~/~_~day of January, 1975. CITY OF BOYN~0N BEACH, FLORIDA MaYOr Councilman ATTEST: / ( an -2- UTILITIES NATURE OF WORK IN THIS CLASS: DIRECTOR This is responsible professional and administrative duties for the maintenance of water, wastewater and treatment facilities for the people of the City at all times. An employee in this class is responsible for planning and administering water and wasteWater treatment plants facilities for the City. The duties include administrative supervision over all activities of the department including wastewater treatment, water purification and auxiliary facilities. The work is performed in accordance with the policy direction of the Utilities DireCtor and state and local statutes pertaiuCng to these activities ~ ILLUSTRAT/VE EXAMPLES OF WORK: Develops administrative and program standards for the various activities of the treatment plants. Coordinates the activities of the treatment plants with other City Departments and other public-and private agencies. Oversees and takes the lead in long and short range studies regarding the water and wastewater treatment needs of the City.. Develops programs, goals and training courses for each of the various activities of the department. Keeps records and makes reports concerning public utility activities. Keeps abreast of current developments in the field by attending meetings, reading and holding individual conferences with comparable officials in neighboring jurisdictions. Performs related work as required. ESSENTIAL KNOWLEDGES~ ABILITIES ~_ND SKILLS: Thorough knowledge of the principles and practices of civil and s -a~itary engineering as applied to the development, construction and maintenance of wastewater treatment plans and water purification systems. Thorough knowledge of the principles and practices of the public utility administration and its specific application to the admTuistration of waste- water and water services. Ability to plan and direct varied sanitary and engineering operations in the field and office. Ability to plan and direct varied sanitary and engineering operations in the field and office. Ability to establish and maintain effective worki~I relations with subor- dinates and 'fellow employees. QUALIFI CATIONS: Graduation from a recognized college or universitywith major in saui%ary~ mechanical, or civil engineering or related field, and eight years respor~ible experience in wastewater or water treatment facillties~ or any other com- bination of training and/or experience. ~CESSARY SPECIAL QiUALIFICATIONS: Possession of a class "A" water certificate and a class "A" wastewater certificate issued by the State of Florida.
